Combined delegations with multiple NOC codes may be entered only when made up of nations controlled by multiple users. Individual users wishing to enter multiple teams may do so in a single combined delegation with a single NOC code or in the traditional main/puppet format. Users may also enter as part of a combined delegation, which would count as the main delegation, in addition to a puppet with the applicable entry limit. Combined delegations with multiple NOC codes must represent countries which each have their own NationStates account and which have a compelling regional or cultural link between them.

I have updated the event list. In the past, the Summer sports lists was edited midway through the period, so that sports that appear for one Olympic cycle can have a four year run. On the other hand, for Winter sports, the list would be edited as soon as the list of events was finalised. I am now moving Summer towards how we treat Winter so that sports can appear more quickly once announced. As a result, I have added a bunch of new events corresponding to those just announced for LA 2028. In this transition period events such as marathon race walk relay and breaking, which appeared in Paris 2024 and not in LA 2028, will remain on the list for two more Games (the one held this year, and the next one). LA 2028 sports have been made optional and are on the extended list.

The formats for mixed gymnastics and tennis are yet to be settled and so should not be run until we get further certainty. This has been reflected in the notes of the event list.

The full list of changes are:

• Additions to existing sports including the non-freestyle 50m swim events, mixed compound archery event, mixed golf team event, and the rowing coastal beach sprint events to the extended list.
• Addition of mixed team events for gymnastics and tennis to the extended list on the proviso that hosts may propose such events once a format is known.
• Addition of new sports including baseball-softball, cricket, flag football, lacrosse, and squash to the extended list.
• Upgraded mixed marathon walk to the base list, removed 50km walk from the extended list.
• Changes to the boxing weight classes (with an additional women's weight class to the base list for gender equality) and canoe sprint lengths (to match previous changes)
• Allowing hosts to choose between (first listed event is the base event, second listed is the extended list event): 20km walk or half-marathon walk, mixed marathon walk or 4x100m relay, mixed skeet or mixed trap, combined climbing events or separate boulder and lead events, single-gender team table tennis events or single-gender doubles and mixed team table tennis events, mixed doubles tennis or mixed team tennis.

CENIAL, Ceni, Afanc Strait and KAYO, Drawkland
Candidate Cities for the Games of the XIX Olympiad

The Afanc Strait Olympic Committee and the Drawkland Olympic Committee hereby present the bid of Cenial and Kayo as candidate cities for Games of the XIX Olympiad.

Cenial is the political, cultural, and economic capital of Ceni. Geographically located on a peninsula between Lake Cenial and the Oreme Ocean, its two municipalities are the first and third highest populated in Ceni despite occupying the smallest area. It nonetheless has a compact collection of the venues that would make it an excellent Olympic host, thanks to solid urban planning and an integrated public transportation system. Cenial would be the second Cenian city and the fourth Afanc Strait city to host an Olympic Games.

Kayo is one of Drawkland’s oldest cities. While the city itself sprawls around an inland lake, its location on a narrow peninsula of Drawkland’s eastern coast provides quick access to the Oreme Ocean. It houses the third-largest metro population in Drawkland, and largest outside of the capitals of the Metro District. Though it’s not as much of a sports hub as Drawk City, Kayo has a wonderful collection of beautiful venues and carefully planned infrastructure to handle hosting Olympic events. Kayo would be the first Drawkian city to host any Olympic Games.

Among other events, the user behind Ceni has co-hosted the Games of the XVII Olympiad, the Games of the X Olympiad, the XVII Olympic Winter Games, World Cup 76, and World Cup 79.

The user behind Drawkland has not hosted or co-hosted any Olympic Games. However, the nation has a long history of hosting large-scale tournaments, such as World Cups 79 and 86; Drawkland has also administered and hosted multiple editions of the World Bowl, World Baseball Classic, NSCAA, and numerous other competitions.

