Would just like to take a time-out and thank the Rushmori residents for their indelible contributions to this Proposal. Without your input, friendliness and kindness this would only be a far-cry in terms of quality. Also extra thanks to Electrum for their comments as well before this.

Otherwise, I would be more than happy to receive comments from the rest of y’all and getting this solid region (of which has lacked recognition for a long time mind you) their fair share.

Please take a look at my newly released second draft below:

This August Assembly,

Understanding that Rushmore, founded by Wigu in 2007, and later cultivated by the efforts of Pasarga, Sargossa, Candelaria and Marquez, and Nethertopia, have formed an integral part of the sporting multiverse over a substantial period of time;

Delighted by the achievements of Rushmori nations at the NationStates World Cup. This includes but is not limited to:

  1. Highlighting Nephara’s induction into the World Cup Hall of Fame who, through the memorable forward duo Lovelace-Bastable, and the nation’s infamous boulder-wielding “Godhead”, saw the Cormorants win World Cups 74 and 87. This, having been grounded in the nation’s prodigiously championed Baptism of Fire 51 decades before, ushered in a new Nepharan decade for sporting communities: a nine-year Rushmori-inspired promise accepted in definition by other sporting nations worldwide, to produce the very best of sportsmanship;
  2. Satirizing the attempted exploits for victory amongst citizens of Eastfield Lodge, appreciating the perennial efforts of the nation, having participated for all but successful World Cups for more than a decade;

Seeing therefore Rushmore as having made an indelible difference on the sporting community within the World Cup, basing a considerable yet inexhaustible part of the region’s contributions to the tournament culturally;

Praising the contributions of Rushmore to the leadership of the Olympic Council:

  1. In hosting various games such as the winter events within the scenic escapes of Prescott—boasting an accompaniment of beautiful mountains and snowscapes. The city, enjoying a fair share of night-life as well as adjoining ski-towns, provides ample infrastructure for the games, hosting the Olympics an impressive three consecutive times;
  2. Noting additionally the hostage of such Olympic Games extending not only to these locations but elsewhere, allowing for adjoining Committees and the alike to an impressive 15 bids from Rushmori nations;
  3. Recognizing these accomplishments as an impressive achievement, showing the mark of the region within the Olympics. This being exemplified through the Olympic Records lying within the Olympic Museum at Orean Harvey University, Liventia;

Evaluating the dedicated commitment and effort of Rushmore to providing the very best in sporting events:

  1. Explaining that the Copa Rushmori, a 49-cycle and continued, sustained effort saw the advent of performances such as where the Sargosa Corsairs’ tight victory against the Saugeais’ side in the 5th cycle’s semi-final saw them subsequently win their first local cup, of which, winning five more, became the most in the competition’s long history;
  2. Highlighting co-equally the Copa de Campeones, branching off into its impressive 70th cycle; being the longest running regional sports tournament to date; showcasing the region’s commitment to footballing excellence;

Additionally recognizing Rushmore’s wider, diplomatic achievements;

  1. Noting the advent of the Common Rushmori Community (CRC) through the ratification of the Orean Accords: a supranatural entity being the first of its type among sporting communities with integrated bodies such as the Rushmori Parliament and the Union Commission, advocating peace and diplomacy between Rushmori states;
  2. Impressed therefore by the body’s peaceful resolution of the Nyowani Kitara dispute—an international incident involving a civil war which saw a power struggle between Max Ulf, Malik Akongo and Nafuna Akongo after the death of dictator Boaz Akongo. The civil war, being eventually resolved through a remarkably peaceful settlement known as the Varakoula Accords: the reconstruction of the country post-war through the Smith Fund, an international peacekeeping force by the CRC;

Shocked at the remarkable performance of Rushmore in the very first nuclear apocalypse as the International Geese Brigades, achieved a remarkable third place victory and impressively so with zero radiation detected;

  1. Recognizing additionally the cooperative efforts of Rushmore to such an achievement, galvanizing the talents and efforts of all sporting nations worldwide in contributing;

Summarising the immense accomplishments of Rushmore and the subsequent milestones that will follow, representing an overarchingly self-less community who, through time, effort and passion, have carefully crafted a unique experience for all sporting liaisons to follow as exemplar;

The Council, fully confident in the shown worthiness of passion, grit and determination,

While the resolution is well written narrative speaking, it spends too much time on the achievements of individuals who happen to be in the region, rather than focusing on feats the region itself as a community has accomplished. A region cultivating excellent players is a notable point, but it shouldn't take up half the resolution - see Commend Atlantian Oceania as an example of a sports region commend which did this well.

