[DEFEATED] Repeal "Drug Decriminalization Act"

Postby Excidium Planetis » Sat Sep 10, 2022 10:25 am

Repeal "Drug Decriminalization Act"
Category: Repeal || Resolution: GAR #577 || Proposed by: Excidium Planetis

Description:

The Assembly of Worlds,

Believing in the value in reducing or eliminating penalties for simple drug possession, and the dedication of this Assembly to protecting the rights of the oppressed,

Arguing that nevertheless, GA#577 "Drug Decriminalization Act" does not actually even do that, as its wording allows nations to easily circumvent its mandates, for example by considering even a small quantity of a given substance to be "for monetary gain" or by considering simple possession to be with malice, that is recklessness or intent, and therefore subject to potentially severe criminal penalties,

Stating that such resolutions as GA#577 are, furthermore, not matters of international law, and exist solely to exert the WA's influence on member nations without regard for their individual situations, often by introducing broad, one-size-fits-none legislation that handles the issue without any of the care that national law does,

Encouraging the members of this Assembly to think carefully about the legislation they choose to enact in the future and whether the World Assembly is really the best level of government to address the topic,

Destroys "Drug Decriminalization Act"

Adelia removes the recipe for her favorite pizza from the third draft.

Adelia's printer deposits a second draft all over the floor of the drafting room.

Stating that a significantly more beneficial use of this Assembly's time would be the educational publication of the proper ingredients for Neapolitan pie, otherwise known as "pizza":
  • Dough prepared with high-gluten flour
  • Tomato sauce
  • Mozzarella cheese. Including some in the crust as well is preferred
  • Bacon from a nation whose name can not be mentioned in this proposal
  • Hawaiian pineapple

Encouraging the members of this Assembly to think carefully about the legislation they choose to enact in the future and whether it is really strictly necessary for this body to address,

Destroys "Drug Decriminalization Act"

Adelia Meritt displays her latest draft on the screen, however, she provides no stuttering explanation of why she may, possibly, have felt the proposal was necessary, instead focusing on her furious writing of a second, related but also unrelated, proposal.

Alexander Smith, Tinhamptonian Delegate-Ambassador to the World Assembly: Tinhampton's position on the WA-imposed legalisation or decriminalisation of drugs remains the same as it was in May 2020: you may do so in your own country, based upon the attitudes of your own population, but it is not appropriate for the World Assembly to decide every member state's position on this issue by itself. In that regards, we have always been supportive of repealing the Drug Decriminalization Act.

We only support repeals of resolutions not doing their job well enough if there is a better replacement drafted and ready to go at the time the repeal proposal goes to vote.

OOC. Given the original authors are still active, I think it's probable they will be willing to provide a replacement relatively rapidly. There would, therefore, be little to fear.

I'm posting to get my opposition to the Stating clause on the record. I don't think a repeal with that sentiment is right here.