Events and Formats
In general, we plan to offer most events on the extended list. Modifications to the list of events are spoilered below for reference (as there are now quite a few “either/or” events on the base and extended list):

• We plan to use the 20km walk over the half-marathon walk.
• We plan to use the mixed 4x100m relay over the mixed half-marathon walk relay.
• We plan to use the beach sprint rowing events over the lightweight double sculls events at this time, with a scorinator file to be developed by Ceni.
• We plan to use the sport climbing combined events over the separate bouldering and lead events.
• We plan to use the men’s and women’s doubles and mixed team table tennis events over the men’s and women’s team events.
• As the Olympic format for the tennis mixed team event is not yet known at this time, we plan to continue the mixed doubles event. Similarly, the mixed team gymnastics event will not be run.

We also plan to run 7ball as a demonstration event. A scorinator file for 7ball is available HERE. We plan to use xkoranate 0.3.3 for all events.

The distribution of events between the two hosts at this point is to be determined. As has generally been the case, we aim to divide the events roughly evenly between ourselves, with Ceni taking athletics and Drawkland taking aquatics.

Given that entry numbers over the past few years have not been high enough to warrant qualifiers, and this is an off year in the RL Olympics, we do not plan to use qualifiers at this time. We reserve the right to run additional preliminary rounds to narrow the field in appropriate cases, that nonetheless would remain part of the Olympics themselves.

We would open signups shortly after the end of the voting period to allow for a maximum time for signups to be open. Taking into account our RL schedules at this time, we anticipate the first day of competition to be no earlier than September 8 (US time)/September 9 (UTC).

Entry Policies
Athletes being entered into unrealistic combinations of events (e.g. boxing and judo) will be discouraged but not prohibited (Cenial and Kayo are reasonably close to each other, so these combinations will not be prohibited on geographic grounds). Athletes being entered into impossible combinations of events (e.g. both lightweight and heavyweight rowing, one weight class in boxing and another weight class in judo) will be prohibited.

We plan to use a min-max avoidance bonus similar to Electrum’s scale for the 18th Olympic Games:

1–30 entries: Full MMAB for any STDEV
31–80 entries: Full MMAB for STDEV of 35 or less
81–175 entries: Full MMAB for STDEV of 30 or less
176–300 entries: Full MMAB for STDEV of 25 or less
301+ entries: Full MMAB for STDEV of 20 or less

MMAB will scale proportionally to how far over the acceptable each delegation is. A 40% min-max penalty, applied to overall RP bonus, will apply to delegations with a standard deviation more than two points above the limit, or for any delegation with 31+ entries with a standard deviation over 35. These delegations will also have their MMAB capped at 0.6 (a 40% penalty on the maximum) even if their MMAB would otherwise be higher.

We will implement a puppet and combined delegation policy similar to past Games. Each user may enter two nations: a main delegation and a puppet. Main delegations may enter the full amount of entries for each event; each user is entitled to 625 entries among their two nations. Puppets may enter no more than 125 entries.

The two demonstration events (men’s and women’s 7ball) will not have a separate average limit (i.e. you can give both teams 100s if you’d like), but they will factor into the overall MMAB.

RP Policies
We plan to use a similar RP scale to past events (a degrading scale weighting the current day’s RP, a rolling average of the past three day’s RPs, and the relative score of all RPs submitted). Roster/information thread bonuses will count separately and permanently without degradation.

The AI policy will mirror prior Games. All AI usage must be declared. AI-generated images will receive no bonus, and significant undeclared use of AI-generated text in roleplays will risk penalties up to and including expulsion from the Games and vacatur of results.

Given the increased min-maxing in recent games despite the existence of MMAB, will you consider a stricter MMAB regime?

For example, for the 18th Summer Olympics (the MMAB regime from which you intend to follow), we had 7 delegations with an RP bonus penalty, and 45 with an MMAB of 1 out of 67 total delegations (10.4% and 67.2% respectively). At the 17th Summer Olympics (with the same MMAB regime), of 46 delegations, 5 were hit with a penalty and there were just 22 with a maximum MMAB (10.9% and 47.8%).

At the 17th Winter Olympics which used an MMAB system somewhat in line with the Summer Games, of 30 delegations, 4 picked up RP bonus penalties and 23 had perfect MMABs (13.3% and 76.7%). Comparatively, with a stricter MMAB regime in use for the 19th Winter Olympics — which was informed based on my observations from cohosting the 18th Summer Olympics, of 32 total delegations, only one had an RP bonus penalty and 24 had an MMAB of 1 (3.1% and 75%). (The 18th Winter Olympics used the older MMAB system too, but had a better rate – just 1 of 29 delegations with a penalty and 24/29 with perfect MMAB.)

