[Passed] International Agricultural Biodiversity Safeguard

Postby Safj » Thu Jul 02, 2026 8:21 pm

Resubmitting a previous draft now that the WA is starting over.

If you have any questions or suggestions, please let me know.

International Agricultural Biodiversity Safeguard
Proposed by: Safj

The World Assembly—

Recognizing the increasing threat to global agriculture posed by climate change, deforestation, and conflict,

Alarmed that overreliance on limited varieties of agricultural crops increases vulnerability to disease, pests, and continued changes to the environment,

Recalling previous efforts to safeguard global food networks,

Noting the new absence of a dedicated, sustainable, and scientifically managed seed preservation framework,

Affirming the importance of preserving agricultural biodiversity for both present and future generations as a necessity for life,

Hereby—

  1. Establishes the International Seed Preservation Initiative (ISPI) as an independent, nationless body tasked with the collection, organization, preservation, and protection of agricultural seed diversity;
  2. Mandates that the ISPI:
    1. Maintain secure, climate-controlled seed storage facilities;
    2. Develop redundant storage systems across multiple geographic regions to prevent catastrophic loss;
    3. Prioritize the preservation of staple, cultivated crops, regionally significant plant species, and endangered flora;
  3. Encourages all member nations to voluntarily contribute seeds, particularly those unique to their ecosystems or agricultural traditions;
  4. Affirms that all contributed genetic material remains the sovereign property of the originating nation;
  5. Provides that contributed genetic material shall not be patented, altered for exclusive ownership, or commercially exploited in any way without the originating nation's consent, and may be used solely for preservation, research, and humanitarian restoration purposes;
  6. Authorizes the ISPI to distribute preserved seeds at no cost to nations experiencing agricultural collapse due to disaster, conflict, or environmental crisis, in a manner that respects regional agricultural practices and ecological compatibility;
  7. Prohibits the monopolization or restriction of access to preserved seed resources in ways that would undermine global food security;
  8. Encourages international cooperation in agricultural research, including the development of resilient crop strains, while respecting ethical and ecological considerations;
  9. Directs the ISPI to publish regular reports on the state of global agricultural biodiversity and risks to food systems.

With these provisions, the World Assembly seeks to preserve agricultural biodiversity, strengthen global food security, and ensure that the genetic resources necessary for humanity's future remain available to all nations for generations to come.

I beliere the ISPI should be explicitly maintained by the WA and funded by the WA as well, building seed banks aren't cheap. Also the ISPI should check on the nations it provided the seeds to, so that article 5 is upholded, the ISPI should also be able to restrict access to seeds to the nation that violates article 5

These are some good points, I'll update my resolution before submitting. Thanks.

The World Census' process for determining the statistical impact of this proposal included a tasting board of biodiverse hors d'oeuvres. After a thoughtful experience, they have released their estimations for most WA nations.

Nowhere do I see that donated seeds or materials need not be genetically modified. Does this mean the seed bank is open to preserving GMO crops?

The AI cliche of "X, Y, Z" listings is very prevalent throughout the draft. Furthermore I ran it through several other AI detectors and they have at best said it was a mix of human and AI (at least around 60% AI). Though I apologize if this accusation is false.

Regardless the draft does look promising and seems to not have significant overreach, I think I could support this if the author clarified.

Weeds?

Postby Albertstadt » Wed Aug 05, 2026 12:48 pm

One nation's plants are another nation's weeds. One nation's herbs are another nation's invasive plants. How is that accounted for?

For example, in Italian cooking, oregano is used extensively. However, up here it my part of the US, it spreads and spreads and spreads. Same with thyme and marjoram.

The words are my own, AI did not write anything. I only used AI as a devil's advocate, to verify that my arguments for this proposal were sound, that I effectively argued for the purpose and reasoning behind this proposal, and that I was not overreaching with this proposal. Sorry for the confusion.

This is a good bill. Kosainda supports and endorses it. Ensuring that seeds and crops of different cultures and regions are alive is important to safeguard biodiversity.

[General Assembly Floor - Eleanor Whitfield MP, Delegate of the United Kingdom, rises.]

"Esteemed colleagues,

Ensuring the survival of agricultural biodiversity is vital to our long-term food security. Climate change, conflict and environmental degradation are borderless, and the disappearance of certain crop varieties in one country can have significant impacts elsewhere.

