A resolution to recognize outstanding contribution by a nation or region.

THE SECURITY COUNCIL:

COGNIZANT that, although thousands of nations have competed in the past 89 editions of the World Cup (the multiverse's oldest and greatest football competition), few get to reach football's pinnacle, and even fewer do so as rapidly and effectively as [nation=Nephara], known prior to the 69th World Cup as New Sideburn;

IMPRESSED by what the Cormorants, as Nephara's national football team has always been affectionately known, have achieved with their renowned brand of pace-focused, physical and pressing-oriented football, most notably being:

one of only four nations to win the much-coveted "Triple Crown" of World Cup Committee (WCC)-run tournaments: the 51st Baptism of Fire, the 61st Cup of Harmony, and ultimately the 74th and 87th World Cups;
winners of Rushmore's regional football tournament, the Copa Rushmori, four times (including on each of the past three occasions), more than any other nation except Pasarga (4) and Polar Islandstates (5); and
able to boast of winning five Campionati Esportiva (Esportiva's regional football tournament) - a figure matched only by their old colony of Brenecia, which also won the 80th World Cup;

RECOGNISING the Nepharan football league pyramid as one of the most organised, well-documented, and renowned such systems in the world, as well as one which has historically proven itself successful on the international stage; its clubs won two Champions' Cups, three Globe Cups, and a Youth Cup when those competitions were still run by the UICA (not to mention AFC Treason's youth team winning the Rising Stars Cup in the modern IFCF era twice, including a famous 0-0 win on away goals in the inaugural final);

APPRECIATING the international outreach efforts of Nephara's football association: both in helping to educate new or otherwise confused FAs about how to set up, maintain, and present their own national football leagues; as well as in organising an exchange where clubs in all football-playing nations can buy and sell players (at a sensible price, of course);

AWARE that, like all great sporting nations, Nepharan influence and values stretch far beyond the trophy cabinet; for example:

Markus Rensenbrink has put in major commitment to serve in the two greatest roles of responsibility in international football, firstly as Vice-President and then, for one cycle, President of the WCC;
The late, great Gethin Ramsey - whose daughter Triffid now manages the Cormorants - not only won the Baptism of Fire with his homeland but also led three countries (Nephara, Cosumar and the Licentian Isles) to the World Cup proper, the only manager in history to do so;
The nation also overcame a lack of dedicated rugby stadia, plus flooding that devastated the city of Brinemouth and brought significant political tensions, to solely host the 13th Rugby League World Cup and its 40 participants;
Nepharim sports publication KarlingSport oversaw the announcement of the list of Galacticos, a totally non-arbitrary list of the multiverse's best and brightest footballers in any given season, for five cycles of international football (the last two UICA and first three IFCF cycles), before compatriots and energy drink bottlers First Wind took over in time for IFCF 4; and
The work of the Herald (previously called the Brinemouth Herald) must also be applauded for bringing the Cormorants to the attention of the wider world through a skilful journalistic combination of match reports, expert post-mortem analysis, and even the occasional dedicated article about Nepharan politics;

EMPHASISING the significance of Nephara's work during April 2017's nuclear apocalypse in helping the International Geese Brigades (IGB) become the world's third-most successful faction (and the only top-ten faction not to have been irradiated at all), especially considering their position as the IGB's Morale Officer and their participation in the final attack that brought the IGB's rank from eighth to third; and

BELIEVING that the international sporting community has never quite had it so good in large part thanks to the influence of Nephara - consistent, timely, occasionally sharp but never unappreciated:

Commend Cassadaigua

THE SECURITY COUNCIL:

INTRODUCING Cassadaigua as the only nation to have won all of the following five major single-sport competitions:

the football World Cup (WC) at its 50th and 51st editions;
the World Baseball Classic (WBC) at its 14th, 16th, 19th and 50th editions;
the gridiron World Bowl at its 8th, 22nd and 40th editions;
the International Basketball Championships (IBC) at their 13th edition; and
the World Cup of Hockey (i.e. ice hockey) at its 11th and 39th editions;

RECALLING that, while neither the first or the last to have done so, Cassadaigua remains one of the most successful nations to have fielded all-female teams in international competition (most notably their seven victorious squads in the WC, WBC and IBC); especially given its excellent yet ongoing progress towards achieving gender equality in a matriarchal framework, which has been spurred largely by a long-running non-violent movement known as Male Equality Now;

