"My colleagues, we," he gestures to the team of people around him rapidly reading papers, ", we believe there is a significant motivation behind this proposal. This resolution invokes the "right" to self-determination. If we are to take this idea and apply it to each and every community on the planet the stability of the world would disintegrate. This "self-determination" is nothing more than the musings of a socialist," he waves his hand mockingly, " and represents a attempt to weaken those among us who do not subscribe to this worldview. This so called right implies nothing more than anarchy, and thus can only be an attempt to sabotage the state apparati of each and every one of us. The Technocracy of Monmera will never submit to such a resolution. To do so would only invite destabilization and chaos. "

[Watao]

Ambassador Asora briefly re-enters the assembly room. She approaches the chairman and whispers something into his ear. Then she leaves the room again.

The chairman of the assembly switches on his microphone.

"The delegation from the Democratic Republic of Watao and Oboro has withdrawn its draft proposal. Discussion on this topic is now closed, unless another delegation wishes to submit another proposal or draft proposal on the same topic, of course."

"The Thythian delegation is disappointed at the League's lack of will to enact a humanitarian intervention. It seems that there will soon be a repeat of Romanica. The League should not be surprised if some nations deem it necessary to intervene directly by themselves in order to stop a impending humanitarian catastrophe."

[Rahv]

The lights of the General Assembly caught faintly on the lenses of Mrs Em Ja'alani's glasses as she rose from her seat. She adjusted the lapel of her dark jacket, glanced once at the Rahvee insignia embossed on her folder, and thought briefly of her dream the night before, she's a dune beneath an unchanging sky, watching the slow erasure of her own face by the wind. She had woken uncertain whether it spoke of endurance or futility, and she still was not sure as she switches on her microphone.

"Mr Secretary-General, distinguished delegates, esteemed colleagues.

We have heard passionate words these past hours, words of outrage, of urgency, of grief. We do not dismiss their sentiment, but wish to remind the delegates from Watao and Hanselans that procedure is not the enemy of justice."

She paused briefly, her hand rested lightly on the folder before her.

"Accordingly, we, the delegation of the Second Kingdom of Rahv introduce Resolution 38 to this Assembly. It provides the framework for a League-sanctioned fact-finding expedition into Behatza and the Galeón Corridor, empowered to establish an accurate account of the humanitarian conditions there. Its mandate is neutral and its authority clear, its findings binding upon this body for further action. Should the mission confirm the presence of famine or obstruction of aid, Resolution 38 also preauthorizes the Food and Water Security Agency to coordinate immediate relief operations under League supervision. The groundwork must exist before the crisis overtakes us."

She adjusts her glasses before continuing.

"We further recommend the establishment of a logistical base for this mission in the port city of Barchinona, in Aradón. Its facilities and position close to Meridian make it an ideal staging ground for both verification and, if required, the subsequent FAWSA initiative."

She inclined her head slightly to the chair, her expression calm.

"The delegation from Rahv yields the floor."

The dune returned to her mind for an instant, its shape fading beneath invisible winds. The sea and sky had remained unchanged in her dream, but perhaps that was the point. The world endured.

Resolution 38: Establishment of a League Humanitarian Fact-Finding Mission to the Community of Trastámara and Contingent FAWSA Emergency Response Posture

The League of the Western Isles

Recalling the purposes and principles of the Second Charter of the League of the Western Isles, in particular Article 5 on matters of concern and Article 7 on peacekeeping and protection of non-combatants;

Noting with grave concern reports of severe disruption to humanitarian access, the suspension of vital supply lines to the Euskari exclave of Behatza, and accounts of widespread shortages that may constitute a developing famine and a threat to civilian life;

Affirming the necessity of impartial verification as the basis for any League action and the requirement that interventions comply with internationally agreed procedures and the Charter of the League;

Stressing the urgency of preparing humanitarian capacity so that life-saving assistance may be delivered immediately upon independent verification of need;

1. Decides to establish, under the authority of the General Assembly and pursuant to Article 5 and Article 7 of the Second Charter, the League Humanitarian Fact-Finding Mission to the Community of Trastámara (LHFFM-Trastámara) with the mandate, composition, and authorities set out below;

