I can confidently say that nobody has done that. That proposal is a possible concept, by which I mean that it wouldn’t be illegal to mention it and it isn’t wholly outside the competence of the General Assembly. However, I think that it would struggle, because the distribution of teddy bears, though adorable, might be viewed as an insufficient measure to address global mental health.

Prior to submitting a proposal, it is highly recommended to draft it on the forums first. For how the draft would look, I recommend taking some inspiration from some passed resolutions. Following the format is often useful, though it isn’t necessary. What it needs to include is detailed in the rules. The key thing is an operative clause, which mandates some action from member-nations.

In terms of water, there is GA #107, Clean Water Act, which seems to cover the topic fairly well. Surveillance is quite a broad topic, but the relevant legislation is GA #213, Privacy Protection Act, GA #481, Data Protection Accord, and GA #557, Prohibition of Unwarranted Digital Surveillance. Provided that some legislative niche can be found, both would be good topics to address.
