It's talking about women at Church. It lays forward the ground rules for behavior at a Church setting.

No. But the theory is still true to all religions. This theory even goes out into politics. Once humans are able to satiate their needs for violence and to just get along, we can freely live in an anarchic state with no religions or any authority to exist.

Course that'd be improbable, but that's what the theory is. The fact that some atheist are good people shows that this may be possible.
