Even with English not being your native language, I'm going to assume your opening sentence does reflect what you are trying to say, and I'm going to have to dissect because the wording you chose is quite telling.

If I'm reading a sentence that has the words "not necessarily immoral if...", I expect the subject of that sentence to be something quite serious. "Killing is not necessarily immoral if..." and then one would list off situations in which it is perhaps morally acceptable to kill, like in defense of innocent people from those who would harm them.

But killing is something which we generally assume that something immoral is happening. But if I'm reading a sentence about the morals of having fun, I'd more so expect that sentence to be written "Having fun is only immoral if..."

This isn't about your English because I have seen native English speakers use the kind of wording you did, because they too operate on the notion that pleasure shouldn't be sought or should be treated like a dangerous thing that can destroy you if you aren't careful.

Why are we thinking this way? Why is the burden of proof on fun to prove that it is safe and moral? Shouldn't the burden of proof be on somebody who contends that fun is dangerous and immoral?

We should be building a world that best facilitates our pleasures, rather than using pleasure as a pavlovian reward to keep people motivated to keep building with no apparent goal in sight.
