[Draft] Ban On Tectonic Weaponry And Warfare

Just a quick little something I thought I would try to wip up, constructive criticism is welcome!

Category: Global Disarmament | Strength: Mild

The General Assembly,

Recognizing the devastating effects of Tectonic Weapons and Tectonic Weapon Warfare on civilian populations, including the loss of life, displacement, and destruction of critical infrastructure;

Acknowledging the significant advancements in military technology and the potential for Tectonic Weapons to be used in future conflicts;

Aware of the urgent need to prevent the production, stockpiling, and use of Tectonic Weapons and to ensure the protection of civilians and civilian infrastructure during times of armed conflict;

Affirming the commitment of member states to international peace and security, the protection of human rights, and the prevention of armed conflicts;

Defines:


  • Tectonic Weapon: Any device or system purposely or specifically designed to manipulate the earth's crust (including but not limited to tectonic plates, fault lines, and volcanic activity) on a significant scale in which normal weapons (such as placed explosives, warheads, and other similar destructive weapons) are not, within the military purpose of inflicting as much destruction as possible.

  • Tectonic Weapon Warfare: Any military activity that involves the use of Tectonic Weapons or Tectonic Weapon technology, including but not limited to seismic bombs, seismic waves, and geoengineering.

Hereby enacts these Operative Clauses:


  • Mandates all member states to immediately cease the production, acquisition, and use of Tectonic Weapons and Tectonic Weapon technology, and to destroy any existing stockpiles of such weapons or technology;

  • Requires member states to support the development and implementation of non-proliferation measures to prevent the transfer of Tectonic Weapons or technology to non-state actors or other countries;

  • Encourages member states to develop and adopt comprehensive strategies to protect civilians and civilian infrastructure from the effects of Tectonic Weapons and Tectonic Weapon Warfare;

  • Requests member states to cooperate and share information with each other, as well as with relevant international organizations and scientific institutions, to enhance their understanding of the risks associated with Tectonic Weapons and Tectonic Weapon Warfare, and to identify effective measures to prevent their use;

  • Establishes a committee of experts to monitor the implementation of this resolution, including the progress made by member states in the destruction of existing Tectonic Weapons and the prevention of their future production, acquisition, and use;

    • Said committee hence will be titled the World Assembly Tectonic Weaponry Moderation Department. (WATWMD)

  • Urges member states to provide technical assistance and financial resources to support the implementation of this resolution, including the development of alternative technologies for military use that do not pose a threat to civilian populations or infrastructure.

The General Assembly reiterates its commitment to the promotion of international peace and security, the protection of human rights, and the prevention of armed conflicts.

We would like to point out that a standard nuclear device could be considered a tectonic weapon under the definition presented in this draft.
While we can lad the intent we feel that this would lead to a greater impact on a military than the author intends.

We second this, with many conventional weaponry being manipulated would result in this consequence, and other weaponry being far more lethal.

I’ll rewrite it to make sure that it is specifically for weapons designed for tectonic warfare.

(EDIT: And with a simple add-on of “purposely or specifically designed”, the problem should be fixed.)

“I find that the clause beginning with ‘calls upon…’ is somewhat ambiguous. Is this supposed to be a mandatory clause or a recommendatory one? Using clearer wording, your Excellency, would be better. This delegation would prefer that it be more explicitly declared as a mandate, using a verb such as ‘obliges’, ‘compels’, or simply ‘mandates’.”

It may highly impact the military, and that's the whole point. It's the same as outlawing nuclear weapons, which I totally agree with. I personally would vote for this, as it can ruin a nation forever.

If an explosive had the potential for greater destruction, it would be designed to achieve that, or have inefficiencies engineered out to reduce the cost of achieving the same destructive effect."

The current wording is not a complete thought, I'm not sure what the typo is but there certainly is one.