AWARE that many of Cassadaigua's iconic sportswomen continue to inspire women and girls everywhere to this day, including but by no means limited to:

Courtney Ferguson, who captained the Cassadagan football team from their debut in 30th Baptism of Fire until their group stage exit at the 45th WC - delivering leadership without which Cassadaigua may well have been a nondescript and much-forgotten sporting nation - before serving as Nethertopia's assistant manager as they came third at the 51st WC;
Jessica Schanke, a quietly confident player whose winning goal in the final of the 51st WC consolidated her reputation as perhaps Cassadaigua's best striker in their early years of success;
Rachel Schanke, Jessica's granddaughter, who has captained the national football team since the 86th WC - where she scored three in their epic semifinal defeat to Nephara - and remains one of Cassadaigua's most prolific players of recent times;
Hannah Ranucci, who started for Cassadaigua after its return from a years-long absence from football at the 78th WC, took over the captaincy before the start of the 81st and remained dangerous in front of goal until her retirement after the 84th WC; and
Stacie Houston, who not only won the 7th series of the NSSCRA (the multiverse's leading stock car racing championship), but also established an eponymous Foundation which seeks to provide essential and targeted support for people with disabilities of all ages;

APPLAUDING the tireless work not only of the Concord Heights Times' journalists (Chelsea Dufresne foremost among them in recent years) but also, on many occasions, the blogs of many Cassadagan sportspeople themselves for helping to deliver to the multiverse unabashedly opinionated yet highly informative tales of Cassadaigua's triumphs, tragedies, successes and failures since time immemorial;

RECOGNISING that Cassadaigua has successfully organised many enjoyable and well-run sporting events, most prominently:

an astonishing six WBCs - second only to Newmanistan - with almost no outside help whatsoever: the 18th, 26th, 40th, 43rd, 45th and 50th;
four WCs: the 54th (co-hosted with The Babbage Islands), 67th (with Equestrian States, now known as Equestria), 84th (with the Commonwealth of Baker Park) and 88th (with Chromatika);
three Cups of Harmony, for the best football teams to have missed out on the WC: the 57th, 73rd (both co-hosted with Equestria) and 79th (with Northwest Kalactin); as well as
hosting and helping interested nations sign up for the 9th Volleyball World Expo by themselves in 2020 - a tournament which had not been held in three years but which is now consistently being run for the first time since 2011-12;

NOTING that dedicated and reliable Cassadagan administrators have also served as:

World Cup Committee Vice-President from the 55th to the 57th and then from the 61st to the 63rd WCs; where they oversaw host votes involving bids from the Presidents' home countries in each term, thus helping to prevent conflicts of interest that could have damaged trust in the Committee; and then
WBC Council President from the 44th to the 46th and then from the 50th to the 52nd WBCs; where they distributed WBC signup forms, organised host votes, oversaw the induction of nations into the WBC's Council and Hall of Fame, and established an official World Baseball Classic mission for continuity purposes; and

OBSERVING that the multidisciplinary excellence of Cassadaigua, although matched by few (if any) in the sporting world, is respected by almost all nations which are aware of their contributions to international sports, and should similarly be appreciated by this august body:

Believing that resolute servant leadership is a a hallmark of tremendous dedication to the improvement of international communities and that Mount Seymour is one of only a few nations that have dedicated a tremendous amount of time and work towards that leadership;

Ascertaining that Mount Seymour’s leadership credentials can be traced to their service to defending through innovation as exemplified through their creation of Solidarity, an interregional army whose primary focus was on assisting native communities with rebuilding their regions such as their assistance of Asiana and Coalition of Sovereign Nations;

Appraising that among the first evidence of their leadership of a regional community comes from their satellite nation Somyrion, through which they mentored The Free Nations Region in the drafting of their second Constitution and served that region as Chief Justice from December 2016 to January 2017, training the next generation of Justices and leaders to preside there;

Admiring their service to Lazarus through their satellite nation, Aumelodia, which provided political leadership to that community during the Celestial Union Government through their service as Celestial Being, or head of state, of that Government, their revival of the Lazarene Celestial Armada which doubled the active force of that army, and their resistance to the coup of Funkadelia after that nation overthrew the Celestial Union and inaugurated the Lazarene Khanate;

