Glad that this proposal will probably fail, as its significant lateness and unneeded almost advertising nature is not something I want to see more of in the SC. Hopefully these kinds of proposals can die off and be one in few, but my hopes are not the highest.

There have been various political, practical, and textual issues that have impeded the passage of this resolution. There has been no one factor underlying the fate of this proposal. I know, however, that native demand for the principle of this repeal has not died down. While I cannot comment further in this thread, both for reasons of confidentiality and to avoid threadjacking, I am taking every step within my power which I feel is necessary to ensure that this proposal can be effectively redrafted and - with any luck - enacted before Christmas 2024.

If it is just some sanctions against you as an author, couldn't you just "launder" the resolution through someone else? You would not get any badge but if the alternative is no resolution at all and you truly believed in it, it'd be a necessary sacrifice... of course, this doesn't address any other reasons which may exist. To be totally honest, even though I joined in on the "due to author" meme earlier in this thread because it was funny, I do not think it is healthy for the World Assembly to be devolving into that meme if it is indeed what is actually happening...
