Peace, Stability, and Tranquility
The Community of Terran States is a global organization formed in the aftermath of the Western Entente - Najaf Compact War. Based in Constitution City, Olpen, the Community of Terran States, also called the CTS or the Terran States, has 3 branches. These branches are the Congress, the Security Council, and the Global Tribunal, which together run the CTS and attempt to bring about peace, stability, and tranquility.
Congress is arguably the most important branch. Made of every member nation in the CTS, it has broad, overarching powers. These include the ability to condemn nations for violations of civil rights, warmongering, or causing chaos or death on the globe, or commending nations for making peace, being open and free, or positively affecting the globe. They can also change the permanent membership of the Security Council, amend the Charter, launch sanctions, and create non-binding resolutions, as well as launch aid packages to underdeveloped or recovering nations.
The Security Council is a group of responsible nations charged with executing peacekeeping operations around Terra in order to protect civilian lives. The Security Council, or SecCoun, is made of Olpen, Janpia, Marajarbia, Guadolupor, Armenia and Wallowis. When the Charter is written, these represent the alliances of the Scezonia Pact, the Kalisight Treaty Organization, the United Alliance of Defense and Cooperation (as well as non-aligned states), the International Freedom Coalition, the International Humanitarian Coalition, and the Cylis Treaty and Arbitration Organization. This roster ensures representation for all major factions. The Security Council must approve sanctions packages, but also must lead the Armed Humanitarians. To pass, all SecCoun members must approve a resolution.
The Armed Humanitarians is the peacekeeping wing of the Terran States. They are to be deployed to war zones to escort civilians out of battlegrounds and deliver crucial food and medical supplies to desolate civilians. They are staffed by donated troops from around the CTS. However, to insure they do not become a belligerent force, only soldiers, light vehicles, and guns may be donated.
The Global Tribunal is the international criminal court that the Terran States wishes to form. It is made of 3 of the SecCoun members, who, for each case, will be elected among the Security Council. Any war criminals or those who commit violations of international laws, as per the Rome Statute, can be handed over to the GlobTrib. A verdict and sentence shall be handed to the criminal, and they shall serve it in a neutral location of the GlobTrib's choosing.
The Community of Terran States shall be a fully neutral organization. It can not eject members, and it cannot involve itself in political affairs. The CTS is solely meant to keep the peace between nations while not intervening in domestic policies. It is not a military or economic organization as it does not order nations to defend one another or cooperate in trade.
