"The Unified Electorates does not see any immediate or critical problems with this resolution. However, we will reserve our endorsement until such time we hear the opinions of more learned colleagues of this chamber or alternatively when the resolution is called to a vote.

As for the matter raised by the Martenyikan delegate concerning the ability of the League to finance this agency, it is my understanding that the League will be able to at least provide minimal finances in pursuit of such a program as outlined here. This is done through the usual finance raising methods of the League, such as through member-state contributions. However, if there are concerns around how the League is to be funded or if it will be able to meet the financial demands caused by its broadening agenda, it would seem wise to put forward a resolution specifically to address the financing of the body. A sole resolution in pursuit of such an aim seems to be more logical than calling on nations to fund each individual program or resolution. This would avoid a situation where multiple resolutions need to be adjusted in order to raise or lower member-states minimum contributions to the League, and instead only require the adjustment of one resolution."

[Mairland]

The Mairish delegate, Ciaran Sinclair, waits until the Ahnslen delegate has sat down. He rises and taps his microphone.

"I am afraid that Mairland must register its disapproval of Resolution Thirty-Two. My government cannot approve additional statutory expenditures being placed upon the nations of the League, as proposed by Section 5(a) of the resolution. Although this is phrased vaguely, we must express disapproval in principle. Additionally, my government is not convinced that establishing the FSA would create tangible improvements in the global food situation. Mairland is a net food importer, particularly from Yektov, and we note their support of this resolution with respect. We also note the support of our ally Verska. However, my government must reject the resolution as presented. I join the honorable delegate from Ainslie in requesting a more detailed explanation of whether extra funding will be necessary for this resolution."

[Tricklandia]

The Tricklandian delegate steps up.

"We believe this is a step in the right direction, obviously agreeable, and we will always fight for equality, especially when considering the most basic necessities such as food. Quite an easy 'yea' to give, I suppose."

[Belantica]

The Belantic delegation rises to speak next.

"We the Belantic delegation supports this resolution, as food security for many nations is an issue and more can be done by the League to fight against hunger. Having a steady supply of food is essential for all peoples, and finding methods to ensure people do not have to starve or go hungry during desperate times is something we seldomly discuss in this chamber. We would like to add, while the issue of food security is at hand, we should also consider adding provision regarding the supply of clean drinking water. Both food and water are necessary for human survival, and we recognize that within some localities within the Isles, access to clean drinking water is a major issue. Perhaps it cannot be a large stretch to include provisions to help with this issue as well, since generally the two often come with one another."

[Takiv]

Takivaj delegate Volkor Nazajev rose and spoke.

"I concur with the proposal from the delegation from Belantica. Ensuring a stable food supply is a noble goal, and one that can certainly be achieved by this body, but water security is just as crucial to human survival and prosperity. I propose the following amendments to the resolution, with my additions bolded and italicized for contrast. I believe that this proposal can allow the international community to ensure that all people in all nations have access to both adequate food to eat and enough safe water to drink in order to survive and prosper.

Resolution 31: Establishing the Food and Water Security Agency

The League of the Western Isles,

Recognizing the principles enshrined in the Second Charter, particularly those fostering international cooperation and promoting the well-being of all peoples in the region, including the fundamental right to adequate food and water,

Recalling the recent food security concerns arising from disruptions in Yektov, a major food exporter in the region,

Acknowledging the critical role of food and water security in achieving regional stability and prosperity,

Further acknowledging the increasing challenges to food and water security, including climate change, population growth, conflict, and economic instability,

Concerned by the growing number of people facing hunger, thirst, and malnutrition across the region,

Commending the ongoing efforts of member states and other regional organizations to address food and water security concerns,

1. Reaffirms the League's commitment to ensuring the right to adequate food and water for all peoples in the Western Isles, as outlined in the Second Charter,

2. Endorses the proposal of the delegations of Saint Ardor del Alba and Yektov to establish a Food and Water Security Agency (FAWSA) within the framework of the League of the Western Isles;

3. Resolves to establish a Food and Water Security Agency (FAWSA) as a subsidiary body of the League of the Western Isles;

4. Defines the mandate of the FAWSA as follows:

(a) To monitor and assess food and water security trends and vulnerabilities within the region, with a particular focus on potential disruptions and their impact on member states,

(b) To promote the development and implementation of national and regional food security strategies, building resilience against external shocks,

(c) To facilitate cooperation and coordination among member states in addressing food security challenges, including fostering dialogue and collaboration between food-producing and food-importing nations,

(d) To promote sustainable agricultural practices and food systems that are resilient to climate change and other shocks,

(e) To support research and development in areas relevant to food security, including early warning systems and diversification of food sources,

