The obvious root cause is the WA, and the obvious solution is to abolish it.

If we're going to get all pedantic here, Chipoli was elected Vice Delegate, which enabled his role in the line of succession at all. So, per the results of TNP's May 2023 General Election, and the legal systems in place with how to handle elected offices, Chipoli is only rightful Delegate because of said election.
This is of course something really dumb to argue about at all for both of us.