Acclaiming Mount Seymour’s rich and varied work in Forest, a region commended by SC #219, where they:

Led the nations of that august region as Forest Keeper, a role wherein they improved the standing of the region on the world stage by fostering relationships with diverse regions like The South Pacific and The Rejected Realms, relationships that brought the region out of isolation and to wider prominence throughout the multiverse,
Assisted in preserving the stability of Forest after its founder, Errinundera, ceased to exist, being the maintainer of key pillars of the regional community such as Forest’s Constitution and regional communications platforms, and
Organized and participated in the Forest Photo Contest, an event which has attracted dozens of submissions from photographers across the multiverse in a celebration of the natural world over its last four editions;

Applauding their contributions to The South Pacific via their satellite nation Aumeltopia, where they:

Created the South Pacific Special Forces Reserve (now known as The Tidal Force) during their 2018 tenure as Minister of Military Affairs, a fighting body notable for its ability to attract and train nations with little military experience and include them in the efforts of regular forces, and
Served as Delegate from August 2019 to August 2020, where they enhanced regional security by introducing and regularly hosting Endorsement Day events, created the new Office of World Assembly Legislation (OWL), and fostered a culture of regular communication between the gameside community and the regional government;

Lauding Mount Seymour’s work in the field of graphic design and regional artwork through the creation of the regional flags of Forest and The Union of Democratic States and their contributions to the current graphics packages of both the South Pacific and the interregional newswire NationStates Today;

Extolling their often overlooked work within the World Assembly, authoring the following resolutions:

Repeal: “Liberate Kingdom of Ireland”, an effort to fully restore to native control a region which had fallen to the raider menace and was subsequently liberated, and
Condemn Auphelia, an effort to condemn a nation charged with commandeering diplomatic channels for grossly improper purposes, disrespecting many thousands of nations across the multiverse, and perpetrating a myriad of human rights abuses, including torture, on its own citizens;

Hailing Mount Seymour’s foresight in bringing awareness to the issue of illegal logging by national timber woodchipping industries, sharing Dossier #640: “A Clear-Cut Conundrum” with the multiverse; and

Aspiring then to climb the proverbial mountain that this truly awe-inspiring nation has built by emulating their example of servant leadership,

Believing the building and strengthening of regional communities to be commendable, and introducing Elegarth as a nation that has not only dedicated their time for such in two major regions, but has also contributed in other notable interregional acts;

Recognizing Elegarth's long-term service in the West Pacific (TWP), where they were entrusted with the protection of the region as a Guardian of the West and faithfully served in the position from May to November 2015 and September 2016 to July 2017;

Celebrating Elegarth’s contributions to the restoration of the native government of TWP when rogue Delegate United RussoAsia willingly gave control of the region to the invader group DEN and allowed this organization to suppress and banject natives, as Elegarth led a resistance of residents and fellow Guardians while also reaching the second most endorsements before being banished from the region, taking a toll on United RussoAsia's influence and allowing long-term resident Mediobogdum to retake the Delegacy soon after;

Lauding Elegarth's role in leading TWP after Mediobogdum's transitional delegacy by serving as Delegate from November 2015 to September 2016, during which they created the Code of Conduct that outlines the rules for a healthy community, and contributed to regional culture by developing the weekly Punday Monday event, promoting creative wordplay and jokes as a source of activity and entertainment;

Impressed by Elegarth's extraordinary ability to improve foreign relations by authoring several treaties during their Delegacy, including but not limited to the re-ratification of the TWP-Equilism Treaty, strengthening the original version signed in 2013 and furthering the signatories' long-term friendship; and the Treaty of Friendship between Europeia and TWP, which created a robust relationship and laid the basis for cultural events and exchanges that occur to this day;

Believing that The Seeker of Power played an instrumental role in the Pacific's recovery via restarting its foreign affairs as Legatus, in which they revamped the region's diplomatic corps membership and rebuilt the Pacific's relations across the multiverse, with examples of such relations being:

the Better Together treaty with TWP, which encouraged the co-hosting of interregional events such as the Burning Marsupial festival with TWP and Karma; and
the restoration of embassies with the North Pacific, the South Pacific, and Europeia, including non-aggression pacts with the latter two as a sign of stepping forward past regional grievances;

