International Basketball Championships 42 Bid
Quebec and Shingoryeo

The Basketball Quebec (BQ), representing Quebec and Shingoryeo, bid to host the forty-second edition of International Basketball Championships.

Competition Format:

Right now, we have 45 nations signed up, including four puppets. My personal desire for the IBC to reflect closer to the precedents set by the RL FIBA World Championships, where the home-and-away qualification stage exists across multiple confederations, before the actual competitions take place on hosting nations. With this in mind following will be proposed:

First Group Stage (GS1 - 42/48/50 teams): Double Round Robin to be held, home-and-away, at participating nations' venues. Exact format would depend on the numbers, but with this being a multi-staged proposal, we are going to see smaller groups. Consequently, there will be a larger number of nations through the second group stage. Possible options include, but are not limited to:

  • 42 nations: 6 groups of 7 nations (14 MDs, 2 single-scorination, 6 double-scorination windows) -> Top 4 qualify for a 24-team second GS.
  • 48 nations: 8 groups of 6 nations (10 MDs, 2 single-scorination, 4 double-scorination windows) -> Top 3 qualify for a 24-team second GS.
  • 50 nations: 10 groups of 5 nations (10 MDs, 2 single-scorination, 4 double-scorination windows) -> Top 2 qualify for a 20-team second GS.

The tentative schedule will see double-scorination windows across the group stage outside of first and last matchdays, which will be single-scorination windows. Please be advised that from the list of options above, my intention is to have a bigger second group stage than those used back in IBC-35, so personal preference leans less towards the 50-nation option and more towards 42 or 48-team options.

Second Group Stage (GS2 - 20/24 teams): Single Round Robin all held in Quebec & Shingoryeo. My intention is to either run in 4 groups of 5 or 6 teams, with top 2 qualifying for the quarterfinals. There will be a mix of single and double-scorination windows with scheduling to reflect on signup numbers and my real-life availabilities.

Knockout Round (8 teams): Single-elimination bracket with 3PPO. There will be 3 single-scorination windows with 48 hour intervals between them. Third place match will be played. Classification and placement rounds will be played on the 5th-8th place brackets.

The tiebreakers used will be: 1) Wins - 2) Point Difference - 3) H2H Wins.

Puppets may be included in case of numbers, but otherwise will be excluded. The order of puppet removal will not be following the order of signups, and puppets with less history or likelihood to provide strong contribution will be removed first.

Scorination:

As always, I will be using the default basketball function of Xkoranate 0.3.3. This means that the IBO (RL FIBA) rules will take effect all games, with results generally lower than in RL NBA (ICly what various professional leagues use). Style modifiers do not exist on Xkoranate's basketball functions, and will be noted for stylistic purposes by the host.

RPs will be scored on an unstated but generous scale, with the unwavering expectation that the RP bonus will remain cumulative throughout the tournament. As for grading, RPs will be graded with the criteria based on preference towards quality and content, rather than quantity or frequency. As most of you guys know already, I am not a particular stickler for genre or format, and would be grading roleplays involving the team/game the same way as I would with those mildly/mostly unrelated to the game. This means that while relevance to the tournament and the sport would come handy and could serve as a difference-maker at times, the grading will not be significantly affected by you roleplaying different content.

Rosters will also be graded and shall be equivalent to a matchday. The grading will be done based on how the rosters faithfully meet the requirements expected from them- positions, height, home venues, playing style (Style modifiers are not needed) - and additional details, which would come handy for other RPers to come helpful. Graphics are nice additions, but not must-haves.

It is imperative for the users to post a roster on time, not just for others but also themselves as well. With this in mind, separate to the RP bonus, there will be 50% no-roster penalty unrostered sides during the first group stage, and 100% for the second group stage. Please be advised that at any point the unrosterinated nation will see their original rank after the roster submission.

My provisional cutoff window for the IBC-42 will be on 2100-2300 Eastern Time. Those familiar to competitions I have hosted in past would notice that I tend to scorinate on the second half of the window, if not at the end. This, however, is not guaranteed as RL circumstances may require scorinations on the first half, and I would advise people to keep in mind when RPing close to the cutoff window.

Third party scorination will be requested for all matches involving Quebec and Shingoryeo if this account qualifies for the knockout round. In case where I am unable to find a suitable third-party scorinator within half-hour period, third-party viewings of scorination will be held. For both group stages, Quebec and Shingoryeo will only be placed on the top pot for group draw purposes if rank merits it so.