2. Mandates the Secretary-General to appoint, within forty-eight hours of the adoption of this Resolution, a Special Envoy to lead the LHFFM-Trastámara and to propose a Head of Mission drawn from the League Secretariat’s roster of neutral humanitarian and human rights experts;

3. Authorizes the LHFFM-Trastámara to undertake, within thirty days of deployment, neutral, impartial, and comprehensive observation and reporting on:

1. The humanitarian conditions in Behatza and the Galeón Corridor, including food, water, medical access, public health and the functioning of hospitals and other civilian infrastructure;
2. The status of humanitarian access routes and impediments to relief delivery;
3. Allegations of violations of the rights of civilians and any actions amounting to a siege or policies intentionally depriving populations of life-sustaining supplies; and
4. Information necessary to determine whether emergency relief measures should be activated.

4. Requests all member states and the parties within the Community of Trastámara to grant the LHFFM-Trastámara immediate, safe, and unhindered access to the areas under observation, to facilitate the movement of its personnel, and to provide timely disclosure of relevant records, while recognizing states’ legitimate security concerns and the mission’s obligation to mitigate risks to personnel;

5. Calls upon the local Government of the Confederacy of Aradón to facilitate, by grant of access and cooperation, the designation of the port city of Barchinona as the LHFFM-Trastámara’s logistical and operational base of operations, and invites Aradón to confirm in writing its willingness to act as host for the mission’s regional staging area;

6. Resolves that the LHFFM-Trastámara shall submit an initial factual report to the Secretary-General within thirty days of deployment and an interim public summary no later than forty-eight hours after the mission’s internal verification of any finding indicating an imminent or ongoing famine or large-scale civilian denial of supplies;

7. Authorizes, upon receipt by the Secretary-General of a formal certification by the Head of Mission that the LHFFM-Trastámara has verified conditions constituting famine or an imminent large-scale threat to civilian survival, the conditional activation of FAWSA’s emergency relief mechanism under the Bureau of Humanitarian Operations, to commence immediate emergency relief operations to Behatza and affected communities, subject to the following safeguards:

1. FAWSA shall act under League coordination and in strict conformity with humanitarian principles of neutrality, impartiality and independence;
2. FAWSA’s operations shall prioritize food, potable water, emergency medical supplies, and logistics to sustain life, and shall not be conditioned upon political recognition or aims beyond humanitarian relief;
3. FAWSA shall make all reasonable efforts to coordinate with local authorities and local humanitarian actors to ensure safe distribution and to minimize diversion of aid;

8. Calls upon all member states and League agencies to provide, on a voluntary basis and with priority, logistical support, overflight and landing clearances, pre-positioned supplies at Barchinona, airlift and sealift capacity, and financial contributions to a League Emergency Humanitarian Fund to support FAWSA’s operations as required;

9. Requests that the Secretary-General, within seventy-two hours of certification of famine by the Head of Mission, report to the Assembly and make recommendations regarding further steps, including any additional measures available under the Second Charter, and to publish regular updates on mission activities and FAWSA deployments;

10. Emphasizes that the LHFFM-Trastámara and any FAWSA operations shall not be used to prejudge or preempt any subsequent legal determinations by the International Court of Justice or other judicial organs of the League, and reaffirms the League’s commitment to due process and to the impartial administration of justice;

11. Urges all parties to refrain from acts that could impede verification and relief efforts, and reminds member states that Article 6 of the Second Charter obliges members to respect League resolutions and mandates;

12. Decides to remain seized of the matter.

Ambassador Asora, having returned to the assembly room, switches on her microphone.