Extolling The Seeker of Power's work as Consul of the Pacific, a position held since October 2019 as second-in-command to the Emperor (Delegate), in which they continuously ensure regional safety by having the second highest amount of regional endorsements for two years running, oversee discussions in the Pacific Senate to ensure government progress, and advance diplomacy with the current Legatus (and commended nation) Xoriet through emphasizing cultural interactions and maintaining venues for important discussions with treatied allies;

Lionizing Elegarth's contributions to the international artwork community by being one of the few traders to complete a set of legendary rarity artwork from both the first and second editions, and by aiding in the development of the Pacific's regional artwork program through training other nations like Vylixan to maintain the program's activity;

Praising Elegarth's work in spreading awareness about autism throughout the multiverse through the creation of the well-received NationStates' Autism Acceptance and Education Week campaign during the month of April, as well as helping run regional events like TWP's Autism Awareness Month in 2020, which featured a question and answer event on the Regional Message Board to break misconceptions about the theme; and

Recognizing that NationStates is home to a wealth of heroes, villains, and influential figures scattered across its vast plane of existence;

Understanding that the achievements of many remarkable nations, regions, and communities throughout the multiverse remain unrecognized by this council;

Highlighting, in the pursuit of a more diverse future, several resolutions that have previously succeeded in expanding the horizons of the Security Council:

Warzone Leadership: [resolution=SC#87]Commend Warzone Codger[/resolution], a resolution highlighting incredible work done in leading, building, and legitimizing the famously unstable warzone regions.
Record-keeping: Commend Common Territories, a commendation of the nation’s exemplary records of national history, management, industry, and alliances.
Artwork Aggregation: Condemn Koem Kab, a denunciation directed at a nation known for its disgustingly inordinate collection of international artwork and grand, year-long manipulation of the artwork market.
Statistical Anomalism: Commend Kindjal, a resolution recognizing one of, if not the most utopian nation in the multiverse, a title that can be proven through astonishing statistical rankings on an international scale.
Artistic Generosity: Commend Almonaster Nuevo, a particularly unique resolution commending a nation for their people’s incredible gifts in digital artwork and their generosity in sharing those gifts throughout the multiverse.
Sporting Prowess: Commend Vilita and Turori, recognition of a nation known far and wide for its wealth of prestigious international sports victories as well as its sterling contributions to the sporting community.
Storytelling Expertise: Commend The Templar High Council, an appreciation of the innumerable and fantastical tales spun by the people of The Templar High Council, as well as their aid in helping others to reach the same mastery of storytelling that their people have achieved.

Praising these resolutions (and several others) for bringing a wealth of little-known communities to the attention of the Security Council, and delighted that the examples they’ve provided lay out a wonderful baseline for future diversity in the Security Council; but

Knowing that vast communities remain entirely unrepresented by this body, and believing that those communities should, in equal part, not be overlooked or denied deserved celebration;

Acknowledging that there remains substantial room to grow, especially as the Security Council continues to modernize its practices and ideals;

Hereby declares that the Security Council and all its authors should, in the future, strive to use their skills and powers to acknowledge under-represented communities across the multiverse in an effort to work towards a more inclusive future for the World Assembly.

Reflections on 2021

Joyfully welcoming the inception of the Partnership for Sovereignty - a Security Council voting bloc committed to defending regional sovereignty and the rights of natives - in January and congratulating the bloc on its expansion to include 9 like-minded regions by the end of the year;

Fascinated by The North Pacific’s Cards Symposium in February which not only brought the leaders of prominent nations in the international artwork trade to give 4 Question and Answer sessions and 1 lecture to other leaders aspiring to trade their nations' artwork, but also organised the Card Awards to recognise nations that have left a significant impact in the artwork trade, for better or worse;

Frowning at the destruction of the inter-regional communication hub in The Embassy by a group of invaders and appreciative of the successful efforts to restore it, allowing the region and the world at large to recover from much of the damage inflicted by the raiders;

Meaning to express its admiration for the NationStates General Exhibition in March, which included a diverse array of events on topics such as international artwork collecting, leadership of military organisations, the Security Council and more Question and Answer sessions with assorted leaders of prominent nations, thus giving representation to a wide number of communities and information to new nations wishing to learn more;