Hosting History:

I have hosted, either solo or as a cohost, the Games of the XVI and XVII Olympiad, 17th Winter Olympics, 7 World Cups of Hockey (25-26, 29-30, 40, 44, 50), 5 International Basketball Championships (17-18, 21, 33, 35), 3 World Bowls (25, 28, 48) and the World Baseball Classic 58. Not to mention World Cups 73 and 77, Cup of Harmony 64 and 68, Baptism of Fire 57 and 62. I have also ran many editions of NationStates College Football, and has served on 2 different occasions as the World Cup of Hockey Federation President that would combine for 9 cycles.

Definitely support the bid. A stellar and consistent host across a number of sports, and with a fun and innovative format via the double group stage.

Quick Q, and not hugely important, but why have the largest possible group of nations (50) have the fewest second stage qualifiers (20?)

Is it just to avoid having to do a 3rd/4th place ranking table, cleaner that way?

Correct. I've done 3rd/4th place ranking table before, but it's indeed way more convenient and clean to simplify the group progressions that way.

My personal preference for formats is still along the lines of 24/32-team second GS, meaning that if it came down between 48 and 50-team formats, I would be still be going for the 48-team IBC. This also reflects my stance on puppet signups.

Thank you everybody for accepting my bid.

Right now, we have 46 signups (41 main, 5 puppet). Two options exist: to cut four out of five puppets, or to wait until we have 48 signups.

Considering the current list of puppets, I am fine with cutting down to 42. Please see my puppet policy below for why:

Quebec and Shingoryeo wrote: Puppets may be included in case of numbers, but otherwise will be excluded. The order of puppet removal will not be following the order of signups, and puppets with less history or likelihood to provide strong contribution will be removed first.

With 46 signups, I will be fine with only keeping The Kytler Peninsulae from the list of puppets. With 47, this includes Gatchingerrak Union, my puppet with past history in the competition. With 48, we will include all puppets. Beyond that, timer resets for puppets.

In any case, however, I will still give everybody else 36 hours to sign up. I will then make a final decision then.

Hello friend, welcome to THE competition. You know why you're here, this is your chance to carve your name into history by winning the premier basketball tournament in the NationStates Multiverse. Do your players have what it takes? Can they deal with the pre-tournament hype, can they live up to the challenge of competing against the best of the best…do they want to hoop at the park or are they here to WIN on the biggest court?

This is the 42nd edition of the International Basketball Championship, fresh off Ko-oren winning their second championship...why shouldn't this one be yours?! Any nation can signup, even YOU, and we welcome first time participants! Here we go then, time to get your starting five set, figure out your rotation, and make sure you got the right 6th man for your playstyle because this is the IBC baby. We got the best of the best DESPERATE to write their name into the fabric of legend…what are you going to do to make that trophy yours!?

Puppet rules

Each user may sign up one puppet in addition to their main nation; ownership of the puppet must be declared. Entry of puppet nations into the tournament is at the host's discretion and it is advised that puppet nations may be the first excluded in the interests of keeping numbers to a workable limit. Hosts are not obliged to accept puppets in the order they signed up, however, and the in/exclusion of puppets is entirely their prerogative.

Host bidding

Anyone may bid to host, on their own or in collaboration with another user. In order to meet the minimum standards of a host bid, it is expected that your bid will outline the format for the tournament, and provide a method of scorination, such as the basketball function of xkoranate or some other scorinator. Hosts are encouraged to remember the impact of AI in their bids. Because this is international basketball, scorinators based on FIBA scoring, rather than scoring in the NBA or other domestic leagues, are generally expected to be used. Members of the IBO will vote on the host bid options.

Welcome! You can sign up for this competition simply by posting 'I'm in' or something to that effect. There's no need to quote the entire first post, this thread would get a bit long if we all did that. Other information can be found here, the Introduction's probably enough to get an idea of what's going on.

36 hour waiting period from the previous post have officially passed. Signups are now closed.

Since the previous signup, when we had 45 signups with 40 mains (Enqab was marked twice on the OP), 5 puppets, two nations have offered to signup as fillers. That would be Tumbra and Calgasia.

After looking through the list again, my final decision is made to run with a 42-nation tournament. Four puppets will be cut - this being Middle Alba, Natkr (Natkr's request to switch the main and the puppet is noted), Andsoo Mookey and Gatchingerrak Union - and The Kytler Peninsulae will be retained.

From the two signups, I will keep Tumbra and cut Calgasia as the latter specified 'if needed to reach 48 teams'.

Everything thread will be posted later tonight. With the first group stage running under home-and-away format, and the competition being held under an off-period following the World Cup, I will be setting MD1 date earlier than usual, at Saturday the 12th of July, 2025.

can I have a request, is there someone could design me a jersey? TG me if anyone is interested because I can't think of one. It must be inspired on 90s Filipino basketball jerseys. Sorry for that.