In particular, the clauses I'm talking about are:

When speaking of individual player's achievements, I'd either keep the first clause & its sublcauses (but severely cut down on characters in said subclauses) while nixing the other 3 clauses OR remix all of the above into one or two simple clauses, and spend the rest of the characters describing what the region has accomplished as a collective community. Reason being is that this otherwise just becomes a commendation of select players, rather than a commendation of the region in its entirety.

It's a good start and can be a great commend, but this needs to be fixed first.

I can't speak to the content beyond that as I'm not a sports Rper and have no idea what's notable versus what's not heh

Firstly, I'd like to applaud your ambition to take on such a titanic nominee for your first Security Council proposal. It must not have been straightforward to research and write this.

I think that your proposal is really all over the place, and puts a lot on emphasis on stuff that I wouldn't consider particularly relevant. I want you to take a step back and consider the purpose of this commendation. It's to commend the region, Rushmore, and not its various contributors who have already been commended. The emphasis should be on the collective effort of Rushmori nations and how they've contributed to the community as a unit. I think you can cut everything out and zero in on contributions that are uniquely Rushmori, that wouldn't exist if Rushmore hadn't been there. (Some things off the top of my head: joint hosting jobs by Rushmore nations, tools engineered by Rushmore nations, complicated storylines that everyone contributed to etc)

This also ties in with the second problem I have - for a RP commend, there's almost no RP in it! It reads more like a GP commend of a RP region. I think a proposal that focuses heavily on Rushmore specific RP storylines and ties all the other contributions to a specific narrative surrounding the region would capture the spirit better. Research all those inside jokes and references and really bring out the culture in the region. Of course, what I'm proposing isn't perfect either. Maybe what I'm suggesting is too much fluff and not enough concrete. Or maybe it runs the risk of overshadowing contributions people in Rushmore would prefer to be recognised. But I think this perspective could help you write a more cohesive, special commendation that really makes Rushmore stand out.

For a first attempt at an SC proposal, this is very well written and researched. However, I’m going to agree with my colleagues and say this doesn’t focus enough on the region. You really need to show why the region itself is Commendable rather than emphasizing the achievements of its residents.

But that said this is a bloody good effort and is certainly a good starting point.

I would like to add that the International Geese Brigades were a venture of the entire NS Sports community (and, if it was not one at its inception, it certainly was one within hours of the inaugural Nuclear Apocalpyse's commencement; I don't remember everything that was happening nine years ago off the top of my head). Rushmore just happened to be the seeding bed for the effort.

I should note that there was some discussion on the regional discord as to what should be noted - so for example Eura's delegacy - though also recognising that the commendation is for the region as a whole and not specific nations (I agree with that statement).

I'm also not sure to what extent I should be contributing here given I'm the delegate as well, there's a conflict of interest. I could propose a rewrite but that makes me a co-author and therefore not sure if people would view that as a self commend? Anyone have any opinions on this point?

New second draft released!

Thanks to everyone for all the feedback. I noted how the vast majority of sentiment was idled on bringing a more collective frame in terms of Rushmore and I believe I’ve done exactly that. Otherwise, a brief summary of the changes I made is below:

  • I emphasized more of how Rushmore contributed to the International Geese Brigades, making the event as successful as it was
  • I also tried to give a more RP-homage to “Rushmorize” the Proposal further based on Saint Thomas. Of course these of themselves were commendable but paying their dues to the places and events that made these events special just added more relevance especially from an NS sport perspective
  • I also reworked the Olympic Council section to make the wider contributions of Rushmore more apparent as a collective effort rather than an individual one.

A lot of the changes simply needed better reframing, but otherwise, I still saw an improvement overall. I think the current Proposal still highlights commendable aspects of the region just as much without sacrificing any particular depth from the omission of individualistic mentions.

The United Kingdom is grateful for the opportunity to speak on this commendation.

Rushmore’s name is inseparable from the modern sporting multiverse. From its early foundations through successive generations of stewardship, Rushmore has demonstrated that sporting communities endure not through momentary success, but through sustained commitment.

The record before the Council speaks clearly. Rushmore’s influence on the NationStates World Cup is not confined to trophies or statistics, but to the shaping of norms: expectations of sportsmanship, rivalry, and persistence that other regions have consciously emulated. Its athletes, stories, and even its self-aware humour have become part of the shared language of international competition.

Equally compelling is Rushmore’s leadership beyond the pitch. Its role within the Olympic Council, its repeated hosting of major events, and its contribution to long-running regional tournaments reflect administrative competence and cultural investment in equal measure.
