The Deusan Accord
A Bilateral International Treaty Establishing the New City-State Empire of Deus as a Protectorate of the Righteous Imperial Dominion of Tergnitz


Foreword:

    Alone, the individual is weak; doomed to live a life of insignificance and bitter struggle against a cruel world which barely acknowledges his existence. Alone, the individual is powerless; unable to alter the world around him and consigned to live and die in the blink of an eye. This inherent weakness in humanity was the driving force behind man’s decision to abandon this life of solitude and band together in the hope that united; they might overcome the seemingly insurmountable difficulties presented by the world. Governments around the world were formed on this premise, that by joining together, men and women may become something greater than themselves.

    The chief responsibility and most solemn duty of any government is to ensure the continued safety, security and prosperity of its citizens. Thus, any governing body strives to protect themselves and supply their nation with adequate defences. Furthermore, they endeavour to secure economic affluence for their nation and attempt to effectively occupy their nation with success.

    War, famine, pestilence and internal strife are all rife within the world, as common today as they were many hundreds of years ago. Thus, with a profound understanding of the challenges facing them, the Righteous Imperial Dominion of Tergnitz officially and formally extends its hand in friendship to the New City-State Empire of Deus to provide for the mutual goals of opulence and security. Therefore, through this joint understanding, we sanctify this document to bond these nations together in an unbreakable agreement; establishing the New City-State Empire of Deus as a valued protectorate of the Righteous Imperial Dominion of Tergnitz.


We, the Heads of State and Government of:

Hereby sign this Bilateral Treaty.

The Parties to this Agreement;

REAFFIRMING their desire to live in peace with all peoples and governments, and desiring to strengthen the fabric of peace in the world,

DESIRE to declare publicly and formally announce their common determination to defend themselves against any external armed attack so that no potential aggressor could be under the illusion that either of them stands alone in the world,

FURTHER wish to strengthen joint efforts regarding collective defence, with an ultimate aim being the preservation of peace and security pending the development of a more comprehensive and effective system of global security in the world,

Have agreed to the following:


ARTICLE I

    In the hopes of securing mutual security, prosperity, and success, the following documents are henceforth drafted to provide for an amicable relationship between the New City-State Empire of Deus and the Righteous Imperial Dominion of Tergnitz. It is the aim of the following articles to proclaim that a deep bond of brotherhood exists between these two nations, while additionally establishing a clear foundation regarding cooperation in defence, security, legal, trade and economic matters; thereby effectively declaring Deus as a protectorate of Tergnitz. All the following articles have the power of law upon mutual ratification by both signatory nations by their respective legislative processes.

ARTICLE II

    This treaty firmly establishes the principle that should the political independence, territorial integrity or national security of the New City-State Empire of Deus be attacked, invaded, threatened, bullied or otherwise intimidated by a hostile foreign power, the combined Armed Forces of the Righteous Imperial Dominion of Tergnitz shall move to defend to the fullest the nation of Deus. The reason, or motives, of the aforementioned foreign aggression will not influence the action of securing the sovereign state of Deus. Ergo, at all times, the New City-State Empire of Deus shall be protected by Tergnitz. If a foreign nation attempts to invade or make war on the homeland or lands owned by the City State, than the righteous military of Tergnitz shall defend Deus to the fullest regardless if it was instigated by the City State. If the Dominion cannot commit active military Ground, Naval, Marine or Air Forces, then its provision of support may take the form of medical, financial or military aid, until military intervention is possible.Henceforth, the New City-State Empire of Deus shall be protected from all threats to its sovereignty or security.

