THE IMPERIAL HOUSEHOLD AGENCY
Palace of the Golden Phoenix, Chandmani-Ondor, Sabaristan
First Circular: Order of Attendance and Precedence at the Reception of the Foreign Guests
Prepared under the hand of Chamberlain Esen for the guidance of the foreign delegations
By the gracious permission of His Imperial Highness, and in keeping with the custom by which guests of distinction at the northern palace are told beforehand whom they will meet, the Imperial Household Agency sets out below the members of the Sabari court who attend the Autumn Hunts, ranked in the order of precedence observed at Chandmani-Ondor and accompanied by the styles by which each may properly be addressed. Guests who are uncertain of a form of address are asked to say "Highness" to any member of the Golden Lineage and to permit the attendants of the household to correct them, which they will do with great courtesy and, in most cases, without remark. The present circular records only the family of the Khan and the members of his household who attend the opening reception at the Palace of the Golden Phoenix, and further circulars will be issued as the court removes to the Palace of the Jade Tercel and as the ministers, lords of the banners, and other officers of the realm join the hunt, while a short primer on the meaning of the ranks and titles named here follows at the end of this sheet and will not be repeated.
I. His Imperial Highness and the Ladies of the Inner Court

- Her Imperial Highness the Dowager Khatun Tserengetsal, elder sister of the Khan and widow of Nuruumtash the Sobornoyan, who holds custody of the Soyoongol sacrifices at the Jianghai and attends the court only upon the days and ceremonies that require her.
- Her Imperial Highness the Khatun Erdenechimeg Narantuyaa, daughter of the Beile of Zabqandya Dogshin and consort of the Khan since 1993, who sits at her husband's left hand and is the mother of the Chin Wang, the Jun Wang, and the Princess Nomuun.
II. The Princes of the Blood and Their Households
- His Imperial Highness Tögöldör, Chin Wang (Prince of the Blood), eldest son of the Khan by the Khatun, who attends with the Foejin Bürte of the Karkaziq, his principal wife, and with his sons.

III. The Imperial Princesses, Daughters of the Khan
All daughters of the Khan's body carry the style of Gürün Güüji, Princess of the Realm, without regard to the rank of their mothers. Only those who have come of age attend the hunt, the younger princesses remaining in the Rear Palace, and each of the unmarried princesses present is attended at all times by a chaperone drawn from the matrons of the household.
- Her Imperial Highness the Princess Nomuun, the Khatun's own daughter and full sister of the Chin Wang and the Jun Wang, who takes precedence among the unmarried princesses in deference to the rank of her mother.
- Her Imperial Highness the Princess Yalagusi, eldest of the Khan's daughters, born of the Consort Uranchimeg of the Uriankhai banner nobility.

- Erkhembayar, son of the Princess of Xunmalin and of Gonchig, Beile of Bortoqnayan-Goltai, who attends with his wife Tuul, a niece of the late Sobornoyan Nuruumtash through the Sobornoyan's sister Setseg.