Acclaiming the rise of Farnhamia to be rated best nation in the world in April after thousands of nations globally were consulted on the issue;

Marveling at the legendary force of 115 World Assembly nations that came together from all over the world, in a display of unbreakable anti-fascist unity, to destroy the fascist and highly antagonistic region Genua in May;

Jarred by the diplomatically-explosive debacle between the United Regions Alliance (URA), The North Pacific, The West Pacific and The Pacific and the Union of Force in June over the refounding of The Socialist Syndicalist Union, catalysing the end of the Consortium project;

Jovial over the invention of the Patriotism and Food Quality scales by the World Census, giving nations a new way to define and distinguish themselves in culinary and patriotic ways;

Jubilated by the invention of Declarations, giving this body the ability to express opinions and detail events in a non-binding fashion and introducing the newest Security Council resolution category since the advent of Liberations in 2009;

Amazed by the eclipsing of Koem Kab, which has hosted the most valuable gallery of international artwork for years, by Giovanniland and Mikeswill in August;

Showing great, yet confused, appreciation for the inexplicable population spike in September, which brought many regions a much-needed injection of energy following months of stagnation and decline;

Observant of The West Pacific’s Purgelympics in October, seeing the feeder region eject over two-thirds of its nations and temporarily bringing its population from over 6,500 to less than 2,000;

Offering its congratulations to Ko-oren for winning the World Cup 89 - the nation's first ever victory in such an international sporting event;

Needing an explanation of why a second mysterious population spike graced the world in November, yet still positively welcoming of the new nations and the growth they have brought;

Determined to recognise the service of One Small Island, which became the longest-serving World Assembly Delegate of a Warzone of all time in December;

Delighted by the liberation of China from invaders by a record-breaking 122 nations from across the world, breaking yet another all-time record of updaters this year;

However noting that these recollections are only up-to-date as of the time of passage and thus may not be reflective of the opinions of the future on these topics;

Hereby declares that:

2021, though a year which brought many challenges and misfortunes, overall has been a positive year of growth, stability and inter-regional peace; and

The world enters 2022 with ample reason for optimism and hope.

Recognizing A Liberal Haven's exalted status as one of the oldest regions in the multiverse, having been founded on August 7, 2003,

Cognizant of the region’s continuous struggle for survival since its founder, Polaris and Vega, ceased to exist in 2011, making it a prime target for various invader forces over the course of the last decade,

Acknowledging the current quarantined state of the region, enacted by its long-time delegate Garchyland to safeguard the region from destructive incursions,

Disheartened that, on January 2, 2022, an invader contingent invaded A Liberal Haven and seized its control from Garchyland by using a sleeper agent that had been planted inside the region's walls many years prior,

Noting that parties involved in this occupation have reaffirmed their commitment to region destruction through a multitude of invasions in the past, including but not limited to The Lefts Nirvana, Hogwarts and Liberty Nations Alliance,

Horrified at the implications of letting this occupation go unchallenged, which will surely endanger this historic region's very existence if not acted upon soon,

Preparing the constituents of this hallowed chamber for what they must do to save an innocent region from being resigned to a mere invader trophy, and

Wishing for the return of native control over the region as soon as possible,

Noting the past recognition this esteemed chamber has granted towards crediting Warzoners, nations who inhabit Warzone Africa,Warzone Asia, Warzone Australia, Warzone Europe, Warzone Airspace, and Warzone Sandbox, govern, expand the six warzone regions, and go on to achieve historic success in the Warzones,

Recognizing that One Small Island is one of the most prominent members of Warzone Sandbox and the Warzone community as a whole through their work in the creation and governing of The Sandcastle Kingdom, and the Warzone Empire,

Empowering that One Small Island helped lead the charge of freeing Warzone Australia from Lardyland, helping go on to create the Warzone Control Council, that lead to regional stability, and the second largest endorsements of a Warzone World Assembly Delegate at that time before the Warzone Control Council disbanded,

Fascinated that One Small Island has the longest continuous reign as World Assembly Delegate of any Warzones, (850+ Days), at the time of this writing, while setting the Warzone wide records for the most World Assembly endorsements of 128 during, and the highest amount of nations, 418, during their reign,

