Affirming Allegiance

The NPO hereby declares its full support to Balder in the face of threats against our ally. We take each and every attempt to harm any and all our allies seriously. We are committed to provide the support they require to maintain their safety and security by any who choose to pursue action against them. Over the last few years we have established ties that are significant to us and our new and old allies have stood by us. We affirm our intent to defend them against any threats by all means necessary.

We would also like to affirm that we value regional sovereignty and the security of our communities above all else. Our organization comes from a long past where we have learned the values of what truly matters in this realm. That history has contributed to a deep commitment to the principles and actuality of regional sovereignty, especially where our allies are concerned and also in situations where friendly regions with whom we may not have open ties are involved.

In that vein of thought, we firmly express that our loyalty and allegiance to our friends and allies comes first and foremost, but also that our respect extends to all regions and communities trying to legitimately build a place for themselves in this world. We will engage in no hostilities against regions that have not given legitimate cause. As ever, we will stand by our principles and follow the course of action that we know ensures the best path forward for ourselves and our allies.

Statement on the Treaty of Sericum with Europeia

The New Pacific Order pleased to announce that we have concluded treaty negotiations and preparations with Europeia. Our regions have had a checkered history given past ideological differences and often being on opposite sides of political issues. Four years ago, the idea of this treaty would have been one that most people would laugh at as a completely absurd prospect. However, changes and evolution in the nature of the regions involved as well as improved relations between the leaders of both have led us to conclude that an alliance would be beneficial to both The Pacific and Europeia. As regions that share a common interest in maintaining a presence that does not subscribe to the rigid parameters of polar ideology in the wider game and having reached a point in relations and interests where we have cooperated on numerous projects and common goals over the last few years, we have a firm belief that Europeia makes a reliable diplomatic partner and a strong ally.

WHEREAS The Republic of Europeia, government of Europeia, and the New Pacific Order, government of The Pacific, have shared ideals of anti-fascism, strong cultural identity, and regional stability;

WHEREAS Europeia and the Pacific have laid the foundation for a fruitful relationship through mutual cooperation;

NOW, THEREFORE, Europeia and the Pacific agree to the following:

1. Sovereignty

(a) Europeia will recognize only the New Pacific Order, the legitimate government of the Pacific as determined by Pacifican law, as representative of the Region and People of the Pacific.
(b) The Pacific as the New Pacific Order will recognize only the legitimate government of Europeia, as determined by Europeian law, as representative of the Region and People of Europeia.
(c) Neither Signatory may cede sovereign control of their region to another entity.

2. Military Undertakings

(a) Neither the Pacific nor Europeia will engage in military hostilities against the other, or against one another's protectorates which have been established by regional law and communicated to the other signatory.. Participation by the Pacific and Europeia on opposite sides of a military engagement that does not constitute an attack on either region or a region's protectorate shall not be considered "military hostilities against the other" for this purpose, unless otherwise dictated by existing legislation and communicated to the other party in advance
(b) To the extent practicable, the Pacific and Europeia shall provide the other defensive military assistance in case of an attack by an aggressor against their home regions or any protectorates duly declared per clause 2a. Under no circumstance will either Signatory give direct or indirect aid to the aggressor, be it in the form of military, political, intelligence, or otherwise.
(c) The Pacific and Europeia shall not cede sovereign control over their respective military forces to any supraregional alliance. Sovereign control is interpreted as being able to make the ultimate decision with regards to the region's military resources participating in a military operation. Both regions may continue to enter into bilateral and multilateral agreements for common defense.
(d) The Pacific and Europeia shall aid each other in Delegacy transferrals when requested. This aid shall extend to each region’s protectorates when requested.
(e) The Pacific and Europeia will collaborate militarily for the combined benefit of both regions when practical. Both parties will respect the military policies and operational procedures of the other party both when proposing an operation and during the operation.

3. World Assembly Matters

(a) Neither Signatory will write or vote for a Security Council Resolution naming the other Signatory, or an entity strongly or legally associated with the other Signatory, without the express approval of the other Signatory. For this purpose, an entity shall be considered strongly associated with a Signatory if it is reasonably likely that the Resolution naming the entity will impact the reputation of the Signatory.
(b) Each Signatory will endeavour, where appropriate and possible, to collaborate with the other in World Assembly programs and activities, such as the discussion or drafting of proposals, educational initiatives, or other similar projects.

4. Diplomatic Undertakings

(a) Each Signatory shall establish and maintain in-game embassies (i.e., on the NationStates site) with one another.
(b) Each Signatory shall maintain off-site embassies with one another, consistent with facilities provided to other treatied allies.

5. Intelligence Undertakings

(a) Neither Signatory will engage in espionage against the other. For this purpose, "espionage" is the act of encouraging a person to act under false pretenses in a Signatory region without the permission of that region's legitimate government.
(b) The Signatories each shall provide information to the other if such information is pertinent to the other region's security or well-being, or otherwise upon the other's reasonable request, unless the party in possession of such information reasonably believes that providing that information might violate applicable laws or contravene the terms of service for NationStates or a regional communications platform, or when revealing that information would unduly compromise that party's source(s) of information. Both signatories shall endeavor to reveal as much as possible in such situations, but not more than they can under laws, terms of service, or the need to protect sources.
(c) Each Signatory will make it a violation of its internal laws to engage in espionage against the other if a similar or related law to the same effect does not already exist. To the extent permitted by each region's laws, this section shall be deemed self-executing.

