I got the "No Moisture Required" banner, and I'm really concerned about it. How should I fix the environment?

Other issues will give you options that improve the environment, and therefore fix it, sooner or later.
Note, though, that the effects of issues are proportionately greater for newer & hence smaller nations than for older/larger ones.
