Given ULIBOR's goals I don't really know if "neutrality" is possible for them. Whether neutrality is apathy towards world affairs and the refusal to participate in conflicts or simply a refusal to align with any major power bloc (in this case, GCN or the anti-GCN alliance), I don't think ULIBOR meets the requirements. The ULIBOR risks becoming a major power bloc of its own in the wars against slavery and rogues, and while that would be something I welcome it would also get rid of the "neutral" alignment entirely.