(f) To advocate for increased resources and investments in food and agriculture sectors, encouraging long-term solutions and responsible trade practices,

(g) To advance the security of water supplies in all member states,

(h) To be able to adequately respond to droughts, floods, and other environmental factors that negatively affect food and water supplies in member states,

(i) To research new advances and practices that will improve food and water security, in conjunction with member states,

(g j) To report regularly to the League of the Western Isles on its activities and progress;

5. Calls upon member states to:

(a) Provide the FAWSA with the necessary financial and human resources to fulfill its mandate,

(b) Work closely with the FAWSA in the development and implementation of national and regional food security strategies, promoting transparency and open communication,

(c) Share information and best practices with the FAWSA and other member states, fostering regional collaboration and knowledge exchange;

6. Requests the Secretary-General of the League of the Western Isles to:

(a) Establish the FAWSA within six months of the adoption of this resolution,

(b) Develop a detailed work plan for the FAWSA in consultation with member states, particularly those recently impacted by food and water security concerns,

(c) Report to the League of the Western Isles on the implementation of this resolution at its next regular session;

7. Decides to review the progress of the FAWSA and this resolution every two years.

Mastanaba’al smiled as he stood up and bowed to the Lesvan delegation, “I’m so happy that a representative of nothing has given his approval”.
Turning he addressed the Assembly “More importantly, when this food is needed will the farmers of the various food producing countries receive the same amount for their crops or are they to expect to have price ceilings placed on their goods and services? Not to mention the shipping companies, will they be expected to donate their ships to save others at the detriment of their profits, crews and families?”

[Ainslie]

"Honourable Secretary-General, this chamber cannot stand for such irresponsible and immature theatrics as the Wellsians have once again graced us with. We ask the chair to reprimand the delegate for his behaviour."

Jesse then paused for a moment to gather himself before continuing.

"As to the substantive point attempted to be made by the Wellsian delegation, this proposed organisation is not a charity. It is a technical body aimed at addressing challenges to food and water security at the multinational level. Challenges that, unfortunately for a nation who so vocally prides itself on its food and fibre, seem to be trivial matters to your delegation.

Once again, we see the true colours of the Wellsian delegation and their commitment to the international order. It is saddening to see such a delegation act in this way, and we again call upon the Secretary-General to rightly rule against the Wellsian delegate. Ideally, some self-reflection on the part of the delegation would accompany such a ruling. It would go some way to proving to the international community that Wellsia is a serious country with an actual foreign policy."

Government of the Lesvan Presidential Republic in exile

Mastanaba’al smiled as he stood up and bowed to the Lesvan delegation, “I’m so happy that a representative of nothing has given his approval”.
Turning he addressed the Assembly “More importantly, when this food is needed will the farmers of the various food producing countries receive the same amount for their crops or are they to expect to have price ceilings placed on their goods and services? Not to mention the shipping companies, will they be expected to donate their ships to save others at the detriment of their profits, crews and families?”

Vopal had a brief urge to respond vocally to the Wellsian representative that the Lesvan delegation in the room represented the Lesvan people and not "nothing", because the past Throngist regime and the current Scadi regimes were both impostors. But instead, with a cold mind, Vopal just looked back at the Wellsian representative and then proceeded to smile and nod sarcastically. He then turned his eyes, looked down at his table and then proceeded to look around the room, while remaining in his thoughts. Regarding the exchange he just had, Vopal, who considered himself an old democrat, thought to himself that it was exactly because of governments like the ones that Mastanaba’al represented, why dictatorships around the Isles stayed afloat, when "realpolitik" prevailed over human values.

Vopal then turned back and leaned towards one of the younger diplomats in the Lesvan delegation, who sat behind Vopal. Vopal whispered to his younger associate - "You've got this", while looking him straight in the eye with a supportive expression on his face. Vopal was actually talking to his younger successor, seeing to how Vopal was about to step down and transfer his position to a younger colleague, believing that "fresh blood" was needed. The new Ambassador would be the one voicing the Lesvan Republic's, represented by the internationally recognized government-in-exile, position on Resolution 31, including the rest of the discussion and the votes on the amendment and the resolution itself.