ARTICLE III

    In compliance with Article II, all representatives of the Armed Forces of the Righteous Imperial Dominion of Tergnitz, or members thereof, shall be granted unrestricted rite of passage through the New City-State Empire of Deus’s sovereign land, sea and air territory. Furthermore, all members and representatives of the Dominion’s Armed Forces shall be granted free access to all installations of the City State as long as they do not impede the private citizens thereof or harm the territorial integrity of the City State. Recognizing that the City State lacks a formal defence force with which to depend on in the event of foreign aggression or attack, the Righteous Imperial Dominion shall be granted the right create a yet to be determined number of military bases inside the sovereign territory of the City State. Aforementioned bases shall be utilized to house, supply, and act as a strategic defensive position for the Dominion military; thereby increasing the operational range of the Dominion’s Armed Forces and therefore allowing the Dominion to provide the New City-State Empire of Deus with a strong and effective defence and deterrent to any potential external foes. All construction materials and monetary payments required to build and maintain said bases shall be solely provided by the Dominion.

ARTICLE IV

    With the aim of promoting joint security and defence, the Dominion proposes a unique policy involving the possibility of establishing joint research projects with the New City-State Empire of Deus regarding the development of new military technology. The combined knowledge and skills of both entities is naturally more impressive and effective than the solitary knowledge of the one, contributing to a more expansive intellectual base. This would thereby allow for the creation of innovative and cutting-edge theories and equipment. Both signatory states would share patent rights to any new technological development, regardless of where said technology was discovered; allowing for the domestic production or international sale of any resulting product.

ARTICLE V

    Recognizing the paramount importance of solid intelligence to the conduct of modern warfare and to the administration of the daily affairs of state, the Dominion has established an extensive information gathering network in various foreign nations. In a show of solidarity and to strengthen the national security of both the Dominion and the City State, information regarding matters of global and national security shall be shared between the primary intelligence agencies of both the City State and the Dominion. Furthermore, understanding that in the modern world the process of Justice is frequently and unnecessarily slowed down by cumbersome laws and regulations; the Dominion shall establish a joint-body to facilitate the secure and rapid transfer of prisoners; such as known terrorists, foreign infiltrators, saboteurs, murders, arsonists, rapists and so forth. Aforementioned joint-body shall act in accordance with regulations, rules and articles outlined in the extradition treaty previously signed by the City State and the Dominion. Said treaty stipulates that both signatories have the right to hold and question subjects for a period exceeding no more than fourteen standard days, with the requirement that all information gained during this period be shared with the relevant bodies within both states. With the elapse of this probationary period, the suspect in question shall then be transported to the nation in question to stand trial.

ARTICLE VI

    In addition to the defence and national security aspects of this treaty, the Dominion proposes a joint approach to economic and trade matters in the hope that both signatories may enjoy unparalleled and unrestricted economic growth. It is common knowledge that states must possess a firm economic base if they are to maintain a strong and well-funded military. Thus, as national security is the core issue of this pact, economic prosperity must also be addressed if a lasting bond is to be formed. Therefore, to achieve their worthy aim, all trade between the signatory nations shall not be restricted in any manner unless by lacking said restrictions, the security of either state is harmed in any capacity. Each entity shall endeavour to eradicate domestic protective trade barriers, which may take the form of government-enforced tariffs, quotas or subsidies on any and all goods and services. Thereby allowing trade to flow free and unimpeded. There shall be free access to all economic markets for citizens within both signatory nations. No government of either nation should impede citizens of the other to access market information. There shall be a free movement of labor and capital between the signatory nations. In correspondence with the former, there shall be no policy that could distort trade that could potentially allow a single firm or factor of production to gain an unfair advantage over their competitors by manipulating the market through government intervention. As such, firms shall be barred from having a monopoly or powers thereof enforced by either government. Henceforth, a free trade agreement between the two nations shall be in effect with the stated objective of developing a closer integration of economic systems.