The United Kingdom therefore welcomes the new International Seed Preservation Initiative, whose focus on safe and location diversified storage, voluntary national contributions and aid to countries whose agriculture is threatened, is a sensible example of international collaboration.

We take note of the expression of issues related to the wording of the provisions about contributed genetic material, in particular the extent of restrictions of commercial use. Clarity would have been appreciated. However we do not believe the above issues override the much greater advantages of having an international safeguard for agricultural biodiversity.

For these reasons, the United Kingdom will be voting for this resolution.

Thank you."

Clause 2b leaves much to be desired. "Across multiple geographic regions" does not provide a clear understanding as to how member-states would be affected by the construction activities outlined.

Against due to the line, "4. Affirms that all contributed genetic material remains the sovereign property of the originating nation;" I believe the genetic material should voluntarily be donated (relinquishing rights associated with ownership) for use and should not remain property of the specific nation of origin.

I ask regions tagged with Anti-GenAI to vote against this proposal due to its use of generative AI in the drafting process.

  1. Establishes the International Seed Preservation Initiative (ISPI) as an independent, nationless body tasked with the collection, organization, preservation, and protection of agricultural seed diversity;
  2. Mandates that the ISPI:
    1. Maintain secure, climate-controlled seed storage facilities;
    2. Develop redundant storage systems across multiple geographic regions to prevent catastrophic loss;
    3. Prioritize the preservation of staple, cultivated crops, regionally significant plant species, and endangered flora;
  3. Encourages all member nations to voluntarily contribute seeds, particularly those unique to their ecosystems or agricultural traditions;
  4. Affirms that all contributed genetic material remains the sovereign property of the originating nation;
  5. Provides that contributed genetic material shall not be patented, altered for exclusive ownership, or commercially exploited in any way without the originating nation's consent, and may be used solely for preservation, research, and humanitarian restoration purposes;
  6. Authorizes the ISPI to distribute preserved seeds at no cost to nations experiencing agricultural collapse due to disaster, conflict, or environmental crisis, in a manner that respects regional agricultural practices and ecological compatibility;
  7. Prohibits the monopolization or restriction of access to preserved seed resources in ways that would undermine global food security;
  8. Encourages international cooperation in agricultural research, including the development of resilient crop strains, while respecting ethical and ecological considerations;

Regardless of the provenance of this resolution, it explicitly contradicts itself in what it sets out to do.
4. Affirms that all contributed genetic material remains the sovereign property of the originating nation;

The expectation is set that all material submitted to the bank remains the property, sovereign property at that, of the nation submitting it with no exceptions. The property is respected and the consent of the submitting nation is seemingly prioritized by this resolution. But then...
7. Authorizes the ISPI to distribute preserved seeds at no cost to nations experiencing agricultural collapse due to disaster, conflict, or environmental crisis, in a manner that respects regional agricultural practices and ecological compatibility;

It then goes on to say that the ISPI, the independent body, has the right to distribute seeds to whomever it wishes citing vague circumstances or non-specific ones that can be broadly defined. This would not be an issue if the issue of sovereignty wasn't explicitly stated in Article 4. What are the conditions, outlined, for taking the sovereign seeds of that nation? How are we certain that the seeds, once provided, are used for supporting humanitarian efforts and not being capitalized on (a violation of this resolution's Article 5) to boost economic growth? There are not enough safeguards to ensure that the sovereignty is respected.

Bjornifjordaland wholeheartedly opposes this resolution.

((First forum post, not new to NS))

Although I too am sceptical and against reliance on AI (ooc: my future doctoral thesis may serve to challenge and rebel against it), upon observation the author claims in the above posts that they wrote it, and only used AI as a comparison tool without direct authorship, and despite the analysis of colleagues here, I trust and hope there is a code of honour or oath that authors of GA proposals must uphold and therefore to give the benefit of the doubt (without knowing the author personally or at all, first time ever) I trust the author's words to be true.
Having also said that, the topic itself of the proposal is about safeguarding agriculture for all and it seems pretty clear on what's to be done. Actions are what matter.
Finally, with the additional intention of enforcing unanimity alongside my region's delegate and fellow comrades, Solestepas votes FOR.