I want to say two things. First, in regard to the proposal by Mrs Em Ja'alani, while we are pleased to see that others are taking the situation in Behatza seriously, by the time the proposed observers will be there, all they will be able to observe is rubble and that a genocide has taken place. Second, in response to the rumors that my government has "made a deal" with the Castellan fascists, ... There is no deal. Castella was threatening to kill many more innocent Euskari citizens if we wouldn't withdraw our draft proposal. Since our draft proposal was not likely to be accepted by this assembly anyway, it was an easy choice. The lives of innocent Euskari citizens are far more important. If you consider that a "deal", then it looks like the Castellan terrorist regime is going to break it soon, moreover. Intelligence reports tell us that they are planning to resume their vicious, genocidal attacks soon, if they haven't done so already. Something must be done to stop them. Something other than talking, I mean. ... Oh, wait, there is one more thing. Wataoan civilian airplanes are currently at Hiriburua airport to repatriate Wataoan citizens living in the ENA, but there is not enough fuel there for the flight back, so they need to refuel somewhere. We'd appreciate some help in this mission to airlift our citizens out of a warzone.

Dr. Highridge stands to speak, turning on his microphone as he does so. Turning to Ambassador Asora he speaks,

"Thank you, Ambassador Asora," he begins, "I believe I speak for all of us when I say that we all feel the intensity of your passion for justice. If what you say is true, then Castella is nothing more than a regime of snakes. It is despicable that they would attempt to thwart League procedures via holding an entire population hostage. When and if evidence of these crimes comes to light Monmera will swiftly denounce the regime."

He turns to Mrs.Em Ja'alani.

"Further I commend Mrs. Em Ja'alani for the resolution she has place before us. It is well written and unprovocative. Monmera is eager to support its adoption."

Dr. Highridge sits, stroking his beard.

[Watao]

Ambassador Asora stands up to speak again.

"If it is evidence, you want, ambassador Highbridge, here you go. She plays a recording of the phone call of the Wataoan ambassador in Euskara in which the Casstellan government threatens to continue attacking Behatza unless Watao withdraws its League proposal.

She sits down again.

[Thythe]

Ambassador Bronwen Dawes was horrified as the recording of the phone call played. She had felt that the withdrawal of the original resolution was too sudden.

"To think that the Castellan government has gone so low as to commit black mail, using Behatzans as meatshields so that they may try and silence Ambassadors Asora's concerns. It's a disgrace!" Dawes looks at Ambassador Asora with a hint of admiration before continuing. "I commend Watao for sharing this evidence instead of allowing itself to be silenced. The evidence confirms what we have already known for some time." The ambassador pauses briefly, returning her gaze to the rest of the assembly.

"The so called Lord Hand admits that there is an ongoing ground operation in Behatza and threatens the Watao government. The Lord Hand, and by extension, the Castellan government must at least be aware of the mass human catastrophe their troops are causing, otherwise there would be nothing to blackmail Watao with! It must also be said that this proves that the Castellan government could end the humanitarian catastrophe at any moment if they cared too! Furthermore it is now clear that the Castellan government seeks to avoid League scrutiny for their actions which they would not seeking if they believed their "operation" was within the confines of globally recognized humanitarian rights!"

"The league must respond quickly to the now obvious humanitarian catastrophe. With such overwhelming evidence if the League were to fail now then the public would lose faith in it and it would green light further atrocities! Thank you."

Hervör speaks again

I want to make it clear to evryone that Hanselans will vote in favour of resolution 38 as presented by the Rahvee delegation. We fully support the mobilization of FAWSA and we will contribute to the suggested depot in Barchinona. We also support the deployment of a humanitarian fact-finding mission.

We would however like to take this opportunity to encourage each and every member of this league to provide whatever aid they can in the meantime. It has been stated in this chamber that we must not trade procedure for passion, but let me point out that the procedure in question is to debate for a week about whether or not a fact-finding mission should be deployed, who then, if the resolution is adopted, is to travel to Behatza to determine if aid is needed. It should be abundantly clear to anyone that when the issue is potential famine, the procedure does not match the urgency the situation requires. While we deliberate, the people of Behatza are starving. I believe that warrants a little passion.

[Amestrris]

The chamber buzzes with voices, translators stumbling to keep pace. Then, the Amestrrian insignia lights once more.

Representative Lira Anadyne rises—slowly, deliberately. Her hands remain clasped before her as if to steady the very order of the room.