V. The Houses of the Iron Cap
Three houses hold the Iron Cap grant, by which their rank passes undiminished from father to son in perpetuity, and the following princes of those houses attend the hunt.
- His Highness Tsakhiurt Erdene, Iron Cap Jun Wang, head of the House of Bodonchir, whose grant commemorates the restoration of the Second Sabari Empire in 1610, who is a nephew of the late Sobornoyan Nuruumtash through the Sobornoyan's sister Enkhjin and the elder brother of the Tabunang Batmönkh, and who has not yet taken a principal wife.
- Yangšan, Iron Cap Beile, head of the House of Šurgai of the Hada Banner among the Bordered White Jušen, whose grant commemorates the absorption of the Jušen Banners in 1725, who attends with the Foejin Ninggun of the Yehe Banner, his wife, and with Tulai, their son and the heir of the House of Šurgai, who will inherit his father's rank without diminution.
VI. Officers of the Household in Attendance
- Chamberlain Esen, head of the Imperial Household Agency, to whom all questions of precedence, seating, and lodging should be referred.
- Borayq, the Nirayannoyan, Grand Falconer of Sabaristan and the hereditary Nirayannoyan, who serves at the Khan's table and directs the falconers of the hunt.
- The Keshiq, the Embroidered Uniform Guard, who stand at every door of the inner palace and who will examine the braided tally of each guest, and the eunuchs of the Inner Court, who attend the Khan and the ladies of the Rear Palace.
A Short Primer on Rank and Style
The Sabari court keeps three parallel ladders of rank, and the Agency offers the following English renderings so that guests may follow the titles used above without difficulty.
Forms of address. The Khan is styled His Imperial Highness, in keeping with his membership of the imperial clan of Urgench and the standing of Sabaristan as an Imperial Khanate, and his own subjects address him as Majesty in the Sabari manner. The Khatuns and the Khan's own sons and daughters share the Imperial style, the wider Lineage is styled simply Highness, and the Sabari court, following the usage of the eastern courts, does not draw a sharp line between the words Imperial and Royal in ordinary speech, so that a guest who says Highness to any member of the Lineage will not be in error.
The Golden Lineage (the Khan's kin by blood)
- Chin Wang: Prince of the Blood, the highest rank of the Lineage, held in practice by the sons of the reigning Khan.
- Jun Wang (also written doro-i giyun wang): Commandery Prince, or Prince of the Second Rank, the grade immediately below the Chin Wang.
- Doro-i Beile and Doro-i Beise: the two grades beneath the Jun Wang, through which a prince of the blood commonly rises or falls while questions of succession remain open.
- Taiji: the four classes of lesser princes at the foot of the Lineage, below which an inherited title does not descend.
- Tabunang: a courtesy title, meaning approximately Prince-Consort or Imperial Son-in-Law, given to an untitled man who marries into the Lineage and extinguished upon his death.
- Iron Cap: a grant that exempts a house from the ordinary downgrade by which inherited titles fall one grade with each generation, held by three houses only.
The Ladies of the Court
- Khatun: the consort of the Khan, comparable to an imperial consort. The Dowager Khatun is the widow of a former sovereign, and the Grand Dowager Khatun is the widowed mother of the reigning Khan.
- Foejin: the principal wife of a prince of the Golden Lineage or of a Beile, meaning approximately Princess Consort or Lady of the Prince. The title belongs to the wife and is distinct from the styles of daughters.
- Gürün Güüji: Princess of the Realm, the style of a daughter of the reigning Khan's own body.
- Khoshuu Güüji: Princess of a Principality, the style of a daughter of a Chin Wang.
- Jün Güüji: Princess of a Commandery, the style of a daughter of a Jun Wang.
- Lady: the courtesy in which the daughters of the great banner houses, who hold no rank of their own, are addressed.
The Banner Peerage (the territorial nobility)
- Jasagh Noyan: Ruling Lord, who holds actual administrative authority over one of the twenty-one aimags, or provinces, of Sabaristan.
- Beile and Beise: the senior and lesser grades of the territorial peerage beneath the Jasagh Noyan, open to Mongol, Jušen, and Han houses alike.
- Noyan: simply lord, and, when joined to a place or office as in Nirayannoyan, a hereditary dignity of the court.
Meritorious Service Nobility
A five-rank ladder open to any subject whom the Crown wishes to reward, running from Gong (Duke), through Hou (Marquis), Bo (Earl), and Zi (Viscount), to Nan (Baron), which guests from the western courts will find corresponds to their own ducal to baronial ranks.
Offices of the household
- Nirayannoyan: the hereditary office of Grand Falconer, one of the three titles that only the Imperial Court of Urgench may create.
- Keshiq: the Embroidered Uniform Guard, who serve as the Khan's closest bodyguards and agents.
- Banners: the hereditary registrations of the Sabari, Jušen, and Hanjun corps, each divided into eight by colour and border, so that a house may be described as belonging, for example, to the Bordered White Jušen.
The Agency asks that any error of precedence in the foregoing be forgiven, since it will be corrected quietly and without embarrassment to any party, and that guests extend the same forbearance to one another until the next circular is issued.

“That's correct. I only hunt traditionally,” he said. “With the spear and bow.” He paused. “Guns are for war against equally armed men, not unarmed animals. Hunting with guns is… unsporting. In my opinion at least. And, yes, we eat all the meat or give what cannot eat to the poor. And we use the hides. As you can see.” He smiled.
There was respect in the observation. Then Violeta’s expression became mischievous. “I should warn you, however, that I’ve already seen several people looking at you.” She let that sit for a moment. “Your family has not sent you here solely for the hunting, have they?”

