Mexico sends her regards to Brazil

The People's Republic, though busy mobilizing against the threat of the Gringos, has taken some time to send congratulations to the proclamation of the Brazilian Commune, and the People's Republic of Mexico has recognized the Brazilian Commune as the only Brazilian government, alongside with an offer for mutual embassies to be established between both of the young states.

The UNAM (Autonomous National University of Mexico), a university that had suspended activities during the USSA supported the government that was imposed onto Mexico, and during the revolution it began to re-establish itself, the university founded in 1910 has now been recovering, with it now going forwards hand in hand with the libertarian nature of the People's Republic, thus, now many great minds around the country were congregating into facilities ran by the university, the university has also retaken its status as Autonomous, and it also has begun to begin giving classes slowly, alongside with taking research work for the country, the university has taken an oath to propel Mexican technology into the contemporary age.

Mobilization rages on

As the People's Republic is threatened, mobilization from both individual initiative from workers, and from the government incentive to produce more & to form militias to fight the gringos, the struggle for freedom & equality shall carry on, and Mexico's legacy shall outlast the Imperialist legacy of the USSA! FOR FREEDOM! FOR LIBERTY! FOR EQUALITY!

Russian election closes in to likely Boldyrev Victory

The Russian election is drawing to a close, but many see Boldyrev as the expected victor. He has clinched between 50% and 70% at the polls, due to most of the other candidates encouraging their supporters to join him in the second round. Many believe this shows the apathy of the Russians to more radical change, German influence over the nation, or perhaps both. Regardless, it seems the next few years will be calm.

As a sidenote, the Russians have invented a cheap, easy to use, durable rifle prototype. Made by a weapons designer named Mihail Kalashnikov, it is able to rapidly fire, work in many conditions, and is easy to carry. German companies have reported investing in development, possibly meaning it will complete ahead of the planned 1947 mark.

Mexico begins intelligentsia revival, continues mobilization

Mexico's intellectuals were under attack by the government if they didn't join, resulting in a severe brain drain. This caused the government to close many universities across the country. One of the was the Autonomous National University of Mexico, which was closed due to wishing autonomous teaching. Now,
it has been reopened, with many intellectuals who fled coming back, and its autonomy restored, allowing the university to begin experimenting with new teaching methods. Browder and the leaders of the pro-American exiles denounced this as a clear indoctriantion attempt, though given even the most Machiavelian socialist in Mexico hates them, the USSA's words thankfully fell on deaf years.

Brazilian Commune proclaimed!

The Brazilian government has abolished the republic, declaring the commune. Besides minor protests, the social democrats peacefully disbanded and didn't attempt a revolt. The Mexicans were quick to ask for friendship, which the government accepted. However, many factions sprang up. Some believe that a legislature should control the economy, not workers unions. Anarchists have sprang up in response to others who propose a greater alliance with the Americans, and a more powerful presidency, who are believed by many to be Browderites. Mangaibera's rule was secure for now as the capitalists were present, but with victory secured, he may find enemies within.

The Queen of Hawaii, with the Prime Ministers permission, had recently dissolved parliament. Following this, the pro-German and monarchist party, the HNPP, has won the election. With this victory, they have set about attempting to "federalize" Hawaii by giving each island autonomy. With the Queen's support, it seems the party will soon come to dominate Hawaiian politics.

We Have a Government!

The newly formed People’s Republic of Haiti has formed a government, with proper ministries established. The positions, such as minister of state and minister of trade, were mostly filled with members of the People’s Party. After this, the Haitian government has now reached out to various other countries, such as Mexico, Brazil, Cuba, and others, requesting the establishment of bilateral relations. A new unicameral legislature, the National Assembly of People’s Power, has also been created, and Thomas Lambert has ordered there to be emergency elections to fill in seats.

Corporate Assets Seized, Nationalization Ensues!

In an effort to crack down on capitalism, the People’s Republic has begun seizing the property of large corporations in Haiti and distributing said assets equally among the population, as well as completely nationalizing important sectors, like agriculture and industry. Many of these corporations that have been victim to the seizures and the nationalizations originate from Germany and Austria, which may result in adverse reactions from those countries

As the militias of workers and peasants, blurring further the divisions between the working class, militias have begun to slowly assemble into the North, and slowly, efforts to fortify the north led by the militias have begun, barricades, trenches, and other fortifications, alongside with farmers aiding with the logistics, alongside workers, supplies coming to this army of militias, alongside others who have taken to fortify key ports in Mexico to defend liberty, revolutionary songs being shared, songs against American imperialism also being sung.

