# **Resolution: Legislative Consistency**
**The World Assembly,**
Affirming that the legitimacy, effectiveness, and credibility of the World Assembly depend upon a legislative framework that is coherent, transparent, and internally consistent,
Recognising that the accumulation of legislation over time may result in conflicting provisions, duplicated obligations, inconsistent terminology, and uncertainty regarding the interpretation or implementation of Assembly resolutions,
Observing that Member States benefit from legislation which is clearly drafted, accurately codified, and readily accessible in its most up-to-date form,
Concerned that the absence of a formal legislative review process may permit the inadvertent introduction of contradictory or obsolete provisions, thereby reducing the effectiveness of the Assembly's work,
Acknowledging that numerous national legislatures employ legislative drafting offices, parliamentary counsel, or equivalent bodies to ensure consistency and legal clarity without limiting the legislative authority of elected representatives,
Believing that the establishment of a neutral and technical review mechanism shall improve the quality, accessibility, and long-term integrity of World Assembly legislation while fully preserving the sovereign right of delegates to propose, debate, amend, and adopt legislation,
Hereby Resolves to:
**1.** Establish an independent administrative body to be known as the **Office of Legislative Review (OLR)**, operating under the authority of the Secretariat and serving solely as a non-partisan technical office responsible for reviewing all draft legislation submitted to the World Assembly.
**2.** Mandate that the Office of Legislative Review shall examine every draft proposal prior to debate in order to:
a. identify provisions that directly or indirectly contradict existing World Assembly legislation;
b. identify unnecessary duplication of existing legislation or previously established legal obligations;
c. identify drafting inconsistencies, grammatical errors, ambiguous wording, conflicting definitions, or other technical deficiencies;
d. determine whether proposed amendments are accurately incorporated into the legislation they seek to amend;
e. recommend technical revisions intended solely to improve legislative clarity and consistency.
**3.** Require the Office of Legislative Review to produce a **Legislative Compatibility Report** for every proposal, which shall include:
a. a summary of the proposal's purpose;
b. any legislation potentially affected by the proposal;
c. identified contradictions or overlaps;
d. recommendations for technical improvements where appropriate;
e. confirmation where no conflicts have been identified.
**4.** Declare that the Legislative Compatibility Report shall remain entirely advisory in nature and shall not:
a. prevent a proposal from proceeding to debate;
b. invalidate or reject any proposal;
c. alter the wording of a proposal without the consent of its author;
d. diminish the legislative authority of the World Assembly.
**5.** Require that every proposal amending, repealing, replacing, or consolidating existing legislation shall:
a. clearly identify every affected resolution;
b. specify each article, clause, subsection, or provision to be amended or repealed;
c. explain the intended legal effect of each amendment;
d. include a complete consolidated version of the legislation incorporating all proposed amendments.
**6.** Further Require that every draft resolution be accompanied by a **Legislative Compatibility Statement**, signed by its principal author, affirming that, to the best of the author's knowledge:
a. the proposal has been reviewed against existing legislation;
b. no unnecessary duplication exists;
c. any intended repeal or amendment has been explicitly identified within the proposal.
**7.** Establish the **World Assembly Legislative Register**, maintained by the Secretariat, containing:
a. every enacted World Assembly resolution;
b. the original adopted text of each resolution;
c. all subsequent amendments;
d. an official consolidated version incorporating all amendments currently in force;
e. repealed or superseded legislation;
f. legislative histories documenting amendments and repeals.
**8.** Determine that where a proposal is intended to override, repeal, amend, suspend, or replace existing legislation, such intention must be expressly stated within the proposal itself and shall never be presumed solely because inconsistent provisions exist.
**9.** Encourage delegates, where reasonably practicable, to amend existing legislation rather than introducing substantially similar resolutions that regulate the same subject matter through separate legislative instruments.
**10.** Authorise the Office of Legislative Review to publish non-binding guidance relating to:
a. legislative drafting standards;
b. recommended formatting practices;
c. consistent legal terminology;
d. citation standards for previous legislation;
e. best practices for amendment and codification.
**11.** Direct the Secretariat to ensure that all legislation made publicly available through the Legislative Register is searchable, organised by subject matter, and presented in both its original and consolidated forms to improve accessibility for delegates and Member States.
**12.** Request that future Secretaries-General include within their annual administrative reports an assessment of:
a. the number of legislative reviews conducted;
b. the number of identified conflicts resolved prior to debate;
c. recommendations for improving legislative drafting and codification procedures.
**13.** Affirm that nothing contained within this Resolution shall:
a. restrict the legislative initiative of any Member State;
b. prevent the Assembly from knowingly adopting legislation inconsistent with previous resolutions where it expressly chooses to do so;
c. grant the Office of Legislative Review any legislative, executive, judicial, or veto powers.
**14.** Determine that the provisions of this Resolution shall apply exclusively to legislation submitted following its adoption and shall not invalidate, reopen, or otherwise affect legislation enacted prior to its entry into force.
**15.** Calls Upon all Member States, Assembly officers, and future legislative sponsors to uphold the principles of legislative consistency, clarity, transparency, and responsible codification in order to strengthen the long-term effectiveness and credibility of the World Assembly.