Sabaristan wrote:The Beise Tulai smiled and nodded to the Crown Prince. "In Sabaristan the hunt is considered a defining characteristic of national identity. Our horse-warrior culture stretches back over a thousand years. I am not actually a Sabari, not a Mongol - I am a Jušen. But we have a very similar tradition of martial feats on horseback and the hunt is considered an extremely important part of it. Times are changing but it is still considered that a man is not truly a man unless he can ride a horse, shoot a bow, and handle a spear."
He paused, suddenly seeming embarrassed, and turned to Violeta. "Ah. Women hunt as well. In the Autumn Hunt, some Sabari women, Sogdians, Kasak and Minyak women. As a general rule Jušen and Han ladies to not take part in the Autumn Hunt but this is more to do with tradition than anything preventing them from doing so. Will you join as well, Princess?"

She wore a long dress of ecru wool and silk, draped to one side over pleated tulle. There was a bow at one shoulder, and the skirt spread behind her in a rounded train.
Hyacinthe zy Vaurêlthen stood beside her in coral sanded crêpe. Her dress was draped at the shoulders, with a halter neck and a flared skirt extending into a narrow train.
“How many children does he have?” Ludwina asked quietly.
“I don’t know. Lots. Those are his daughters over there.”
Ludwina looked across at the princesses and their chaperones.
“Maybe we ought to say hello to them later.”
Hyacinthe nodded. She would have liked a word with the Grand Falconer about her birds, but he was still attending to the Khan.
“I hope there’s somewhere we can practise with the bows,” she said.
“There must be. We can’t be the only ones.”
“Yes, but I’d rather go before everyone else is up.”
“How early?”
“I don’t know. Will you come?”
“Yes. Wake me when you get up.”
Hyacinthe smiled. “You have to get up, though. You always want to stay in bed.”
“I’ll get up.”
Ludwina took another sip of wine, then picked up one of the strange little apples and bit into it.
“It’s not bad.”

The Crown Princess inclined her head to the frosting falconer, then turned and bowed slightly to the Grand Dowager Khatun. “Your Imperial Highness,” she said, “it is an honour to meet you.”
She smiled at the rapid fire questions, and looked at the Khatun Erdenechimeg when she spoke, and laughed lightly.
Turning back to the Grand Dowager Khatun, she said, “Thank you for your compliments for my clothes. They were mostly made in Excalbia according to Sabari patterns, though some pieces were procured in Yangikent.
“I am the Crown Princess and I'm almost 21. I am not married or engaged yet, though,” she paused, “a prince of Ilonburg is… courting me. And I have not had any children.”

Suitable matches for the Imperial Family are taken very seriously all the way up to my cousin the Emperor, and Imperial Princesses, such as myself, are courted according to strict etiquette and protocol. To do otherwise, as you say, would be considered vulgar and an affront against Imperial dignity.”
Suddenly, the silent Dowager Khatun Tserengetsal spoke. “One prince is as good as another. What does it matter if they are from Brasland, or Ilonburg, or Kasakia, or even Aerion?”
Elena sighed and glanced over at Elizabeth before speaking again. “The House of Ilonburg is distinguished, and they have made many advantageous marriages over the years. Why, my cousin the Emperor’s sister’s mother-in-law is an Ilonburg, so in Ghant, they enjoy a relatively high station of influence.” Elena glanced at Elizabeth and flashed a sneaky smirk.[/align][/blocktext]

“How do you do?” Ludwina said. “I am Ludwina, and this is Hyacinthe.”
Hyacinthe tilted her head, and her earrings flashed.
“You sounded convincing to me,” she said, smiling at Baatarkhu.
She turned to Borayq.
“We were hoping to meet you. Thank you for looking after our birds. Could we come and see how they are settling in?”
“They had a very long flight,” Ludwina said. “Though they were so good about it.”
“And I should like to see your Govi-Altai tercel,” Hyacinthe said.
“We want to practise with the bows as well,” Ludwina said. “Hyacinthe wants to go before everyone else is up.”
“Only a little before.” Hyacinthe put a hand on her friend’s arm. Her nails were painted wine-red. “It’s been a while since we last practised.”
She looked at the prince.
“You could practise with us. And you’ll come to see the birds, won’t you? You can show us which you like best.”