Radio slowly getting more popular

As Mexico slowly modernizes, radios have taken higher popularity alongside our newspaper now runs alongside the first proper radio broadcaster in Mexico in a while, La Radio de la Mañana, especially as Radios slowly become more available, and as the Militias get slowly provided with radios civilian broadcasts have gotten quite the rising popularity, the UNAM is also investing into bringing more and more the future into México, dreams to reinvigorate Mexican scientific efforts, as a whole being spearheaded by the UNAM.

The Polytechnic National Institute (IPN), originally founded in 1936, now once again in operation, engineers and other experts in subjects relating to maths have begun the revitalization of another autonomous university, which had briefly shut down as well, educational institutions coming back to the country, the IPN has begun to restore itself, and Mexico feels fuller with its two major educational institutional being restored and beginning to take flight once again, the IPN began to make a second spearhead alongside the UNAM, the two Mexican spearheads towards a bright future.

As naval efforts have been taken around the country, and new jobs created, the first of a series has set sail, the first Mexican Frigate in a while, further buildup being done, plans for an experimental submarine also being rumored to exist

Further rumors of Nestor Makhno, and him being found

Anarchist, which is thought dead a while ago, has kept resurfacing in rumors in Mexico, the cavalry of the Baja Californian Free Territory in specific is the one sharing the most rumors at the moment, until recently, the man himself, Nestor Makhno was found in the cavalry divisions, the man by this point had been going under the fake name of "Majnó Zarate" the Baja Californian Black Army cheered knowing Nestor Makhno was among them, and that Mother Anarchy truly loves her sons.

The People's Party are the most popular, at 44% in most polls, followed by the Worker's Rights Party at 33%, the long titled Vanguard of the People of the Haitian Nation for the Advancement of Socialism(VPNAAS from its Haitian name) at 18%, the Social Democratic Coalition at 4%, and Liberal Party at 1%. The VPNAAS has seen a boost due to Haiti opening relations with Cuba, and Cuba's nominal ideology has taken a real landing in the hearts of Haiti. Despite this, the VPNAAS' growth is slowing down. The USSA, Australasia, Cuba, and seemingly Mexico have recognized the new People's Republic, though Mexico claims it cannot establish embassies as of now. The country has seized many business assests and equally distributed those profits, most being German or Austrian. The nations haven't reacted yet, but the business CEO's condemned the action.

This was celebrated in Mexico, but besides confirming the findings and possibly the movement of 1,000 hastily prepared troops to the border the day after the discovery, the Americans have been silent.

Afghanistan has ratified a new constitution. The monarch(who is currently represented by the regency council) now can only publish laws with the Prime Ministers approval, and the prime minister is appointed and dismissed by the parliament. The monarchs lost their veto power on laws and any veto they make on constitutional change can be repealed by 75% of the vote. A federal system and a bicameral parliament were also made. The plebiscite in North Pakistan has also finished, confirming the territories ascension to Afghanistan.

The Ottoman Empire, which has been stable for the last eight years, has experienced riots. With its Egyptian And Arabian puppet states in civil wars, many have called to oppose the draft of the population to fight the rebels. The government, strangely enough, listened, but kept the current fighters and older military personnel in the wars.

Prime Minister Konrad Adenauer and a cadre of his closest advisers were in a meeting with the Kaiser discussing the situation in the Americas when a messenger rushes in and a piece of paper to Konrad. He reads what was on the paper growing angrier by the second. Wilhelm looked worriedly at his Prime Minister, "Konrad, is everything okay?" ("Konrad, ist alles in Ordnung?")

Germans assemble around Haiti, Americans Too Focused on Mexico!

Following Haiti nationalizing German and Austrian assets, many expected the Kaiser to react strongly. What they didn't expect was huge fleet filled with half a million soldiers and multiple sailors to surround the People's Republic. Given the presence of ground troops, most intended for the intervention of Brazil after having left Mexico, it seems the Germans plan a direct invasion. The move has polarized the nation, turning it into a make it or break it situation for the Adenauer government. A man currently looking to be the DVLP's new leader, Kurt von Schleicher, has said the action is "at the present moment a wise choice". Various SPD leaders, including Kurt Schumacher, have also commended the invasion. Adenauer's party, the DKP with a big K, has expressed support. However, the FVP has stated the action is risky due to threat of American involvement, various SPD leaders led by Ernst Heilmann called it unabashed imperialism, Zentrum is split on the issue along with its two junior allies in the coalition and minor agrarian allies for various leaders, while the DkP with a little k has said that the threat of partisans is to much and the reich is overextending itself. Whats even stranger is that the protests started with an equally suspicious leak of documents detailing corruption and many Balochi, Azerbaijani, and Kurdish parties being able to quickly produce huge amounts of pro-party posters and information. The start of anti-government activity has been blamed on foreign intervention, though which superpower did it is up for some debate, with most agreeing it was Japan. The sudden reforms have been pinned by most on the Ottomans forcing the government out to continue some form of puppetry. The protests have mostly stopped, but some still continue by open secessionists and those that believe the Ottomans are attempting to keep their control of Iran, but have remained mostly peaceful.