Impressed with One Small Island’s leadership as chief peacekeeper in 2019, ensuring peace was achieved between the former Warzone Federation lead by then President Jean Rowe, and the Rebel Cause, led by Domais leading a long period of peace, stability, and activity in the Warzones,

NOTING that Got the munchies real bad man:

replaced ALH's native-imposed visible password with a nominally secret password upon seizing its delegacy;
was at first supported by about twenty-five members of The Black Hawks and Lone Wolves United;
swelled to an astonishing 140 endorsements on the 6th of January, due to not only previously-uninvolved members of TBH and LWU but also forces from the Karmada, the Royal Kantrian Army of Kantrias, Osiris' Sekhmet Legion, Caer Sidi's Autumnal Court and elsewhere;
had been endorsed by just shy of 160 soldiers when SC#380 was passed on the 7th of January;
by the 9th of January, had received no less than 203 endorsements (thus becoming the world's 14th-most powerful delegate), where they hovered for a number of weeks; and
banned Maineiacs on the 1st of February, before banning themselves on the 3rd of February;

THANKFUL that Garchyland was restored to their rightful post as ALH's native WA Delegate on the 3rd of February 2022 after the withdrawal of the raider party, despite multiple unsuccessful attempts by large defender forces to return them to power in the days after SC#380 passed; and therefore

Acknowledging the commendability of One Small Island and appalled that such circumstances demand the use of a repeal on a commendable nation;

Realizing, however, that SCR#381 does an abominable job of demonstrating the commendability of One Small Island by virtue of extremely poor writing, a stubborn lack of key details, and a completely uninspired view of one of the most astoundingly benevolent nations in the multiverse;

Confused by the first clause’s fluff-filled approach of listing every Warzone region while introducing very little that contributes to the commendability of One Small Island and therefore the resolution;

Disturbed by the noticeable lack of detail in a good portion of the resolution, most clauses being vague and poorly explained generalities such as:

Making a note that One Small Island ensured peace in the Warzone Federation between two hostile parties but not going into any detail as to what was actually done to ensure that peace;
Introducing One Small Island’s contributions to defending in Warzones but failing to mention any of their foreign military work in large scale liberations;
Providing an entire clause of noteworthy statistics from One Small Island’s delegacy reign in Warzone Sandbox and proceeding to make no note of why any of those statistics matter at all;
Providing only the “recognizing” clause as any indication of One Small Island’s tireless work in building the region of Warzone Sandbox through government structure, recruitment, and community building;

Astonished by the sheer number of basic grammar and syntax mistakes riddled throughout almost every clause of the resolution despite the wealth of nations (and ambassadors thereof) that offered up language advice during the drafting process; these mistakes including but certainly not limited to:

The use of “empowering” to open the third clause despite it making no linguistic or grammatical sense with the rest of the clause;
The use of “lead” instead of “led”, irrespective of at least two ambassadors that made specific notes about the incorrect spelling of that word;
The phrase “Believing that the relationships forged…to be significant”, a clear grammatical error that once again demonstrates an unwillingness to take advice when it comes to language mistakes;

Disappointed that the resolution makes such little effort to present One Small Island as a cultured nation deserving of individual commendability, providing only the last clause as any clue of the island’s national character;

Believing that the Security Council should provide One Small Island with a commendation that better encapsulates the nation and all its incredible achievements;

Acknowledging that despite the lack of a founder, until now the region and its natives have continued to maintain control of the region, despite various "tag raids" throughout Oakplumington’s absence.

Shocked that, on the 7th of February 2022, an invader force led by Diviciacus - a friendly new member of the community who turned out to be a malicious puppet state of Venico, a member of The Brotherhood of Malice - invaded TMC, seized control of the region's delegacy, and dismissed the legitimate government of the Lunar Council.

Appalled that, in contrast to the region's oldest traditions and customs, Diviciacus has invoked dark magic, using it to assist in the conquest and destruction of the region.

Noting that, despite multiple attempts from natives and various defender forces to oust the invaders, the likelihood of freeing the region without the intervention of the Security Council has steadily dwindled due to the enormous raider pile of over 230 nations.

