Liventia bid for WBC 63

Liventia is a two-time host of the World Baseball Classic, but has not hosted the tournament since the competition was still in single-digit editions, welcoming WBC6 and WBC9 to Liventian shores.

Proposed formats:
We are currently at 37 teams and the minimum number I would aim for is 40 teams.
(36 teams: 6 groups of 6, playing each other four times. Two games per cutoff for a total of 10 group stage cutoffs. Top two per group to round of 16. Top two third-place finishers to round of 16; remaining four third-placed finishers to play-in round.)
40 teams: 8 groups of 5, playing each other team four times. Two games per cutoff for a total of 10 group stage cutoffs. Group winners to round of 16. Second- and third-placed finishers to play-in round.
42 teams: 6 groups of 7, playing each other team four times. Two games per cutoff for a total of 14 group stage cutoffs. Top two per group to round of 16. Top two third-place finishers to round of 16; remaining four third-placed finishers to play-in round.
48 teams: 8 groups of 6, playing each other team four times. Two games per cutoff for a total of 10 group stage cutoffs. Group winners to round of 16. Second- and third-placed finishers to play-in round.

In these situations, the group stage will not be played in series.

In a situation where these numbers are not obtainable, the next option is to aim for an even number of signups and a Casaran-style (Swiss) tournament will be held, with each team playing 14 series of three games (one series per cutoff, total 14 cutoffs/42 games). Swiss scheduling will be based on series wins/losses rather than game wins/losses (i.e., teams that are 6-0, 5-1, and 4-2 can all be 2-0 for scheduling purposes, although within each grouping, overall game win/loss record will be used as a tiebreaker for scheduling). The top 16 teams will progress directly to the round of 16 with no play-in round.

All qualifying games will be played home/away in the group format. In the Casaran format, home advantage will be randomly drawn each round.

The play-in round and round of 16 will be best-of-three; quarter-finals and semi-finals will be best-of-five; and championship series will be best-of-seven. Liventia will host all series from the round of 16 onwards, with the play-in round to be held entirely at the home stadium(s) of the higher seed (like in the RL MLB Wild Card). Teams reaching the last 16 will be invited to select one of Liventia's stadiums as their "home" stadium for the duration of the knockout rounds, with all their home games played there (i.e., each series will take place across two stadiums instead of one).

Scorination/RP bonus:
The Snelweg formula will be used, as it is now the established paradigm for baseball scorination.

Without going into too much detail, the RP bonus will be calculated using a mixture of a roster bonus, "current" RP activity (last two cutoffs with no degradation), and total RP activity (degradation applied to RPs older than two cutoffs ago, never reducing beyond 25% of the original score per cutoff). This will be added directly to the rank points of each team.

Teams which do not post a roster will have their scorination rank points reduced by 25% of their original total every cutoff. Once a roster is posted, this will be restored to the full amount.

Scorination will take place every other day. In the elimination rounds, Games 1+2, 3+4, 5+6 will be scorinated together, with any deciding game scorinated separately.

Tiebreakers
In group format, within groups: head to head record, head to head RD, overall RD, coin toss (RP bonus scorination)

In group format, between groups: group position, wins, overall RD, coin toss (RP bonus scorination)

In Casaran format, note that scheduling is based on series record, while overall position is based on game record. A team with a better series record can have a worse game record than a comparable team (e.g. Team A wins four series 2-1 for an 8-4 record and is 4-0 for scheduling; team B wins three series 3-0 and loses one 1-2 for an 10-2 record but is 3-1 for scheduling).
Sorting order for qualification: Game win pct, series win pct, head to head record*, head to head RD*, overall RD, coin toss (RP bonus scorination)
*In the Casaran format, head-to-head will only be considered in ties where all tied teams have played each other.

AI usage, withdrawal policy, and other miscellany
I will endeavour to find third-party scorinators for Liventia's preliminary round (group/Casaran) games. Where one is unable to be sourced, I reserve the option of self-scorinating. All knockout round games featuring Liventia will be third-party scorinated.

All use of AI direct text output will be prohibited (using AI to generate ideas or images etc that does not result in the final text output being AI-generated is fine). Please declare any and all use of AI.
AI translations: Allowed but only with an explanation of why an AI translation was necessary, and with the original text provided in a spoiler.

Any first-time violations of this policy will result in an immediate zeroing of all bonus. Further violations will result in removal from the tournament, with all scheduled matches (played or unplayed) being treated as walkovers.

Teams may ask to withdraw at any time, but their withdrawal will not be effected until the conclusion of the round they are currently participating in.
