While I contend that it's physically possible to build the Kalpana class orbital habitat using the material science known to humanity IRL, I'm not sure why you feel the need to purchase them for the stated purpose. These are absolutely enormous compared to any real-world satellites and certainly constructing 7 million ton satellites is a less than optimal method for the stated purpose of surveillance at sea and telecommunications. I recommend looking at some of the satellites sold by The Technocratic Syndicalists over at their storefront, they are extensively researched and fit for your purpose. Thank you for your time.
