Hmm. So they're essentially raiders, not subterfuge operatives. Fair enough. Just remember that your enemies are going to be defending their most vital assets - like their fleet - with likely equally competent soldiers. Getting a few men into a harbor to burn ships is going to be quite difficult.
Well, they've also been doing law enforcement for past 5 ic year's, but yeah, I kinda hope that this operation will provide experience needed to start making them actually good subterfuge operatives.
As for the guards, this is why I preceded the ship-burning with political assassination to frame different cities, draw those soldiers who'd be guarding the ships away, and burn the ships down once they come back to repair from fighting another lord's navy. I've tried to take the phrase Divide et Impera to heart.
