I would appreciate a review of my WIP, and am aware of the difficulties of running such a militarised state, which will be reflected in the IC! I am a bit stuck for economy and population currently, it's nearly 1am and my HOI 4 is crashing, any history outlines on how Burgundy came to be would be helpful and then I'll finish the app tomorrow, many thanks!!!!

I would still be happy to have you in the RP if you want to join some nation that is more friendly towards newcomers. Perhaps something like Chile or Thailand? National Issues: Young Democracy: The PRK is a very young state, and therefore, a very unstable state. Already the People’s Republic has had to contend with a coup attempt from the Kim Clique of communist army officials, and the democratic institutions seem to want to tear at the seams at any moment.

Sluggish Economy: Japanese exploitation, the Chosin Insurrection, and the failure of the Third Five-Year Plan has led to the stagnation of the economy of the People’s Republic. When things aren’t that good in the first place, that is a problem that will tend to stack on itself. What also tends to add to this issue is…

Aid-Reliant Military and Economy: Another economic complication, and a military one as well, is that it is heavily dependent on foreign aid. While the economy relies on goods and aid from the great powers, the military receives most of its gear from American factories. While the three governments of the PRK have tried to alleviate this situation, all of them have only made slight progress in this field, while Korea is still heavily reliant on the Great Powers.

Land Forces: The PROKA is the largest of the branches (as is to be expected) but is still not a quality army by any stretch of the imagination. Mainly using American bought equipment or Japanese equipment left behind after their surrender, the Army is not equipped for offensive operations should the need arise, besides the 2 armored battalions (those being the 3rd and 30th Armored Battalions) using ‘Easy Eight’ Shermans.

The remainder of the PROKA is divided into 3 corps and the ‘Capital Defense Command’. Each corp has 2 infantry divisions, further subdivided into 4 brigades, scattered around their deployment zones in the PRK. Finally is the Capital Defense Command, 7,500 soldiers charged with defending Seoul after the 1950 Coup d’etat attempt.

Air Force: A small branch due to lack of the money to pay for aircraft, the PROKAF consists of about 5,000 personnel and six squadrons of F-51D Mustangs. However, the Director of the Military has been looking to expand the Air Arm of the PROK Armed Forces.

Naval Forces: Similar to the PROKAF, the PROKN is rather small, consisting of 4 destroyers, two bought from the United States and two transferred as reparations from Japan, 12 corvettes, and numerous small river craft.

History:

1945-1947: The Provisional Governments

By the end of the Second World War, there were 2 governments vying for power in the Korean Peninsula: The ‘Provisional Government of the People’s Republic of Korea’ in Seoul, and the ‘Provisional Government of the Republic of Korea’ in Chongqing, China. On October 16, the heads of the two governments, Chairman Kim Gu of the PGROK and Chairman Lyuh Woon-hyung of the PGPRK, met in Seoul to discuss uniting the two governments in order to promote Korean unity. The result of these 2 days of talks were the ‘Coalition Government of the People’s Republic of Korea’, an alliance between the 2 governments to establish ‘A Free, Independent Korean Republic, not beset by radicalism on either side of the political spectrum.’

Most of 1946 and early 1947 would be spent on creating the Korean Constitution, establishing the People’s Republic of Korea as a unitary parliamentary republic, with a Prime Minister elected by the citizens of the People’s Republic, which would be done via the first-past-the-post voting system. It established the National Assembly of the People’s Republic of Korea as a unicameral legislature with 400 seats, 332 elected from constituents via FPTP and 68 from proportional representation (48 additional member system and 20 parallel voting). It also established the Supreme Court of the People’s Republic and the many Constitutional Courts, the highest being the Constitutional Court of the People’s Republic of Korea. The Constitution also guaranteed the individual rights of the average citizen, such as freedom of speech, freedom of assembly, etc.

On July 17, 1947, the ‘Constitution of the People’s Republic of Korea’ was promulgated, and the current government became a caretaker while the first election was organized. Political parties were organized in very short order afterwards. Going from left to right, we start with the People’s Party of Korea (PPK) under Lyuh Woon-hyung. Being on the moderate left of the political spectrum, the PPK was said to represent all Koreans, hoping to push for rapid equality in society, radical land reforms, and keeping the Korean Peninsula independent of geopolitical squabbles. Next is the Korean Democratic Party, formed by Chang Myon. A centrist political party, they have been calling for economic restructuring based on five-year economic growth plans, increasing the strength of democratic institutions, and a Pro-Western foreign policy platform. Finally, we have the Korean Independence Party, co-founded by Kim Gu and Syngman Rhee. Exposing Conservatism based on the ‘Three Principles of the Equality’, along with Korean nationalism and pacifism, they take up the right-wing of Korean politics.

