Correction: The NPA took over the region at major update on Sunday, June 9th, and left the region on Wednesday, June 12th. When you came in the next day the region was already abandoned, hence there was no Delegate.

Congrats on "liberating" WZT after the NPA has already left, I suppose. Your 1-endo hold is not going to survive this week, let alone trying to build a new government.

Unsurprising: the transition is still in progress and hasn't been publicly announced to anyone outside of our citizenry and a few people in the know. Tin's just gone and jumped the gun. When raiders invade a region and displace the community into another one, they typically declare victory. Not sure why we can’t do the same here