Chairman,

The Republic of Amestrris is, to put it mildly, perplexed. We are now presented with an audio recording that—if authentic—constitutes grave evidence of coercion by the Castellan government. Yet it arrives after the withdrawal of the Wataoan draft, after hours of procedural collapse and emotional display.

This chamber deserves better than theatre. Evidence, if and when it exists, must inform deliberation, not follow it like an afterthought. The proper sequence has been inverted and this level of emotion betrays reason.

Amestrris therefore calls for immediate authentication of this recording by the Secretariat's technical office. Regardless, the Republic will support Rahv's Resolution 38 in its current form as the appropriate and lawful vehicle for response.

But we will not pretend that this spectacle has strengthened the moral standing of those who staged it. The League cannot function on revelations dropped between exits and re-entries. That is not diplomacy; it is disorder."

She closes her folder without looking down.

Amestrris reiterates: evidence before outrage, law before theatre. If the recording proves genuine, let the Fact-Finding Mission proceed under Resolution 38. If it does not, let this chamber remember who benefits when chaos replaces clarity."

The amber light fades. The murmur resumes—but quieter now, chastened.

Viktor Ivanovich, ambassador of the Federal Yektosk Republic, watched the debate of the numerous diplomats around him, his pen tapping quietly against the wood that sat infront of him. Yektov had been the leading nation in even proposing the FAWSA come into existence, it was natural that many expected that Yektov would vote in favor of this resolution, so that the FAWSA may finally come into action. Viktor had thought so too, at least until he got the call that Fedorov didnt agree with the Resolution. Fedorov...the name mumbled inside Viktor's head, that bumbling idiot of a "Chancellor". He remembered how Fedorov has loudly declared and been proud of the FAWSA when it passed just as he was entering office, that it was a triumpth of Yektosk international diplomacy and that it would now be Yektosk grain that the League shipped to the starved. Of course Fedorov only did whatever made him look best. Of course to Fedorov, it didnt really matter that children starved did it? No just that his alliances remained secured, his friends remained friends and there was always someone to obey him.

Supporting Euskara and making sure its people were fed were, by means of Fedorov's view, a danger to Yektosk foreign policy, and its recently formed alliance with the Confederation of Aradón would become more tense. The idea was frankly disgusting to Viktor, but of course he knew that far worse fates then a troubled moral conscience were to come if he didn't listen to the men above him. The assembly slowly quieted down as Viktor glanced, he decided now was the time to speak. A click and now the insignia of the Federal Yektosk Republic lit up, buzzing very faintly, the golden crow perched upon a blood red shield. Viktor cleared his throat, opening his folder as he fixed his rather slouched posture.

The delegation of the Federal Yektosk Republic finds the resolution proposed to the League by Watao, and amended by Rahv, is not acceptable to the Yektosk nation in its goal. The duties of feeding citizens within a domestic conflict should not be a League responsibility, nor a FAWSA responsibility, and fall into the hands of the international community to solve. The situation in Behatza and the Galeón Corridor should be the responsibility of local governments and administrations to solve, not the League or FAWSA. If voting began, the Federal Yektosk Republic would vote against Resolution 38.

[Belantica]

Clair Altrecht, the ambassador od Belantica for the League, waited patiently as the other representatives debated over Resolution. It was clear to her and the Belantic government that the situation was rapidly getting out of hand in Behatza with the growing humanitarian crisis. Rightfully, it was something that needed to be addressed before the crisis becomes out of control, hence Altrecht belived this was a good time to utilize the resources of FAWSA and the League to prevent the situation from getting worse.

After hearing the utter stupidity coming from Ivanovich's mouth, she stood and took her turn to state Belantica's position on the Resolution:

"The delegation of the United Queendoms supports Resolution 38. As members of the League, our job is to promote peaceful resolutions and either the prevention or mitigation of various crises faced by people all around the globe. Based on information gathered on the crisis unfolding in Behatza due to sectarian conflicts by our foreign affairs ministry, it clear that local government in the region is unable to solve the crisis without external assistance from the international community. Based on projections, the crisis unfolding will only deteriorate faster if no action is taken. Hence, why the United Queendoms is urging the League to utilize the resources it has provided itself over the years, one of those being FAWSA, to be activated in order to begin work on resolving this growing humanitarian crisis. I would also like to remind the newly appointed delegation of the Federal Republic of Yektov, that the former delegation did indeed vote FOR the creation of FAWSA and SUPPORTED the usage of Yektosk grain within the agency's mission, the records of that vote exist proving my point, but I digress. As it stands, the United Queendoms will support Resolution 38 during the voting period."

