About the Bidder:
OOC
Squorn, the user behind SRS, has previously hosted IAC14 (as Belnegau), and was the principal co-host (together with Banija and Milchama) of the AOlympics Winter Festival held in conjunction with AOCAF Cup 66. He also, way back in the mid to late aughts, hosted two editions (6 and 19) of the Cherry Cup, the NSS precursor to the modern World Cup of Hockey.

The Confederacy of Squornshelan Remnant States is a large, diverse liberal democracy of eight member states, located in northern Atlantian Oceania. The SRS was a participant in WCoH 43 before missing the next two editions and then returning for WCoH 46.

Schedule
Scorination will take place at roughly 2300 EST (0400 UTC) on alternating days. Due to personal schedule constraints, I will be unable to start the tournament until December 12th. (this was the main reason I initially did not submit a bid) With this start date in mind, the general scheduling objective would be to complete the group stage prior to Christmas, have a 2-3 day break for the holiday, and then begin the knockout rounds to finish the tournament around New Year’s.

Scorination
All results will be generated in xkoranate using the SQIS formula as edited by Kelssek for HCL 15, and additive style mods. All SRS results will be scorinated by third parties. RP bonus will be cumulative and weighted such that an unranked nation receiving maximum RP bonus at every cutoff would achieve maximum starting rank by the end of the tournament. (i.e. in a tournament with 8 total cutoff windows and a maximum skill of 16, each window’s maximum RP bonus would be equivalent to 2 skill points) In addition, a roster bonus will be available equal to up to one full window’s worth of RP bonus, and non-rostering nations will receive a penalty equal to half their rank.

Scoring and Tiebreakers
IIHF-style 3-2-1-0 scoring will be used (three points for a regulation win, two points for an overtime or shootout win, one point for an overtime or shootout loss, zero points for a regulation loss).
Tiebreakers will follow a hybrid IIHF/NHL approach as follows:

1. Head to head points
2. Head to head goal difference
3. Regulation wins
4. Regulation and Overtime wins
5. Total wins
6. Overall goal difference
7. Drawing of lots (scorinating a single unranked game).

Format
Possible format options depending on final signup numbers:
40 teams in 5 groups of 8, top 3 from each group plus the best fourth place team advancing
42 teams in 7 groups of 6, top 2 in each group plus the 2 best third place teams advancing
48 teams in 8 groups of 6, top 4 from each group advancing
In the event that the chosen format does not accommodate all signups, puppets will be excluded first, then mains, according to signup order.
(I favor larger groups at the WCoH, both in the interest of verisimilitude, and to give the users who are eliminated in the first round a chance to play more than a couple of games. I also like to avoid byes when possible, hence the preference for even numbers.)

We have 25 members. One user - Srednjaci - is currently a Ceased-To-Exist, while two - Ranoria and Sarzonia - have indicated their retirement from the competition for the foreseeable future. I have also been maintaining regular communication with Siovanija and Teusland, my technical predecessor, and while he is in plans to return to the NSS under full capacity, but not until after the New Year. Chromatika/Le Choix, a regular to the competition, has not signed up so far. As Federation President I will also stay out of voting for the time being, unless a tiebreaker is required.

So that leaves us with 19 active members who have signed up for the competition. With that in mind, the voting will close when one option reaches 8 votes, or Monday, 5th of December, at 02h UTC. For those in North America, this means 21h this Sunday.

1. Right now we are at 51 nations signed up, including a sudden surge of around 10 nations signing up over this week, but only three puppets. I admit, it is not something that I had expected either even with us all inching closer to the World Juniors each and every passing day. What would be possible format options should the number of signups go into mid or high-fifties?
2. What time of the year will said tournament be ICly held, should SRS be awarded the hosting rights for the competition?

1) The next preferred formats would be:
54 nations in 9 Groups of 6
56 nations in 7 Groups of 8
60 nations in 10 groups of 6
in each of these formats, 32 nations would advance to knockout rounds

2) I had intended to remain vague on that point to allow users to choose whether this takes place before or after their domestic seasons, or during a mid-season break. In the SRS though, it will be mid to late spring. Access to certain arenas would be logistically difficult IC were the tournament to be held in winter.
