A great update, and I am excited for the theme change which I think is a good fit.

Balder and Lazarus are near the passage of the Treaty of Alfheim, an agreement between our two sinker regions advance the mutual interests and security of our sovereign regions. This treaty if passed marks the improvement of relations between Balder and Lazarus, and of a strong and lasting friendship between our two regions likely well into the future. This treaty has been passed in Lazarus, and awaits final approval in Balder, though if approved we can hope for promising future contacts and cultural exchanges between our two regions.

It is my pleasure to announce this treaty has been signed by the Balder Crown and is now in effect. I hope this strengthening of bonds between our two sinker regions will continue to grow into the future.

After about six months of no formal relations, Lazarus and The League and moved to re-open our on-site embassy. We had previously had forum and game-side embassies for some time, which were closed to due increased hostility between The League and Osiris, a then-treaty ally of Lazarus.

In the time since, Osiris' conduct in inter-regional affairs eventually led to a deterioration of its reputation and the repeal of its treaty with Lazarus. With this in mind and some further time having passed since those events transpired, the governments of Lazarus and The League have decided to re-initiate our formal relationship, starting with the re-opening of on-site and forumside embassies as well as the re-exchange of ambassadors.

We look forward to the renewed relationship between our regions and hope to see our communities both benefit from it.

We had relations with The League for roughly a year before we ended relations with them due to obligations to Osiris, so the "bringing together" as you call it happened a long time ago and resurfaced with the end of those obligations to Osiris.

Though our position remains the same as far as keeping off Osiris' lawn and leaving them be.

Flag changes in Lazarus

Lazarus has recently decided to adopt a new flag related to the Greek styled theme that was recently adopted. The regional flag competition came down to two entries by McChimp and New Rogernomics, with the entries by McChimp winning over the straw poll voters.

First Citizen (PM) Ellenburg ends their term

It has been an interesting term for First Citizen (PM) Ellenburg, with the change to the regional theme, the end of relations with Osiris over irrevocable differences, as well as the passage of new regional treaties with Balder and The East Pacific.

Elections to be held in Lazarus

Elections begin on the 16th of October to select a First Citizen (PM) of Lazarus. So far the current First Citizen, Ellenburg may be willing to run again, though other candidates may present themselves as the nominating period begins. Good luck to any prospective candidates for the position, as whoever wins will have a lot of work on their hands.

Constitutional changes in Lazarus

There were two amendments to the mandate recently, the Prime Minister Powers and Responsibilities Amendment and Government Officials Activity Requirement Amendment. The first amendment clarified the powers of the First Citizen (PM) over their cabinet, while the second instituted an activity requirement for government officials so that inactive government officials could be removed from office by the Epistates of the Ekklesia (Assembly Speaker).

First speech as First Citizen: New Rogernomics

Thank you for electing me as First Citizen or Prime Minister.

I would also like to thank the outgoing First Citizen, Ellenburg, for his efforts in his own term in dealing with some difficult foreign policy issues, and of course for allowing me to be Foreign Minister of Lazarus during his term. I will be pursuing my own efforts with game created regions and user created regions as well.

Lazarus has plenty of challenges ahead, the first thing is that it has struggled to establish a culture identity post-Celestial Union, and even during the Celestial Union it still lacked something, whether that was role playing or some real direction. So that is where my efforts will be heavily focused. I plan to establish a regional cultural identity and push out wiki articles and lore on a regular basis.

As First Citizen, I plan to start a Question Time session, ideally next week, where I can answer questions via voice and text chat. This will become a recurring event in my term, as I'll be doing at least two Question Time sessions a month. This is now a poll on both our discord server and the Lazarus regional message board. My cabinet will be announced by the end of next week, assuming that I find the ideal candidates by then to take on what is going to be some rather difficult work.

Though, the on-going issues remain, such as where will Lazarus be placed in R/D? Should Lazarus throw off neutrality, or keep it? This will be one of the issues that I might bring up in a Question Time session. I will of course be posting speeches to the forum and discord, and perhaps even recording a few if time permits. It will be important for me to get an idea of what direction we want to take as a region before I push ahead with any major changes to how Lazarus does things.

As far as my plans for our participation in the World Assembly, I'll be writing a full dispatch on how my administration intends to organize our region's participation in the World Assembly. Though the summary of that effort will be the establishment of a system where residents can TG me or the Minister in charge of World Assembly affairs, how they think Lazarus should vote on a specific WA proposal.