1947-1951: The Woon-hyung Government and the Chosin Insurrection

The 1947 General Elections resulted in a victory for the PPK, taking 247 of the 400 seats. The first order was implementing the First Five-Year Plan, a plan devised by Director of Economy Ha Pilwon and Director of Finance Cho Man-sik. Focusing on industrialization via the use of state funds, the first iteration of the plan allowed for rapid expansion of the Korean economy and a growth in jobs and household incomes. Meanwhile, wealthy landlords in the countryside who were known collaborators with the Japanese were stripped of their lands, which were given to smaller groups of peasants to allow for small income generation.

The People’s Republic of Korea Armed Forces were founded in 1948, mainly to defend against any possible communist incursion from Manchuria. In order to pacify the more pacifistic side of his party, the PROK Armed Forces was started off as a small force of 70,000 soldiers and 2 armored battalions in the army, and 3 destroyers in the Navy. However, outside events would soon come to require the Army’s expansion.

With the defeat of the Chinese Communists in the Chinese Civil War, Chinese Communist soldiers began to flood into the Northern mountains of the People’s Republic, buffing up elements of the ‘Chosin Insurrection’ that has been underway since the end of the 1947 Elections. Kim-il Sung, a member of the outlawed Communist Party of Korea, entered the Armed Forces, and began gathering like minded individuals to complete the Socialist revolution in Korea.

This all culminated on June 15, 1950, when communist-leaning elements of the PROKA descended on the capital, hoping to take the National Assembly, the Presidential Palace, and the National Defense Headquarters. Meanwhile, up north, the now rebranded Korean People’s Army descended from the mountains in an open insurrection against the government.

While the KPA rapidly gained ground against the 1st Corps of the PROKA, Kim-il Sung’s coup attempt failed once the 3rd Armored Battalion and the 7th Infantry Regiment rolled into the city and stomped them out in short order. However, containing the KPA, full of veteran PLA soldiers, would take until early 1951. This, however, would be the downfall of Korea’s first government. With riots in Southern cities growing by the hour due to purging of suspected Communist sympathizers, along with resignations en masse, Lyuh Woon-hyung would resign, and elections were called for late 1951.

1951-1956 - The Chang Myon Government

The December 1951 General Elections saw a victory for the DPK, although it didn’t have an outright majority. Therefore, it formed a coalition government with the People’s Party of Korea, now led by Ho Hon. This would soon evolve into the current Left-Right coalition that governs the nation in 1960.

The Myon years were notable for Myon’s Five-Year Plan, notable strengthening of the Armed Forces, and geopolitical realignment towards the United States of America. Myon’s plan, while also continuing state investment, slashed corporate and middle class taxes in order to increase economic growth, loosened workplace regulations, and began limited investment in companies. However, the growth that would have happened was countered by the fact that North Korea was under need of reconstruction. This would begin Korea’s current economic stagnation.

The PROKAF was expanded massively during the Myon Government, going from around 100,000 personnel in 1951 to 427,000 in 1956. New equipment, such as Fletcher-class destroyers, F-51D Mustangs, M1 and M2 Carbines, and M4A3E8 tanks were purchased from the United States, while structural overhaul of the PROKA was undertaken in order to strengthen the quality of the Armed Forces.

Not much happened in the People’s Republic of Korea in the time between 1951 and 1955, but that worked against the DPK in early 1956. With the loosening of regulations on the workplace, it began angering workers in the industries, at which point the Korean Workers Federation, a massive group of trade unions, called for a general strike. The factories were shut down until election day.

1956-Present Day: Ho Hon Government

The PPK gained the most seats in the 1956 election, but once again, not enough to earn a majority. So, the PPK formed a coalition with the DPK once more, but this would have repercussions for the DPK. The party split in two, with Yun Posun taking the lead of the more right-leaning members in the National Assembly. However, the party didn’t fracture, fearing instability and a loss of seats at the next legislative elections.

The results of 1956 wouldn’t just lead to a split in one party. The KIP, which has always been the smallest of the three parties in the National Assembly (although gaining around 70-110 seats), fractured when Syngman Rhee left the KIP to found the Liberal Party, a far-right political party based on the ideological leanings of its founder, as well as corporatism.

Hon’s five-year plan (which was combined with a land reform bill) was the least successful out of them all, calling for nationalization of large farms to redistribute to lower-class farmers, increasing taxes on wealthy businessmen in order to plug the budget deficit from the Armed Forces expansion, reintroducing the old corporate regulations, cutting Armed Forces budgets, and continuing state investments in industries.

However, unlike his PPK predecessor, The PRK has been relatively stable in his tenure, with nothing shaking it up so far. With the Prime Minister looking to introduce education reform in the New Year, 1960 for Korea is looking to be all well and good, well, besides the mass poverty across the country, but we don’t talk about that. Both South America and the Middle East are interesting areas to join. South America offers broader freedom in shaping both domestic and foreign politics, while the Middle East grapples with Pan-Arab nationalism, Islamist revivalism, and the oil boom. :)

Afghanistan yes, but expect lingering guerilla resistance. It would not be a fully pacified region. Iraq, no, though you could have a puppet state established. Should I reserve it for you? :)

Germany and Persia could perhaps be allies.