Nhoor's ambassador to the League Mr Aa̦n Vayda rose.

"Chairman, the Kingdom of Nhoor is slightly confused and very intrigued about the phone call Ambassador Asora played for us. Castella was already attacking Behatza and with its proposed resolution, Watao wanted this League to do something about it. I kindly ask you to indulge me so that we can take into consideration again the - now withdrawn - Wataoan draft resolution 37, which read:

"Having observed the illegal siege of Euskari territory by Castellan troops, and taking into consideration the history of repression of the Euskari people, language, and culture within the Community of Trastámara, the General Assembly of the League of the Western Isles:
(1) calls upon the political leaders of the Community of Trastámar to immediately cease the siege of Euskari territory and allow aid to reach the Euskari people;
(2) calls upon the political leaders of the Community of Trastámara to respect the right to self-determination of the peoples within its territory and to refrain from further violent infractions of this inalienable right; and
(3) calls upon the nations of our world to aid and support the Euskari people in this time of need."

What on earth could have been so threatening about this proposal to a regional regime in Trastámara that obviously has no problem attacking another region within the same, that causes said regime to issue a phone call to a foreign ambassador whose country's League delegation proposed the aforementioned resolution that they will cease fire if that ambassador drops the draft resolution? Basically this resolution, if adopted, would have had the League send a strongly worded letter to Trastámara, which the local parties could have taken to heart - or not.

What is it about this draft resolution that made the Castellan government resort to the not at all unsignificant measure of blackmail? We agree with our homologues of the Republic of Amestrris that this is grave evidence of an attempt of coercion by the Castellan government. The only thing we don't quite understand is: why, at all? Furthermore, my esteemed homologue Mrs Em Ja'alani of Rahv has issued the much farther going resolution number 38, yet, as we have so far been made aware, she doesn't seem to be the target of any attempts of blackmail by the Castellan government.

My government kindly asks for some clarity on these matters."

On behalf of La Comunidad de Trastámara and by joint instruction of its five members, Castella, Leónis, Aradón, Euskara, and Garnata, I present the unified statement authorized for the record concerning Resolution Thirty-Eight and related matters before this Assembly.

After extended consultation among the member governments, the Community has reached procedural consensus only on two points. First, that La Comunidad de Trastámara shall abstain on Resolution Thirty-Eight pending completion of internal deliberations; and second, that La Comunidad expresses grave concern at the recent public release of private diplomatic communications between senior officials of one member state and representatives of another nation.

The five administrations have not achieved a single position regarding the proposed humanitarian fact-finding mission. Some view the measure as necessary relief; others regard it as a question of sovereignty. Under the Community’s founding charter, the Secretariat may not advance a position abroad unless unanimity exists. Therefore, La Comunidad abstains.

All five administrations are united in condemning the unauthorized disclosure of a confidential communication involving Lord Hand Tiván Mostrengo and the Government of Watao. Whatever the motives, such actions undermine the very fabric of international dialogue. Diplomatic confidentiality is the cornerstone of diplomatic trust.

The Comunidad de Trastámara invites this Assembly to regard its Secretariat and institutions in Mashwar as a standing avenue for engagement. We remain ready to facilitate communication, verification, or coordination consistent with our charter and with the sovereignty of each member administration.

