I was in the Army, and while I can attest that random barracks tattoos are not uncommon, that one in particular would have 100% gotten him chapter ed out if his leadership knew about it.

The Marines and State Department also apparently didn't have any comment about his tattoo from the "Are we the baddies?" meme, which is a different problem.