Convinced that, if the Security Council does not intervene, TMC’s natives will be ejected and the invaders will install a password with the goal of refounding the region as a trophy, thereby effectively destroying the regional community and erasing its history.

Condemn Gholgoth

Description: Article I: The Tale of Gholgoth

The tale of Gholgoth is a terrible one, the story of a region so stuck in its own complacency that it has failed numerous times to stop the festering immoralities within its own borders. A history doomed to repeat itself. A place of conflict, hatred, and death where a single spark can set off a fire that ravages the lives of billions. Even what good nations and people exist are drowned out and manipulated by those in power - who will never be good themselves.

Such evils have resided in Gholgoth from the very founding of the region in 2005 by Automagfreek, a nation that was - at the time - ruled by the iron hand of Damien Dreadfire, a man who committed numerous war crimes under the Gothic flag including the brutal murder of millions of innocent casualties as human sacrifices for the Freekish god of war and the blatant bullying and domination of small nations and alliances all across the multiverse. The seeds were planted with Dreadfire, but they would only get worse as the years passed on.

Soon came another loathsome nation, The Kraven Corporation (Kraven), a sadistic nation willing to subject their enemies - and even their own citizens - to unspeakable horrors in pursuit of totalitarian control over the entire realm of NationStates. As the story goes, Kraven was welcomed into the Gothic Alliance under the pretense that they were the only region that could contain such a vile presence, but for years they have stood idly by while Kraven's evil continues to grow in power...

These are unfortunately not unique examples. The Scandinvans, another Gothic nation, may be one of the most repulsive and terrifyingly powerful nations ever known to the multiverse. They are responsible for fire bombing entire cities, sponsoring foreign religious fanatics, collaborating with slaving cartels, and advocating for the end of all non-human intelligent life. Oh, and they also sport quite possibly the largest military known to man.

Even the so-called "good" nations of Gholgoth have their own disturbing pasts. The personality cult of Caesar Silvier Catherina Silvanus IV in Kylarnatia has reached such heights that it requires non-state religions to be permitted to practice by law - a direct opposition to religious freedom. The leader of the United Dominion (also known as LOVE DOG), Caesar Jason Scotus Lupus, is linked to abhorrent crimes such as ordering soldiers to purposely target medical civilians in warzones and personally decapitating the pope on a live camera feed. Zneyvind Outpost (a puppet of the Zneyvind Federation), is a notoriously isolationist organization that refuses to do its part in combating Gothic threats.

The tension of so many opposing powers led to the battle of Hab Centre 006, a bloodbath sparked by Kraven’s quick and violent subjugation of Vetalia as a puppet state under their control. The ensuing conflict was one of the bloodiest battles in recent memory with anti-aircraft weapons and deadly traps being used to directly target troops from Ghant and Havensky as they evacuated civilians from the battle site.

In light of that battle, the region decided to take action. To their credit, modern Gothic peacemaking efforts have been prevalent; but alas the diplomatic meetings that occurred in response to the battle of Hab Centre 006 were almost entirely a sham, and the representatives involved were fooled into believing that peace could be in the cards for Gholgoth.

Another attempt at some form of peace was the formation of the Pax Gothica - a regional capital and neutral ground between the ever-warring nations of Gholgoth that also acts as an entrance point for inter-regional diplomacy - but whatever peace the Pax sought has been fully and terribly distorted. It features districts such as the aptly named "Sin" district, a place where widespread human sacrifice, gladiatorial arenas, cannibal courts, and nearly every other vice is performed on an unmentionable and unimaginable scale. At the center lives the Hall of Heroes, a monument to the many "heroes'' of Gholgoth, most of whom are ruthless and terrible warlords such as Damien Dreadfire.

Despite Gholgoth's best recent efforts, the region remains teetering on the edge of violent war. So many evils can only live in peace for so long.

Article II: A Declamation of Condemnation

Commend Electrum

A resolution to recognize outstanding contribution by a nation or region.