I kept this short, as this weekend I'll be putting together my wider timetable for my time in office and putting together dispatches.

Second Annual LazAnarchy

Lazarus will be having a major in-game event called the Second Annual LazAnarchy, playing off the name of LazAnarchy that popped during Imki's overthrow of the last regime. This event will involve residents of Lazarus sending TGs to suggest who gets purged from the region, and then going to a RMB poll vote every 48 hours. The top 5 suggestions will go to vote, and the highest three will be purged. The leaderboard in the Second Annual LazAnarchy dispatch will show the hits taken and given by each faction. Hopefully this will be an interesting event that gets Lazarus out of its activity slump. Obviously, no actual ejections, unless someone wants to be. Major discord server and forum changes

Lazarus has made a shift in how it organizes the government ministries, embassies, and citizenship applications, which will now all take place on the Lazarene discord server. This is part of the effort to increase the speed in which the bureaucratic wheels turn and make the region a whole lot easier to manage. Government ministries will discuss and organize on the discord server, and foreign regions that have an embassy with us will have their own channel on our server. Citizenship applications being slow has been a constant issue, which could now be resolved through the new policy of allowing applications on the discord server. The Lazarene forum now will purely perform legislative, archival, and role-playing functions, so no applications (that aren't just simple masking requests) and embassies will exist on the forum from this point on. First Citizen (PM) Ellenburg ends his term

Ellenburg ended his term as First Citizen (PM) having decided to not stand for re-election. His term ended on a high note of having achieved what he set out to do in his platform, and he now returns to private life as a citizen of Lazarus.

Elections began on the 16th of February to select a First Citizen (PM) of Lazarus. First Citizen, Ellenburg did not stand for re-election. New Rogernomics was elected as the new First Citizen (PM) with 100% of the vote and no abstentions.

First Citizen (PM) Question Time

First Citizen (PM) New Rogernomics has been running a regular parliamentary question time on Saturday at 9 PM (EST) / 2:00 AM (UTC/GMT). This initative on the Lazarene discord server which started off rather slowly, now seems to now be picking up in participation. Unfortunately, the last question time had difficulties with the craig bot and stage. Next time there will be some music running in the background during the question time to resolve that issue, as pausing speaking caused the craig bot to stop recording and delete it. If you want to join the question time and ask questions or just listen, foreign dignitaries and visitors are also welcome.

The Lazarene Gazette merges with Foreign Affairs ministry

The Lazarene Gazette has had a great run through the years, though the lack of private support for the Lazarene Gazette has forced it to shut its doors and be taken over as a supplement to the Lazarus regional update. Doubling up on a regional update and a regional newspaper caused issues for most administrations, as if private citizens did not step up and contribute articles it fell to one or two people to publish the newspaper, which led to it being published rarely or having few articles. As a supplement to the regional update, it is hoped that the Lazarene Gazette can have a new life, as staff from the foreign affairs ministry and internal affairs ministry can contribute to articles. Private citizens will continue to be allowed to contribute articles to the Lazarene Gazette, which will be advertised before the next issue, though it will have added government oversight and support. The political neutrality of The Lazarene Gazette of course will not be interfered with, as it is the voice of private citizens on their government and region. Articles will be assumed, as usual, to not be the official opinion of the government but private citizens.

Diplomatic Response to Recent Events

Lazarus has been watching the developments of the last week closely. This is our response to the unseating of Chipoli.

Not only is The North Pacific a long-standing ally of Lazarus, it is a sister region to us. Writing cannot do justice to the familiarity Lazarus feels for all free GCRs. What we have witnessed in recent days is a violation of GCR sovereignty too grave to be ignored. The Brotherhood of Malice and The Communist Bloc have proven their contempt for feeder and sinker alike. Their rhetoric is filled with hostility towards us, and condemnation alone cannot express our disgust for their actions.

From now on, the cabinet of Lazarus will oppose all security council proposals facilitating the operations of these regions, and we will support proposals frustrating their operations. Likewise, we will recommend that our delegate votes against all proposals rewarding members of userite organisations and that he supports efforts to remove any honours previously bestowed to them by the security council. We have also started to review the legislation regulating our own armed forces.