I think the data supports tougher MMAB standard deviation thresholds to reduce the increasing scourge of min-maxing returning. An alternative to consider might be to apply the RP bonus penalty at 2 points over the threshold instead of 3.

Thanks Liv for the excellent question. As evinced by the long delay in response, we have been seriously considering several alternatives on the MMAB front in the last few days. Although we decided against making a drastic change at this point, we will adopt your suggestion of implementing a RP bonus penalty at 2 points above the allowed standard deviation rather than 3, and we'd also like to try out a slightly more stringent penalty at 40% penalty (i.e. RP bonus and MMAB capped at 60% for violators). We're definitely open to evaluating the impact of this change afterwards and playing around with a different standard deviation cutoff regime later on.

Note that some team sports may feature preliminary and group stage matches IC'ly hosted in multiple cities, though they're all scorinated by the same host. As noted in our bid, Cenial and Kayo are close enough to each other that athletes could reasonably compete in events held in both cities. That said, we still do not recommend unrealistic event distributions for athletes, and impossible combinations (like one athlete competing in different weight classes) are still prohibited.

SKILL MODIFIERS
A skill modifier is used to determine how well an athlete or a team performs in an event. It is a whole number from 0 to 100: 0 for the athletes just making the qualification standard (i.e. still decent compared to the 'average' person) and 100 for the world's best. A team entry gets a single skill modifier for the entire team, while an athlete participating in multiple events has a separate modifier for each event. Automatic entries do not contribute to the entry average. The average of a delegation's entries must be 50 or under. Both the average of the medal event entries and the average of the demonstration event entries must also be 50 or under.

Submitting unrealistic delegations of extremely high and low values with no spread, or 'min-maxing' will adversely affect how well your delegation does. This is done through the min-max avoidance bonus (MMAB), which is based on the standard deviation of a delegation's skill modifiers and the size of the delegation, with the formula available here. The MMAB will comprise 20% percent of the total RP bonus and scales proportionally to how far over the target standard deviation the delegation is. You can keep track of the projected MMAB on the sign-up spreadsheet.

1–30 entries: Full MMAB for any STDEV
31–80 entries: Full MMAB for STDEV of 35 or less
81–175 entries: Full MMAB for STDEV of 30 or less
176–300 entries: Full MMAB for STDEV of 25 or less
301+ entries: Full MMAB for STDEV of 20 or less

MMAB will scale proportionally to how far over the acceptable each delegation is. A 40% min-max penalty, applied to overall RP bonus, will apply to delegations with a standard deviation more than two points above the limit, or for any delegation with 31+ entries with a standard deviation over 35. These delegations will also have their MMAB capped at 0.6 (a 40% penalty on the maximum) even if their MMAB would otherwise be higher.

Standard Deviation is a common statistical concept that describes how much variation from the mean value there is in a set of values. In this case, it refers to how far the skill values given to your athletes vary from the average. If you're using the signup sheet, it will automatically calculate the actual standard deviation for your entries as you add them, and the target standard deviation should adjust based on the number of entries following the list above. If your delegation's standard deviation is over the target, you will receive penalties to your bonus.

This is done to prevent people from "min-maxxing" their entries (i.e. putting a bunch of 100 and 0 athletes, since that's extremely unrealistic). To decrease your standard deviation I recommend placing a majority of your athletes/teams in the 35-65 range and keep really high skill values few and far between. Prioritize the events you really care for.

It looks like the Signup Sheet has a missing formula in the Rowing - Beach Sprint - Women's Solo event. Not sure how this happened, but the formula in column N that concatenates the actual signup line was missing for that event only. The base sheet has been fixed, but anybody who's already signed up (or copied the sheet earlier and is in progress of finishing the signup) will need to fix that line if they plan on signing up an athlete for Women's Solo Beach Spring Rowing. If you haven't started a signup yet you are unaffected. If you don't want to copy over an entire new sheet, you can simply copy Cell N763 and paste that into Cell N765 and it should populate properly.
