RECOGNIZING the ambassador from Nedea has fulfilled this role without being elected to do so.

RECALLING Resolution #0001 provides for nations to address this body.

UNDERSTANDING that proper parliamentary procedure requires an individual to coordinate this body.

1. The representatives of the World Forum shall elect a PRESIDENT OF THE WORLD FORUM to lead this body in parliamentary procedure.
2. The PRESIDENT OF THE WORLD FORUM shall be elected by a simple majority of all members of the World Forum.
3. To be elected PRESIDENT OF THE WORLD FORUM, a nation must be nominated and seconded to have candidacy for this position.
4. The PRESIDENT OF THE WORLD FORUM shall serve with the confidence of the majority, with no limit to term length or number.
5. To remove the PRESIDENT OF THE WORLD FORUM, a representative shall move to call a constructive vote of no confidence, nominating a successor at the same time; this motion must be seconded, and the successor shall be elected by a simple majority of all members of the World Forum.
6. The PRESIDENT OF THE WORLD FORUM shall be charged with opening and closing of debates, calling for motions, seconds, and votes of the World Forum.
7. The PRESIDENT OF THE WORLD FORUM shall serve as the representative of the World Forum.
8. The PRESIDENT OF THE WORLD FORUM shall enjoy all the same diplomatic protections as outlined in Resolution #0001 and the Aventine Proclamation.
9. The PRESIDENT OF THE WORLD FORUM shall alert the Administrator of any adjustments that need to be made to the OP or the archive of passed resolutions.
10. The honorable representative from Nedea shall serve as interim PRESIDENT OF THE WORLD FORUM until this body elects a new one.
11. A member’s election as PRESIDENT OF THE WORLD FORUM shall not prejudice their rights to participate in the Forum as full and equal members.

Upon ratification of this resolution, the World Forum will immediately hold an election to choose the PRESIDENT OF THE WORLD FORUM.

As described in Article 81 of the Aventine Proclamation, the President of the World Forum shall assume the role of Chief Executive Officer and become the sole depository of the Aventine Proclamation.

The world forum was created by the nation of Croxoco and is a product of their politics and recent history, so we believe someone intimately familiar with that context would be the most effective president.

The Cooperation seconds the nomination of Alexandra Carlisle of Croxoco. Their nation and their diplomats spearheaded the formation of the Aventine Proclamation having shown themselves an effective party for passing change across Enkon. A nation and a diplomat which the cooperation feels the safeguard of the World Forum's view and purpose would be well entrusted to.

The Chussen K'IverChekt nominates Croxoco's Alexandra Carlisle. We believe being an effective president will require vision and an understanding of what the World Forum should be. The world forum was created by the nation of Croxoco and is a product of their politics and recent history, so we believe someone intimately familiar with that context would be the most effective president.

His Majesty's Government is honoured by the nomination, and the Ambassador would gladly accept the Presidency of the World Forum, should she indeed be elected.

The first priority of the Ambassador, should she be elected, would be to propose a resolution which would codify the procedure for passing all future resolutions going forward.

This all being said, alternative candidates for the Presidency should be sounded out, in case the election of the Croxoconian Ambassador is, for whatever reason, objectionable to other members.

The Ambassador from Nedea nominates Peter Linch of Manticore. Recognizing their incredible ability to ensure their diplomat is always stationed here at the forum, we believe it is in the best interest of the WF to elect Mr Linch. While the honorable Ambassador from Croxoco shows great potential as president, we feel their position is better suited critiquing resolutions.

That being said, we do not find the Ambassador from Croxoco an objectionable candidate and would fully accept them as President should the body elect them.

The Ambassador from Nedea nominates Peter Linch of Manticore. Recognizing their incredible ability to ensure their diplomat is always stationed here at the forum, we believe it is in the best interest of the WF to elect Mr Linch. The Crown-in-Right of Croxoco seconds the nomination made by the State Syndicate, and supports the candidacy of Ambassador Linch. While Ambassador Carlisle is honoured by the nomination of herself for the position, and would accept election as such, it is the feeling of both herself and of the Crown that Croxoconian interests at the Forum would be better served if Ambassador Carlisle was free to pursue Croxoconian interests at the forum, unburdoned by the need for impartiality members would rightly expect of the President. Additionally, the Crown would ask those States supporting the candidacy of the Croxoconian Ambassador to transfer their support to the Manticoran Ambassador.

