What trivial nonsense you speak of! If Kalasparata is of the kind of nations to fling such stuff as antimatter around, then clearly you cannot expect the nation to still be on the level of 'modern' nations then, can you? No, no, it must be treated seriously by such nations with the capability to do so.

If, indeed, you continue to insist that he be treated by a 'modern' group of nations, then might we say that as those types of nations do not have such access to anti-matter you may safely treat the nation as just making up technology to impress their neighbors, and freely ignore their warnings if you so choose. But, to do so, you must concede that you willingly subjegated yourselves to their laws while on their soil, and so cannot blame them for any irritation that might be gained by doing so.

Our objection to the Kalasparatans is not what they do on their own. They can make as many prisoners disappear as they want. Our objection is that they seem willing to make ship, planes, and other modes of transportation (possibly starships) come to and submit to boarding and search by foreign nationals even when those ships are far out of sight of land. You can understand why we would object to this, especially since they have never answered us as to whether or not these laws apply to starships.

The Imperial Republic's delegate is most confused, to say the least. Condemnations are the least used form of punishment, such is proven by the rather small number that actually are turned into official documents. Surely it is better than global destruction or crippling embargoes from numerous nations? We doubt Kalasparatan citizens would emigrate to more free nations because their government would obviously make it incredibly difficult, if not stop it outright, for them to leave.

We admire the Principality of Urelia's desire to fund a special program to help Kalasparatan citizens but we question the ability of Urelia to fund this project. It is obvious that should Kalasparata even allow its citizens to emigrate it would easily overflow the systems put in place in most countries.

As for calling to the security council to cease and desist discussion about this matter of condemnation, we remind the nation of Urelia that so far it has been the only opposition of the condemnation and the majority of member states that have been aware of proposal "Condemn Kalasparata" primarily support it. It is indeed a strict way of punishment, but it is necessary in this case.
