This seems like such a strange requirement to me. What this indicates is that any legislation written that happens to fall under a category which provides an area of effect instead of “strength” must be very binding. Such a thought seems so peculiar! Why not just allow proposals of said categories have both and area of effect and strength level?

That's up to the people doing the coding (who don't include me), who perhaps don't want to make the matter more complex: It took years of requests just to get 'Environmental _ All Businesses' split into 'Mild' & 'Strong' options.

A common phrase within the legal realm is that a good lawyer knows to quit when they are behind.

Recognizing the value of the words uttered by those with far more experience than me, I shall remove the proposal. I am incredibly appreciative for all of those who have supported me in the endeavor, and hope that this announcement is pleasing to them, or at the very least, that they do not mind. I shall step away for a while, with hopes of writing more thorough proposals sometime within the coming months. Once again, thank you all for this enlightening experience.

Your proposal was definitely rushed from the get-go and contained a lot of flaws. At least you got good experience wading in to the GA (first time in your NS career right).

Yeah, you definitely have promise in the GA (like Xanthorrhoea when they started), but this proposal was overall rushed as Outer Sparta said. Good luck on your next proposal if you do write another in the future :>
