[World Lacrosse Championships]

Greetings from the President! It's time to get back to business.
Signups for the 46th edition of the World Lacrosse Championships are now open.

The WLC is open to all nations and is all-inclusive as to the makeup of each nation's roster. Human males, females, non-binary persons, a combination of any of those, sentient beings, unicorns that dig polka, creeping things...you want it, and they can use a stick (known as a crosse), you're in.
The regulations used in the WLC are the most recently adopted rules as applied to the men's game in RL North America and elsewhere. The primary differences between men's and women's rules deal with physical contact permitted and the means of the face-off at the start of the match and after a score by either side.

The World Lacrosse Council entertains open bidding for host nations and the tournament has been a vehicle for nations to gain their first experience organizing a major championship event. We ask as a minimum requirement that a nation should have participated in a previous edition with a roster and having RP'd.

Pursuant to Article II of the above, this cycle of the WLC shall mark the third of the 3 cycle term of the current President, Baker Park. Therefore, nominations for the positions of President and Vice President (currently vacant) will be entertained during the cycle in the WLC Discussion Thread.

The use of AI for RP purposes--and we will be clear, the WLC is intended for encouraging RP participation--shall be restricted generally to usage in graphics WITH ATTRIBUTION as it pertains to WLC requirements but hosts may restrict the use more specifically as they choose if they outline such regulation in their bid.

The Busoga Islands Lacrosse Federation(BILF), in an effort to bring back the intensity and beauty of international lacrosse, offers to bid to host the tournament for the very first time.

Basic Busogan Info

The Islamic Republic of the Busoga Islands have firmly established themselves on the map in Arrosia - the country forming as an independent nation shortly after World Cup 80, as a result of what is commonly known internationally as the Banijan-Equestrian War, but within the country as the Busogan war for independence. They are located on the northwestern edge of the Shango-Fogoa Basin. It has a population of about 12 million people.

There are many options between getting the two islands. There is a tunnel that one can drive through, as well ferries every 15 minutes (the ride is about an hour, and the ferry carries cars), or by aeroplane.

The national animal of the country is a kangaroo- it has a large population of wild kangaroos in the country.

The islands have been inhabited for over 400 years, named after their founder, Ayatollah Kizil Busoga. These people have been one that have fiercely and jealously their independence. While, of course, being ruled by Quebec City, and then via Busukuma, for over two entire centuries, they have come out of the woodworks and staked a name for themselves. Politically, they historically closely ally with the Equestrian States and other nations within Canterlot's sphere of influence, and thanks to heavy foreign investment they have a rapidly growing economy. They also count Baker Park among their close allies. While they used to have an antagonistic relationship with Banija, the Belle Haven Agreement normalized relations between the two neighbors. They are economically very strong trading partners, and although there are sometimes cultural tensions, the two nations by and large get along.

After former NT goalkeeper Delbin Kasekende was President of this country for four full terms, and some change(25 years in total), the people replaced him with President Ulker Kavak. Kasekende, naturally, is still the head of BISA- which he has been for over a decade. The country, despite its status as an Islamic Republic, is largely secular in its outlook- although President Kavak is trying to increase the influence of the faith within the country. At this point, however, there is a near complete separation of church and state- no Islamic laws regarding dress, food, beverages, or really anything that would separate from a standard, completely secular government. That said, as the largest religion in the country, there are many people who are wearing Islamic clothing- so things like hijabs are common, and the vast majority of meat food options available are halal.

Lacrosse is a growing sport within the Busoga Islands- and the BILF is trying to take this opportunity as a growth launch pad for the sport on the Islands. There are currently no professional teams on the Islands- and BILF is trying to take a unique approach, and use this to eventually jumpstart a Busoga Islander league, instead of doing what the country usually does- put a team or two into the Banijan league. Whether it can happen is another question, but it's rare that a sporting world championship comes to the Busoga Islands- so the country is ready to party.

Format

For single round robin formats, all games are played in the Busoga Islands. For double round robin formats, group stage games are played home & away.

For all formats, all KO games are played in the Busoga Islands. Right now we are at 22 signups.

Preferred sizes
22 teams- 2 groups of 11. Single round robin. Top 2 in each group advance to QFs, 3rd-6th place teams in each group play in the Round of 12.
24 teams- 4 groups of 6, double round robin. 4 group winners advance to QFs, 2nd & 3rd place teams play in the Round of 12.
28 teams- 4 groups of 7, double round robin. Top 4 teams in each group advance to the Round of 16.
30 teams- 5 groups of 6, double round robin. Top 3 teams in each group, plus the best 4th place team, advance to the Round of 16.
32 teams- 8 groups of 4, double round robin. Top 4 teams in each group advance to the Round of 16.

Non-Optimal Group Sizes
25 teams- 5 groups of 5, double round robin. Top 3 in each group advance to the KO stages, best group winner gets bye to the QFs.
27 teams- 3 groups of 9, single round robin. Top 5 teams in each group advance to the KO stages, best group winner gets bye to the QF.

There will be a mixture of daily cutoffs, and breaks between cutoffs. Furthermore, any format that has 5 or more group stage matchdays will have double scorination group stage cutoffs.

Scorination & RP Bonus

Scorination will be done with the latest presently existing version of xkoranate. We will use the standard xkoronate formula. RP bonus shall be cumulative throughout the entirety of the tournament.

A roster shall be worth up to a full matchday's RP bonus.

Tiebreakers

For tiebreakers, we will use the following

1) H-2-H Wins
2) Overall Goal Differential
3) Total Wins
4) IC coin toss (OOC RP bonus only scorination- take out rank, but include roster & RP bonus)

Host Scorination Information

#1 Host Bonus- I will give myself one cutoff's worth of host bonus. Host bonus will only be given to the Busoga Islands- and not to my other nation(Banija).

#2 Guest scorination- I will grade my own RPs and score my own matches during the group stages. During the KO stages, if myself or my puppet qualify for the knockout stages, I will have a guest scorinator both grade my RPs and score my matches. That person will be whoever is available when I am getting ready to score, so it will likely change by the matchday and there is no permanent person lined up.

#3 Pot 1- The Busoga Islands will go into the pot as determined by their rank, and will not be slotted into Pot 1 because of host nation status.

Other OOC Information

#1 During group play, I will give optional RP prompts. As always, there is no bonus for following them, nor is there a penalty for ignoring them.

As I am the same user behind Banija, anything Banija has hosted can be considered anything I have hosted OOCly. From an IC perspective, however, those are the things that the Busoga Islands have hosted.

Use of AI Policy

#1 AI Generated images- AI generated images are fine as long as they are explicitly labeled as such.
#2 AI Generated text- AI generated text is explicitly prohibited, and any instance thereof allows the host to levy any punishment as I see fit, including but not limited to zeroing out both rank and any prior earned RP bonus.
#3 AI Translation- AI translation services into English are also fine. However, the original language text should be posted in a spoiler for transparency purposes. See a good sample RP from Huayramarca that is a perfect illustration of what I am talking about.