[Wellsia]

Mastanaba'al rose from his seat staring at the Ahselen delegate. Just as he was about to open his mouth a resounding "ENOUGH" echoed though the chamber. As the assembled delegates and their staffs turned toward the main entrance there stood the Wellsian monarch, Himilco XVII and an entourage, including the Wellsian Foreign Minister, Ahriman, Suffet of Barbarian Affairs, and a half dozen members of the Wellsain Royal Guard in full ceremonial dress.
His Majesty walked slowly across the chamber accompanied by two Guardsmen till he stood in front of the stunned Mastanaba'al. With a look of disdain on his face, Himilco spoke "You would have done better remembering you served us and Wellsia and not the gold that you were given to vilify the Lesvian Republic and their delegate. You are hereby stripped of all titles, ranks and privileges, removal this piece of detritus from my sight."
Turning Himilco faced the Assembly, "Delegates of the world, on behalf of Wellsia we offer apologies for the actions of our former appointee. It has been discovered that his actions are the result of greed, as he was taking bribes from certain interest to impugn the Lesvian Republic and their bid to bring peace and freedom to the people of Lesva. Mister Vopal, we wish to thank you for your bravery and welcome you and yours to the League. Ladies and gentlemen we hereby present to you our new delegate Naram-Suen. Thank you."
With that the King exited the building accompanied not only by Mastanaba'al, but also his entire staff, Naram-Suen took his seat at the Wellsian delegation table.

Naram-Suen waited for a lull in the talking and murmuring, slowly he came to his feet and meekly spoke. "As the newest delegate to this esteemed assembly it is important that the desires of the Wellsian Hegemony be known to all gathered. First and foremost as the nation that came up with Resolution 31, I ask that it be withdrawn and disposed of. The government of Wellsia stands in support of Resolution 30 and the Presidential Republic of Lesva.
As far as Resolution 32, Wellsia is in full support of a Food Security Agency under League direction. During the Yektov troubles, the Adrim discussed the problem, but lacked the funds and means to implement anything on our own. A central authority able to coordinate the various food exporting nations to cover any disruption of food supply throughout the Isles will be a benefit to all nations. When the time comes Wellsia will surely vote in favor of Resolution 32."
Looking around the room, Naram-Suen nervously set down and took a long swallow of the water on the table in front of him.

[Wangano]

Thank You so much for giving me the time to speak as Mr. Jordan Godwin stands up. As Wangano will like to see poverty and hunger decline in this region and all civilians having access to clean water and food. Wangano does respect the right for food security over several issues.
1: Adding thinks Such as drugs to food which is illegal in Wangano.
2: Adding illegal substances or contaminating food that can result in food poisoning, diarrhoea and cancer.
3: Adding Alcohol and drugs to water. This is a big concern especially late at night in places such as night clubs which is a big concern for youth.
Most of the stuff I just mentioned is not present in this issue and things like illegal drugs and tobacco are banned in Wangano under religious law.
There has been a couple incidents of nations that have broken this policy in the past. Which has left many nations in conflict. This has also led to major corruption and the decline of economies.
Indeed the isles needs FSA and we need it soon or otherwise it may get out of control.

Resisting the urge to yell "ENOUGH", despite having no context to do so, Jesse stood up to address the Wanganoan delegate.

"I believe illicit substances is already within the scope of the Multi-national Anti Drug Smuggling Authority, as it is an agency of the League already. As for food contamination, I agree with the honourable delegate that this new FAWSA body could have an important role in promoting food safety and a variety of different issues that are at the very least tangential to the delegate's points that he raises.

So long as there are no further comments from other delegations in this Chamber, I believe that it is now time for the Secretary-General to call a vote on the resolution as amended by the Takivaj delegation.

I also warmly welcome the new delegate from Wellsia. I trust already that he will have the wisdom and dignity that is befitting of a representative of a nation such as his in these hallowed halls."

Secretary-General George Samson spoke before the Assembly, noticing the replacement of the Wellsian delegate by the King of Wellsia himself.

"Before we begin, I would like to welcome the newest delegate, Naram-Suen of Wellsia, to this chamber, and to extend my gratitude to his Royal Highness King Himilco XVII for rooting out corruption within this body."

"And with that, we now press onto the matter at hand. The period of discussion for Resolution 31: Establishing the Food Security Agency has ended. Before we can vote on the Resolution, we must first decide whether to adopt the Amendment to this Resolution proposed by the delegate from Takiv. A period of voting will now commence in regards to thisproposed Amendment. This is NOT a vote for Resolution 31. This period will conclude on the 16th of March."

Nhoor's delegate, Ms Calavī Ulerh, took a not so modest gulp of water and then proclaimed: "Nhoor is in favour of this amendment."

"Verru--" Alim Ihsan Jan stopped to correct himself.

"Verska voted For. We are in favour of the amandment" Said the Verskan diplomat. The recent turn of event caught him off guard, so much so that he almost spoke using Verskan language.

Government of the Lesvan Presidential Republic in exile

After a rapid reversal within the Wellsian delegation, which left a positive impression on the delegation of the Government of the Lesvan Presidential Republic in exile, time came now to issue a verdict on the amendment.

Ari Paticim was now leading the delegation in preparation to succeed Agen Vopal as Ambassador. Paticim was the one that was going to cast the current vote, which was also going to become his first:
