In regions, there is a WA Delegate, which is filled by the nation with the most endorsements. Unless the founder or another Officer takes away the privileges of the position, anyone who gets endorsed enough can kick or change anything about the region.
Different raiding groups will join these regions, endorse one of their own, and then they have full control over the region, and are free to “colonize” or customize it to their own liking.
Defenders will notice this, and join the conquered region themselves. Once they’ve joined, they’ll endorse one of their own until this player is the WA delegate. The Defender delegate will then do whatever they can to get the original embers back, and kick out the invaders. Once the raiders are kicked out, the region is liberated.
I hope this explains the concept to you, and like I said, I have never participated, so I might have left some stuff out, or gotten some details wrong.

Raiders (aka invaders) are individuals and organizations that invade regions. They do this by seizing the World Assembly delegacies of vulnerable regions. They then often vandalize the region's world factbook entry, destroy its embassies, and even ban it's native residents. They do this to innocent communities for literal reason beyond their own amusement. In-game, it's a pretty crappy practice.
Defenders stop raiders. They do their best to block raids, and to free regions under the control of raiders. When regions are under the threat of damage or destruction, active defender militaries do their best to save those regions from raider control.
This whole concept is called "military gameplay" and is a big part of NationStates.

Yeah, I don't think I want to be involved in that sort of weird, OOC type attack on something that someone built and put work into. I want to try roleplaying on this site, though!

You know how games sometimes have in-game scammers and that's legal and encouraged in certain games because the game creator likes the drama? That's basically NS. Only no drama comes out of this because practically all raided regions don't even notice that they've been raided, because they're all so dead and abandoned with no one there.
Plus most regions are unraidable. Regions only become raidable after the founder stops logging in for 28 or 60 consecutive days, and then it's still very hard to raid. Then there's nothing to gain either. Just some billboard space and sending the natives over to the rejected realms region (you can't steal nations). Honestly it's good that these regions get raided, they're basically unmoderated if there's no founder, it's basically the Wild West free for all.
Most of raiding is just tagging dead regions by changing their regional billboard to advertise raiding, but if the founder is active (which he isn't because only regions where the founder has abandoned it, tends to get raided), he/she can just change it back.
