Admittedly, Article 19 is very loosely overseen. I think they'd probably have him killed before he thought of defecting. But yes, sounds interesting. I think, if he brought attention to it, we could trigger that war. He gets info to an ambassador and Article 19 gets wind of it. The WA gets blown up, senior figures assassinated, fingers get pointed, boom.