Description:
The Security Council,

Recognizing that many nations "kick butt" and that some such nations are worthy of our unalloyed praise, such as Electrum;

Praising the triumphs of collaboration of Electrum’s sporting administrators and historians over the years, something notable through their leadership of a variety of multiversal sporting federations including tennis, wherein they revived the series of tournaments known as the NationStates Tennis Tour, and ensured that international sporting history was collated and preserved for interested parties and for the sake of posterity;

Cheering the victories of Electrumite athletes in a variety of sports, most notably in:

World Cup 78, wherein the Electrumite national football team beat the team from Eura 3-1, an impressive historical feat for Electrumite football made possible through the hard work, sweat, and tears of Electrum’s captain Tyler Fernando and coach Jeffrey Clark,
The NationStates Tennis Tour, a series of tournaments whose doubles competitions were dominated by the pair of Sonya Gredello and Rosa Levinsky (known popularly by their nickname Ronya), Electrumite athletes who inspired the universe through their domination of Olympic tennis, the Grand Slams, and season-ending competition, and
The various sports that fall under the Olympics umbrella, as Electrumite athletes excelled in their disciplines and allowed their nation a point of pride in winning over six hundred medals over fifteen Games including the 10th Olympiad that Electrum co-hosted with Ceni and the 11th, 12th, and 13th Winter Olympiads that Electrum hosted by themself;

Acclaiming the impacts of Electrumite journalism, specifically in the fields of sports journalism -- where the Centralis Herald provides continuous coverage of all manner of activities on and off the pitch -- and news coverage, where the satirical newspaper The Turnip and their reporter Billiam Maskey keep audiences “informed” and bemused by their hatred of root vegetables not of the turnip variety;

Appreciating the contributions of Electrum's exceptionally talented programmers and graphic designers, collaborating with their colleagues in The Grearish Union to provide video games for the denizens of the multiverse to enjoy via the gaming company and storefront Dream Games;

Applauding the campy artistic talent of Electrumite recording artists, something evident through their top finishes in various WorldVision competitions including 1st place in the competition's 49th edition with an entry by Michael Street, 2nd place in the 50th edition, and 3rd place a further four times, including in their debut appearance in WorldVision’s 35th edition with an entry by Eliza Nord;

Complimenting the slightly mischievous antics of Electrumite singer and athlete Gertrude Pullman who, among other achievements, performed at 24 editions of the WorldVision competition representing the Diplomatic Offices of Electrum while also finding time to develop sharp table tennis skills, winning 3 Olympic medals in the discipline;

Appraising that another jewel in the crown of Electrum’s accomplishments is the variety of problems Electrum's leaders have demonstrated to leaders of the other nations who erred in their previous decisions, compiling these issues in carefully prepared dossiers such as:

Dossier #1352 “The Brains Behind Kuru”, a dossier which pointed out the problems inherent in allowing any species of the multiverse to eat their own, something that led to an outbreak of a rare disease in affected states, and
Dossier #1353 “The Birds and The Plan Bs”, which investigated the natalist policies of nations that restricted access to a form of reproductive health care;

Applauding the perhaps lesser known contributions of the Electrumite World Assembly Delegation to recognizing their fellow nations who excelled, and continue to excel, in the realm of international athletics such as:

SC #306: “Commend Audioslavia”, a missive that celebrated Audisolavia for their stunning dominance of international football and auto racing competitions and leadership of the same sporting communities, and
SC #321: “Commend Valanora”, co-authored with Francois Isidore, a resolution that honored Valanora for their sporting achievements, primarily in football and hockey contests;

Prizing the glittering achievements of this grand nation and hoping that through this alchemy we too can "kick butt" and strike a vein of gold comparable to theirs;

A resolution to strike down Delegate-imposed barriers to free entry in a region.

Description: The Security Council,

Introducing Confederacy of Layem as the successor to the Democratic Union of Assembled States, forced to relocate due to the irreversible collapse of its founder state,

Recognising the nature of the Confederacy of Layem, whose government has long carried out unprovoked antagonism and infiltration against other regions and individuals,

Aware that the Confederacy's leadership alone is at fault for a sustained policy of intolerance that not only renders territory within its borders caustic, but all that with which the region interacts,

Bearing witness to the Confederacy of Layem's founder, Layem having been evaporated from the realm of corporeal existence by supernatural powers for transgressions beyond mortal comprehension, leaving open the path to reformation by force,

Believing the time has come for the international community to pacify this land and those that inhabit it, by establishing measures which reverse the Confederacy of Layem's attempts fortify itself against the inevitable consequences of its actions,

Hereby liberates the Confederacy of Layem.