(OOC: While I appreciate the nomination, and would accept if elected, I'd rather you guys elect a more active member. Work is rather busy at the moment, and I won't have alot of free time until January, so Manticore is probably a better candidate than myself to lead the World Forum)

We will change our nomination from the honourable Croxican delegate of Alexandra Carlisle to the experienced Peter Linch of Manticore. Citing his role in drafting up the condemnation of Valinfort as an sign of their skill in the field.

This Forum is, for us all, a grandiose experiment. An effort to build our world into something better for our children and theirs. And to serve as its first President is an honor and a privilege that, I'm sure my colleagues will agree, is the pinnacle of any diplomatic career. But with that honor comes a heavy burden of responsibility, a responsibility to every nation Enkon and to the founding ideals of this Forum. I can only trust in my God and my own integrity that I will live up to that responsibility."

It has been the honor of a lifetime to serve as this forum's chair and interim President. I wish the greatest success to Mr. Linch. May he lead our world to prosperity, security, and longevity!"

Resolution Proposal: On Process

DESIRING a formal procedure on how to adopt resolutions.

RECOGNIZING the WF has been lax in its procedures.

RECOGNIZING the need to expedite certain procedures.

UNDERSTANDING that proper parliamentary procedure is required for this body to have any sense.

1. The World Forum will establish and provide a Standard Resolution Template. This template will be shared in the OP of the World Forum.
2. The World Forum will establish different quorums to expedite legislation.
   
   • The Majority Vote: as described in Resolution #0001, the Majority Vote will consist of 2/3 of the total body. Used to pass resolutions.
   • The Minority Vote: The Minority Vote will consist of 1/3 of the total body. Used to pass amendments.
   • The OP of the World Forum will show what the current Majority and Minority vote requirements are.
3. In the case of proposing and adopting resolutions, the World Forum will adopt the following procedure:
   
   1. A representative will propose a resolution using the Standard Resolution Template.
   2. The Proposal must be seconded by another representative to be introduced to the floor.
   3. Once debate has started, the President will take over amendments and posting of the updated resolution.
   4. All amendments will require the Minority Vote to be added to the resolution.
   5. Once all amendments have been added and a nation moves to adopt the resolution, the President will call for a second.
   6. Once a second has been made, the resolution will move to the floor for voting.
   7. Passing a resolution requires the majority vote.
   8. If the resolution passes, it will become law and the President will alert the Administrator to update the factbooks.
4. The World Forum will be granted the following powers:
   
   • Declare Emergecy: Any member of the World Forum may move to declare an emergency. Requiring the Majority Vote, if a emergency is declared, the President will have expanded powers to expedite WF procedure. Declaring an emergency immediately moves this motion to the floor despite any other motions already present. If the vote fails, the proposing nation will be Censured.
   • End Emergency: A representative may move to declare the emergency over. This requires the majority Vote. If an emergency is declared over, the President's emergency powers will be revoked.
   • Censure Representative: A representative may move to enforce a censure on another representative. This requires the Majority Vote. A censured Representative may not propose any resolutions or amendments.
   • Revoke Censure: A representative may move to revoke a censure from another representative. This requires the Majority Vote.
5. The President will be granted the following powers:
   
   • The Veto: The President will be granted veto powers to dismiss a resolution from the floor immediately. Upon a veto, the WF will immediately hold a vote to restore the motion to the floor, requiring the Majority Vote. If restored, the President may not veto the resolution again. If the vote fails, the resolution is dismissed from the floor and the WF will move to recess.
   • The Emergency Measure: In times of emergency, the President may bypass the Majority Vote required to pass resolutions, instead requiring the Minority Vote.