ARTICLE VII

    The New City-State Empire of Deus shall contribute towards this relationship an honourable addendum to their governing articles and be deemed the law of their state. In such addendum the following provisions shall be created: In the eventuality that the New City-State Empire of Deus develops a military force, in any capacity within the future, all offensive wars waged by the New City-State Empire of Deus cannot be ratified nor can action be taken unless it has been approved by the Dominion’s Department of Defence. All foreign combat troop deployments that are in an offensive manner similarly require the approval of the Dominion’s Department of Defence. Treaties made with other entities, foreign in nature, cannot be made regardless of cause, unless the following guidelines are met: Aforementioned law or treaty must not contradict, both implicitly and explicitly, with the principles, goals or aims of this treaty or impede the actions of the Righteous Imperial Dominion within the New City-State Empire of Deus. Should the Dominion deem that said treaty conflicts with the principles, goals or aims of this treaty or impede the actions of the Righteous Imperial Dominion with the New City-State Empire of Deus; the Dominion reserves the right to formally veto and officially dismiss said treaty. Additionally, the Dominion requires notification before any law or treaty between the New City-State Empire of Deus and a foreign entity is ratified. No laws, doctrines, or any form of legislation are to be kept secret from the Righteous Imperial Dominion in the joint interest of the parties involved.

ARTICLE VIII

    In an effort to enhance the strong bond between the signatory nations, procedures relating to the immigration of Deusen citizens to the Righteous Imperial Dominion of Tergnitz shall be streamlined in an effort to reduce delays and any unnecessary bureaucratic confusion. Furthermore, upon the ratification of this treaty, all Deusen citizens will be able to apply to the Dominion’s Ministry of State for joint-citizenship as both a citizen of the New City-State Empire of Deus and the Righteous Imperial Dominion of Tergnitz without the usual perquisites associated with the aforementioned citizenship process. However, all applicants must conform to the rules, regulations and laws involved with the process of granting dual-citizenship to foreign nationals.

ARTICLE IX

    Henceforth, a supervising body shall be formed to oversee the New City-State Empire of Deus in all of its affairs. Members of said body shall be appointed by His Imperial Majesty by the Divine Providence of the Almighty, the Emperor of Tergnitz, Augustus Tiberian Vera I; Patriarch of the House of Vera, Protector of Mankind, Father of the Fatherland, His Eminence the High and Most Holy Archbishop of the United Church Militant of Tergnitz, Defender of the Faith, Princeps Senatus, Imperator Destinatus, Imperium Maius, Pius Felix, Grand Baron of the Upper and Lower Realms, Duke of Runnor, Duke of Legio IX Hispana, Lord Regent of the Pilgrim Village, Dominus of the Praetorian Guard and Supreme Imperator of the Tergnitzian People, at his discretion. Said body shall be chaired by the newly created position of Governor-General of Deus, with His Imperial Majesty adopting the title of Lord Regent of the New City-State Empire of Deus. Furthermore, said body shall have the power to appoint officials underneath it to assist in its dealings. The body shall not be barred from any public location in the City State. The body, at quarterly intervals, or whenever it deems it necessary, shall report to the Dominion on the City State and at those times, shall new legislation deem itself necessary, laws may be drafted. If at any time, the body deems that City State to be in a state of emergency, it may act accordingly to bring about a normal state, and shall be granted the power to do so. Barring the declaration of aforementioned state of emergency, the body shall not interfere with the domestic running of the New City-State Empire of Deus, preserving the City State’s sovereignty and autonomy; except in the case where Dominion national security interests are threatened.

ARTICLE X

    Finnally, no domestic legislation shall be passed by the New City-State Empire of Deus that contradicts both implicitly and explicitly, the principles, goals or aims of this treaty or impedes the directives of the Righteous Imperial Dominion within the City State. The City State shall not be mandated, nor encouraged to defend the Righteous Imperial Dominion upon attack. Should the New City-State Empire of Deus elect to assist with the defence of the Dominion in the event of war or invasion, this will be due to a direct decision made by the government of the New City-State Empire of Deus with no influence by the Righteous Imperial Dominion of Tergnitz. Henceforth from this day, these two nations shall be joined together in a union for the betterment of both states.