Often at odds with the right-wing Republican president, Cold War fears are the only thing preventing total political stalemate. Oftentimes MacArthur finds it a battle to pass the legislation he seeks to enact, further compounding his predicament.

Land Forces:
The US Army is composed of around 970,000 personnel in both active and reserve service. These soldiers are split into 45 divisions (16 regular, 23 National Guard, and 6 reserve) and 17 separate brigades (6 regular, 7 National Guard, and 4 reserve). Included in these numbers is 6 tank divisions. In recent years, the Army has adopted a structure around the presumption that future conflicts will see the use of tactical nuclear weapons, leading to the employment of Pentomic units, under the idea that traditional units are vulnerable to nuclear strikes.

Air Force:
The US Air Force is composed of around 820,000 personnel in active and reserve service. In the Air Force's active and reserve inventory includes 3,200 strategic bombers, 2,200 interceptors, 1,200 fighter-bombers, and 3,000 transport or recon aircraft. The Air Force is the most powerful element of the US military and is crucial to gaining dominance on the battlefield. The Air Force maintains much of the US nuclear deterrent, which includes 18,638 nuclear bombs. Of these, the Air Force maintains 13 Atlas ICBMs that are not at constant readiness.

Naval Forces:
The US Navy is composed of around 620,000 personnel in active and reserve service. The Navy currently possesses 1 supercarrier, 28 aircraft carriers, 34 cruisers, 149 destroyers, 124 destroyer escorts, 99 attack submarines, 6 nuclear attack submarines, 1 cruise missile submarine, 1 nuclear ballistic missile submarine, and dozens of support ships.

The US Marines is composed of around 170,000 personnel who serve as America's primary naval landing forces. The marines operate a diverse set of equipment, including tanks or aircraft.

The US Coast Guard consists of around 50,000 personnel with 250 ships and over 2,000 small boats.

Other Military Information:
Maintaining the largest nuclear stockpile in the world, the US has oriented some of its forces away from conventional war and towards nuclear deterrence. While this may prove to be a mistake, the move has been championed by President MacArthur, who has promoted the use of nuclear weapons in conflict.

History:
Following its victory in the war in the Pacific, the United States continued to funnel aid to groups opposing Nazi Germany. Fearing another Nazi attack on Britain, or worse against the United States, then President Truman had authorized the use of nuclear weapons against Japan as a show of force. But after Germany obtained nuclear weapons of its own in 1949, a massive arms race erupted. Across the world, the US was forced to compete for dominance, leading to numerous interventions and other CIA operations. Across the globe the US obtained bases, including numerous in Britain to deter and protect against further Nazi aggression. Conducting dozens of nuclear tests each year, the US continued to build up its capability for mass destruction, spurring fears among the public. The same year in 1949 the US would found NATO together with a few other smaller nations, forming the first defensive alliance against German aggression.

As the US began to recover from the Pacific War into the 50's, former General MacArthur took the reins of the Presidency in 1953 after a blowout victory against Democrats. Taking a hardline stance against Nazi Germany, MacArthur pursued an aggressive foreign policy aimed at limiting Nazi influence across Africa, Asia, and South America. While sanctions and other pressure was successful at hindering some of the German economy, the President's plans did not go completely as planned. A strong anti-communist, President MacArthur cut aid to communist groups in the former Soviet Union, as well as Korea in one of his first acts in 1953, until quietly resuming the practice a few months later after intensive pressure.

But as a few years of calm went on, tensions toned down slightly, at least in the public eye. While still very much opposed to the Nazis, and very aware of the threat, American leaders would busy themselves with interventions in other places across the globe, including efforts to quell communism in Korea, influence politics in south Asia, and gain allies in Africa and the Middle East. But that lasted until Germany launched its first satellite in 1957. Despite being far behind Germany in the space race, the US would launch its first satellite months later, as intensive investment was put into the rocket and ICBM program. Recognizing the threat of German nuclear attack within a few short hours of launch, the US would begin to institute nuclear patrols over the Atlantic the same year. The US would have one ace up its sleeve. Following construction starting in 1949, the USS United States super carrier was completed, giving the US capability to launch large nuclear bombers from the Atlantic, without easy German attack.

As 1960 rolls around, the increasingly unpopular Republican party struggles to hold on as current Vice President Richard Nixon runs for president against Senator Kennedy. With nuclear fears at an all time high, the nation scrambles to prepare itself to deter the new threat and win the space race. Looking to end his term on a good note, now President MacArthur looks to reach a nuclear agreement with the Germans.

I could do that and yes please reserve Persia for me. I do have a significant Jewish population and I will not kill them off as Jewish and Persian history are interconnected. My invasion happened right after Germany invaded Poland so no conflict.

Reunifying the Siberian statelets under one banner would be the first step in reactivating this economic goal.
6] The Shadow State: The NKVD might have lost its full potential, power, and prestige, but it never disappeared. The shadow state seeks to go in directions of control that not even the height of Stalin could achieve. Yezhov was never confirmed to have died in the fall of Moscow, and rumor says the shadow has its tentacles in conflicts across Siberia. No matter who wins, they do.
