So basically the same geopolitcal catch-22 when US Marines had the privilege of nervously watching Soviet T-80s start lobbing shells into their own parliament in 1993 and folks were wondering if Yelstin was still doing alright, mentally.
The contingency-plan if things had gotten worse would've looked a lot like the US/Coalition occupation of Japan or Iraq and hastily propping up whatever provisional government officers still bothered to show up for work the next day rather than commit suicide while also desperately searching for their replacements before the lynch-mobs and military juntas start showing up for a round of ethno-political cleansing.
And, y'know... preventing that bad stuff from happening. It's kinda an obvious self-preservation thing to keep the crowds from getting angry and kill-happy.

-Because believe it or not, the average person doesn't want to sit idle and let a country descend into chaos.