Attitudes:

• Castella: The abstention legitimizes its contro. Silence equals acceptance. Letting others talk about “dialogue” costs nothing while proving that even enemies must speak through its system. Condemning the leak restores dignity, Mostrengo’s personal control re-asserted as institutional honor.
• Leónis: Anxious dependence. Fears abandonment if CdT unity snaps. Supporting both communiqués keeps protection from Castella and the illusion of regional normalcy. The leak condemnation feels safe, about manners, not morals.
• Aradón: Pragmatic guilt. Wants to slow escalation without losing moral footing. Abstention prevents open rupture with Castella. Condemning the leak calms investors and preserves Aradón’s self-image as the adult in the room.
• Euskara: Exhaustion and isolation. Accepts abstention to stay inside a forum that at least acknowledges its voice. Joining the leak censure is psychological self-defense, proves it can still behave “responsibly,” not as the world’s pariah.
• Garnata: Detachment. views both communiqués as emotional containment devices. Keeping everyone inside the CdT tent maintains equilibrium for trade. Condemning the leak restores the fiction that rules, not passions, still govern the Marches.

Kidok aw Vankan supports Resolution 38 proposed by Rahv. We have witnessed how Castella has been violating the basic rights — including the right to live — of the Euskari people in recent times. While we still have doubts about the implementation of the proposal and its effectiveness in preventing the Castellan government from further aggression, we believe the resolution represents a step forward for the oppressed Euskari people.

On behalf of La Comunidad de Trastámara and by joint instruction of its five members, Castella, Leónis, Aradón, Euskara, and Garnata, I present the unified statement authorized for the record concerning the Mashwar Understanding on Dialogue and Reconciliation and related matters before this Assembly.

The Mashwar Understanding, adopted on 12 November 2025, establishes a framework through which the administrations of the Marches, assisted by the United Republic of Hareya, will coordinate measures of restraint and humanitarian relief.

Under this mechanism, the Kingdom of Castella has affirmed that no new aerial operations will be undertaken in Behatza during an initial thirty-day period, and the Euskara National Authority has undertaken confidence-building measures of its own.

The Kingdom of Castella has pledged that further humanitarian relief convoys will proceed along the Galeón Corridor accompanied by Hareyan technical monitors at inspection points and warehouses. At sea, a limited Hareyan maritime group will maintain observation from international waters.

The United Republic of Hareya, in monitoring inspections and establishing a maritime task group, will compile a summary report within thirty days outlining humanitarian conditions to be submitted to the CdT and to this Assembly.

Until that time, the administrations of the Marches recognize this framework as a satisfactory, preliminary stage, which promises to stabilize conditions and ensure the steady delivery of essential goods to civilians.

La Comunidad expresses its appreciation for the League’s continued concern. We believe, however, that the progress already achieved demonstrates the value of inter-state dialogue conducted through established mechanisms.

The five administrations of La Comunidad remain united in their commitment to this course and invite the League to receive Hareya’s forthcoming report as the appropriate basis for any future consideration.

Statement by Hareyan Special Representative to the League Isou Fariko Regarding Resolution 38


"Respected Chair and Delegates,

The United Republic of Hareya urges that Resolution 38 of the League be withdrawn and that the diplomatic approach of unilateral intervention by some members of the League be reconsidered. Hareya has already been accepted as a neutral third party in the ongoing Behatza conflict by the Comunidad de Trastámara via a diplomatic approach based on respect for sovereignty and a desire shared between Hareya, the signatories of the Mashwar Understanding, and many other states for a restoration of international stability. In these circumstances League involvement has become, as it has always been, totally unnecessary and a harmful action that would significantly damage the prospects for peace in Trastámara.

The United Republic of Hareya is committed to supporting the basic rights of the world's people including their right to security and the necessities of life. It is the opinion of Hareya that this can only be done with a diplomatic approach based on engagement and mutual benefit rather than hostile interventionism which can only escalate existing conflicts. Hareya will make its full report on humanitarian conditions in Behatza public when it has been prepared. Furthermore, we ask that any government which wishes to contribute to the peace process respect the structure of the Comunidad de Trastámara and join Hareya in supporting the CdT as the only body capable of producing positive outcomes in the region."

As Hareya finishes, Representative Anadyne's hand drifts toward the microphone, a faint tightening at the corner of her jaw the only sign of irritation—then stops halfway.
