ISW recently assessed that Russian forces will likely continue to struggle to maintain the Kremlin’s desired multi-pronged offensives in different directions due to the long-term materiel and manpower costs of these simultaneous operations.

Russian efforts to start the battle for the Fortress Belt will likely further stretch Russian resources, and Russia will likely need to deprioritize other frontline sectors in order to concentrate even more forces to the Fortress Belt area.

The Kremlin is therefore making demands in negotiations that Ukraine cede the unoccupied parts of Donetsk Oblast, likely in order to save Russia the personnel and materiel resources and possibly to put Russia in a more advantageous position to re-invade in the future to pursue Putin’s longer-term strategic goal of controlling all of Ukraine.

Ukrainian Authorities Charge Russian Detention Center Head with Torture and Murder (Mezha)
The Security Service of Ukraine, the National Police, and the Office of the Prosecutor General have gathered evidence regarding the head of the Russian SIZO, Vyacheslav Perevozkin, who leads the institution where, according to investigators, Ukrainian prisoners’ rights are being violated and abused, and there is testimony about torture and killings.

An in absentia notice of suspicion has been served on him under two articles of the Criminal Code of Ukraine: Part 1, Article 438 and Part 2, Article 438, in connection with cruel treatment of civilians and premeditated murder committed by a prior conspiracy of a group of persons.

The penalties under these articles carry life imprisonment.

Since July 22, 2024, Perevozkin has held the post of head of the federal state institution “Investigative Detention Center No. 3 of the Main Directorate of the Federal Penitentiary Service for Perm Krai, Russian Federation.”

According to the investigation, in September 2024 this facility recorded the death of Ukrainian journalist Viktoriya Roshchina and the mayor of the Dniprorudne territorial community in Zaporizhzhia Oblast, Vasyl Vasylivskyi Raion, Yevhen Matveyev.

“According to case materials, the deaths of the victims occurred as a result of brutal treatment, torture and failure to provide necessary medical assistance, which was in direct causal connection with the actions and neglect of the head of the investigative detention facility. As the investigation determined, Perevozkin issued criminal orders and knowingly allowed the use of physical and psychological violence against Ukrainians. Ukrainian law enforcement documented other acts of torture, beating, degradation of human dignity, illegal “interrogations,” the creation of inhumane detention conditions, and also intentional failure to provide proper medical care to illegally detained civilians. Such conduct had a systemic, intentional and repressive character”

Ukrainian journalists rarely go to Russian-occupied areas because of the high risks. Roshchyna is the first known Ukrainian journalist to die in Russian captivity.

Ukraine urged the international community to respond to the report. "The issue of civilian hostages abducted and held by Russia requires increased international attention and immediate and strong response," foreign ministry spokesman Georgiy Tykhy said.

Thousands of Ukrainian civilians are held in Russian prisons or in occupied areas of Ukraine, where many are tortured and deprived of correspondence, according to NGOs and media reports. Last year, BBC Russia reported that thousands of Ukrainian civilians, including journalists, in Russian custody were being held without charges or access to legal counsel.

Who was Viktoriia Roshchyna?

Roshchyna worked as a freelancer for various independent news outlets, including Ukrainska Pravda, and had collaborated with the Ukrainian service of U.S.-funded media outlet Radio Free Europe.

In March 2022, Roshchyna was detained by Russian forces for 10 days while reporting in southeastern Ukraine, according to the Committee to Protect Journalists.

In 2022, she was awarded the Courage in Journalism award by the International Women's Media Foundation for her reporting in east Ukraine.

“ Victoria's passing is not just the loss of a remarkable woman, but of an intrepid witness to history," the group said in a statement after her death. "Regardless of her cause of death, we can say with certainty that her life was taken because she dared tell the truth. We hope her death will not be in vain: the international community must pressure Russia to cease targeting journalists and silencing press freedom."

The Committee to Protect Journalists also condemned Moscow for Roshchyna's death.

"Responsibility for her death lies with the Russian authorities, who detained her for daring to report the truth on the Russia-Ukraine war," CPJ's Europe and Central Asia program coordinator said in a statement. "Ukrainian and Russian authorities must do everything in their power to investigate Roshchina's death.”

Today marks 34 years since the Soviet Union reached its expiration date.
Odd to think that’s now just over a third of a century ago.
I try to be objective, but I do have actual positions and some biases.

There's still little information, but Zelenskyy has already been there, and I wouldn't be surprised if Kupyansk is at least partially liberated. Things are going well for the Ukrainian Armed Forces there, but everything is going to hell in other areas

They all gradually withdrew, and only on the 26th did they disband the structure. So both you and he are right. Kazakhstan's exit from the USSR didn't mean its immediate collapse; we had to wait more than a week. But then we became free. Maybe not everyone, and not everyone for long.
