Well, consider the net worth of each of them. Last time I checked:
Oliver Queen was about 7 billion dollars.
Tony Stark stood at around 12.4 billion dollars.
Lex Luthor was at about 75 billion dollars.
Bruce Wayne stood at a staggering 100 billion dollars.
Now of course that's not how much money they have. That's not how net worth is determined. However, it is a clear indicator of their financial health.
Bruce Wayne bankrolls the Justice League, plus the Watchtower which is an orbiting space station with a weapon of mass destruction built into it. That's an insane expenditure right there, which he continues to fund every year. Yet Bruce Wayne is still rich enough to go around Gotham buying expensive art, acquiring new companies, etc. And losing a priceless artifact is something he just shrugs off because he could always replace it with some other bauble worth a small country and still have enough in his bank account to do it several times over.

Seems like they've time skipped on a bit from the end of season 3, just like between the other seasons.