6. Cultural Undertakings

(a) Each signatory will endeavour, where appropriate and possible, to engage in social and cultural activities with the other signatory. This can include, but is not limited to, festivals, competitions, and educational endeavors.
(b) As soon as is practical, following ratification, the Pacific and Europeia will collaborate to stage a cultural festival to celebrate this treaty.

7. Recruitment Undertakings

(a) Neither the Pacific nor Europeia will deliberately engage in recruitment from the other, nor from one another's protectorates which have been established by regional law and communicated to the other signatory. Owing to the status of the Pacific as a Feeder region, Europeia may send non specifically-targeted recruitment telegrams to newly arrived nations in the Pacific within 48 hours of the nation being founded or refounded. "Recruitment" is defined as the communication with a nation with the intent to encourage it to move regions.

8. Civil Rights

(a) Each signatory affirms its belief in cultivating a community environment where freedom of thought and expression, including the freedom of faith and of conscience, freedom to profess a religious or philosophical creed, and the right to freely express and disseminate opinions in any manner or medium, are affirmed. Notwithstanding the foregoing, freedom of thought and expression shall not be construed as providing any protection for speech or conduct that a reasonable person would infer is intended to offend, threaten or insult an individual or group on the basis of that individual's or group's sex, gender identity, sexual orientation, race, color, language, religion, or national or social origin.
(b) Each signatory affirms its belief in cultivating a community where there is equal protection and equal benefit of the law without discrimination on any ground including sex, gender identity, sexual orientation, race, color, language, religion, national or social origin, property, birth, status, or other immutable characteristics.

9. General Provisions

(a) This Treaty will come into force on the date of ratification by both Europeia and the Pacific as dictated by their respective governing procedures.
(b) Either Signatory reserves the right to exit this Treaty. The exiting Signatory must make reasonable efforts to notify the other as soon as possible and provide their reasoning for termination.
(c) This agreement may be amended by mutual agreement of both Signatories.
(d) Upon ratification, this treaty shall be the sole bilateral treaty between the Pacific and Europeia, superseding any prior written documents describing a relationship between the regions.

Statement on the Palatine Pact

The New Pacific Order is pleased to announce a Non-Aggression Pact with Lone Wolves United. Throughout a rather tumultuous period in factional gameplay, they have consistently proven themselves to be reasonable and communicative, even in the face of political and gameplay disagreement. We have been seeking to expand our sources of positive discourse outside of our own current sphere in order to ensure a healthy exchange of ideas and to decrease conflict driven solely by alignment, and we see this agreement, the Palatine Pact, as a strong step in this direction.

Preamble:

Sharing a desire for peace and prosperity between our two regions, Lone Wolves United, represented by the Khan and their chosen successors, and the New Pacific Order, represented by the Emperor and their chosen successors, hereby enter into this pact of non-aggression.

Article I: Mutual Recognition

(a) Lone Wolves United recognizes the New Pacific Order, as represented by the Emperor, their chosen successors, and their Senate, as the sole legitimate government of The Pacific and its founded territories.

(b) The New Pacific Order recognizes the leadership of Lone Wolves United and their chosen successors as the legitimate government of Lone Wolves United and its founded territories.

(c) Both regions agree to respect the other’s artistic and aesthetic preferences regarding the presentation of animals.

Article II: Military Agreements

(a) The signatories agree never to attack the home region of the other, nor any of their founded and maintained territories.

(b) The signatories will not undermine, destabilize or attempt to overthrow the government of the other, nor aid any third party in attempting to do so.

(c) Joint military operations may be arranged between the signatories should it be deemed beneficial to do so.

(d) In general, neither signatory will publicly censure the other for participation on an opposing side of an operation, nor will either signatory pressure the other for support of an operation against the policy or alignment of its military.

(e) The signatories will provide one another military assistance for delegacy transitions in their home regions when requested.

Article III: Intelligence Cooperation

(a) The signatories agree not to promote, encourage, authorize, or engage in espionage against the other.

(b) Should a signatory come into possession of information that may threaten the other's security, they will agree to share it. If the information obtained does not pose an immediate threat to the other but may be of interest to the other party, the signatories may share it if they see it appropriate to do so.

Article IV: Diplomatic Agreements

(a) Both parties agree to keep one another informed of their regional happenings.

(b) Each signatory will endeavor, where appropriate and possible, to discuss and collaborate on World Assembly votes, and will work towards mutual interests in the World Assembly when possible. Neither signatory will be forced to vote against their own interests.

Article V: General Provisions

(a) This pact will come into effect upon ratification by both parties according to their respective legal procedures.

(b) This pact may be amended by mutual agreement of both parties according to their respective legal procedures.

(c) Should a signatory see it necessary to withdraw from the Pact, they shall begin formal discussion with the other signatory with notice of the intent to withdraw. Should their decision remain unchanged at the end of a seven-day discussion period, this pact will be considered terminated.
