I've gone through the feedback and made some changes to the proposal, particularly regarding the role and necessity of the IDRO.
Here's the revised proposal:
International Disaster Response and Mutual Aid
The World Assembly,
Recognizing that natural disasters, industrial accidents, epidemics, and other catastrophes may overwhelm the resources of even well-prepared nations,
Acknowledging that the consequences of such events may extend beyond national borders, while timely assistance from other nations may substantially reduce the loss of life and property,
Affirming that international assistance should respect the sovereignty and authority of the nation receiving it,
Desiring to facilitate the rapid and orderly coordination of assistance when national resources are insufficient,
hereby enacts as follows:
- The World Assembly establishes the International Disaster Response Office (IDRO) as a coordinating body, which shall:
- maintain a registry of member nations willing to provide emergency personnel, medical services, equipment, supplies, and other forms of disaster assistance;
- maintain information concerning the types and general availability of such resources;
- receive and communicate requests for international disaster assistance;
- facilitate communication and logistical coordination between requesting and assisting nations;
- develop recommendations concerning the coordination and delivery of international disaster relief;
- maintain, where resources permit, a reserve of emergency personnel and equipment for deployment when assistance from member nations is insufficient.
- When a member nation experiences a disaster of sufficient severity that its available resources are inadequate to address it, that nation may request assistance through the IDRO.
- Upon receiving such a request,the IDRO may communicate the request to other member nations and coordinate offers of assistance, including the deployment of rescue teams, medical personnel, engineers, emergency supplies, and specialized equipment. Where assistance from member nations is insufficient, the IDRO may deploy its own reserve personnel and equipment with the consent of the affected member nation's government.
- The IDRO shall not:
- compel any member nation to provide or accept assistance;
- deploy personnel or equipment into the jurisdiction of a member nation without the consent of that nation's government;
- exercise governmental, military, policing, or emergency-management authority within a member nation; or
- impose requirements upon a member nation's domestic disaster-response services beyond those established elsewhere by World Assembly law.
- Assistance coordinated through the IDRO shall remain subject to the consent and authority of the affected member nation. The terms,scope,duration,and conditions of such assistance shall be agreed upon by the nations concerned.
- Member nations providing assistance shall, where reasonably practicable, coordinate with the authorities of the affected nation, respect its laws and established emergency procedures, and remain responsible for their own personnel and equipment except where otherwise agreed.
- The IDRO shall periodically publish guidance on international disaster preparedness, emergency coordination, and the provision of humanitarian assistance, and shall encourage member nations to exchange relevant knowledge and experience.
- Member nations may provide disaster assistance through bilateral,regional,or other arrangements. Such arrangements shall not prevent the IDRO from receiving requests for assistance, communicating those requests to other member nations, or coordinating assistance where requested.
I'm mainly still looking for feedback on whether the IDRO's role is sufficiently useful and distinct, as well as any legality,wording,or loophole issues I've missed.
