The Hannasean Federation, sometimes known as the Guild Federation or just as Hannasea, is a medium sized nation in the Esportivan Alps, located in the northeast of the main Esportivan continent. A beautiful and largely unspoiled nation with crystal lakes shimmering amid snow-capped mountains and white sand beaches along the protected Coral Coast, Hannasea is prosperous and enjoys a high standard living. Essentially neutral and pacifist, though it has recently joined the Esportivan Union and the Hannasean Chair Force does occasionally drop Tactical Muffin Baskets to disperse Thoughts And Prayers in conflict zones. Hannasea's main languages are English and French, although it has a small Breton speaking population of Gouvanarchais in the northwest. A majority of Hannaseans reported themselves as having no religion at the latest census, after which Judaism is the most common religion; the nation is secular, but some Jewish holidays are recognised. While field hockey is the most popular sport, basketball has been rising in popularity, overtaking rugby to become the leading winter sport. Alpine skiing is also popular; hateball (soccer) is not.

Format

By electing me host you'd be giving me prerogative over the final format, but a provisional format is:

First stage, single round robin group stage, with all games taking place in Hannasea. As with past tournaments hosted by the Guild Federation, each group will be linked to a specific Guild who will sponsor the associated games.

Second stage, single elimination bracket. Round of 16 on current numbers, Round of 24 if we pass 48 signups.

Puppets may be included, but will be excluded in order to make numbers work better with priority to main nations. Puppets less likely to contribute to a positive experience for participants will be the first excluded regardless of the order of signups.

Scorination

Vanilla xkoranate basketball formula. Ranks will be used, no roster penalty. I will probably allow about 20 total RP bonus for the tournament, equal to non-RPing top 8 in the world vs. unranked nation earning top RP bonus. Scorination will be every 48 hours given the relatively short format of the tournament. I will find third party for the games involving me and my puppet.

Experience

I have hosted 2 previous IBCs (13, as Dark Star Republic; 30, as Græntfjall). Hannasea has hosted a World Cup of Hockey, Campianato Esportiva, and an International Baseball Slam.

With the proposed format I had a couple of questions: So let's say we have 40 nations (incl. 3 puppets). Should we expect 8 groups of 5 teams? Or would it be 4 groups of 10 teams?

Will there be any classification rounds? I assume not, which is perfectly fine, but just making sure.

Probably 8 groups of 5. After that 7 groups of 6, or 9 groups of 5 (this would necessitate a Round of 24). My ideal is obviously 8 groups of 6, but it remains to be seen how many signups we get.

I first and foremost trust the host and think this will be a well-run tournament. Is there a particular justification for an abbreviated format? I worry with 8 groups of 5, four games just isn't enough time to let the cream rise to the top.

Competing with the WC and CoH, and with some other tournaments potentially opening soon, I felt like a shorter, punchier format might be a welcome break. I'm a fan of bid formats alternating a little, and the last IBC was a two-stage affair (which I enjoyed, and which was very well hosted) but I thought I'd do something different here. My other thought was a shorter tournament allows for more impactful upsets: the more stages and games, the more upsets tend to be smoothed out.

(I'll ask TJUN-ia to handle the voting, with my president hat on: I'm willing to extend the bid deadline if anyone is thinking about bidding as I'd rather a competitive vote if possible.)