New Indian prototype weapon revealed to have been tested!

Indian military scientists have revealed that a new prototype of a tank is being developed in India. Named Vijayanta, meaning victorious, the tank is considered on par with European powers. While it would likely take years to invent in normal conditions, various South African, Indian, and English companies, mostly made from former British and Canadian exiles, have offered to assist in exchange for generous payments, leading many to believe the tank could be made by the end of the year. No one is exactly sure why India is developing a tank, however.

Animal rights law passed in German East Asia

Mücke and the East Asian local parliament have passed a bill banning the hunting of any wildlife whose population is below 5,000. This has come after the extinction of the black-flanked rock-wallaby caused by Australasian programs. Mücke has stated that Australasia's forestation program might as well be a "localized mass extinction". Mücke has stated that he is just getting started, however, and that soon, animals won't be the only ones enjoying rights in his colony. Many Journalists found the statement to be teeming with cheese.

Hawaii invites German advisors and ship engineers!

Hawaii has invited the German Empire to assist the nation in its ship development. The Queen has stated this is to ensure Reichspakt influence in the Pacific and defend Hawaii from the Japanese, Americans, and the Far Eastern Republic. Many new prototypes are being thought of, most based on german submarines, but without German advisors and engineers, their ability to sail would never be known and their crews experience may never be former.

More than 600,000 Chinese soldiers, organized into four Army Groups, have launched an invasion of the Ma Clique. The Republic of China and the Ma Clique had signed an uneasy ceasefire in 1944, but it was only a matter of time before this agreement was broken. Tensions had been high, so it wasn't that much of a surprise when Chinese troops crossed the border into Ma territory. Yet, as the invasion had been launched without a formal declaration of war, some Ma garrisons were caught by surprise even if most had been alert in expectation of a breakdown of relations.

The doctrine of the Chinese army is to use human waves tactics, as the Chinese army has superior manpower to the Ma Clique. The Chinese army has also been equipped with Japanese arms, ensuring superior firepower to the Warlords of the Ma Clique. Taking advantage of their numerical superiority, the Chinese have invaded across the front, forcing the army of the Ma Clique to be stretched thin. In an effort to plummet the morale of the enemy, Chinese planes have been 'bombing' the positions of Ma divisions with... propaganda leaflets. The leaflets promise that the Ma soldiers who surrender shall be allowed to join the Republican Army, if they wish, or be granted monetary compensation in order to pursue another career. Leaflets also state that the enemies of the Republic are the Warlords who have fractured China and not the soldiers of the Ma army. Nationalism and allusion to the past Chinese dynasties also features heavily in those propaganda leaflets that call the Ma soldiers to join the Republic in "the great crusade to reunify the nation".

The campaign is expected to bring a swift and decisive end to the disunity of the Chinese nation.


Diplomatic Offer to Kumul Khanate

The Minister of Foreign Affairs of the Republic of China, Kung Hsiang-hsi, has announced a surprise change of policy towards the Kumul Khanate. The Minister has offered the Kumul Khanate a peaceful path towards integration within the Republic of China. The Republic will recognize the Khan as sovereign of Kumul and the Khanate shall be given the status of a 'Special Province'. The Minister specified that, "as a Special province, Kumul will enjoy substantial fiscal autonomy - retaining 80% of its tax revenues -, cultural autonomy - with protection for local languages, culture, religion -, educational autonomy - with the province managing on its own the local educational system -, and judicial autonomy - with the province maintaining its own courts, legal system and police force."

The Minister explained that the Republic of China will only manage military, foreign and monetary policy. In order to further sweeten the deal, Dr. Kung Hsiang-hsi explained that the Chinese government is willing to offer 50bn$ in investments in the region over the next seven years, thus creating thousands of new jobs and fundamentally changing the infrastructure of the region. The Minister also stated that for the first five years, the Khanate would retain its own separate armed forces before gradually being integrated into the Republican army, as a gesture of goodwill and to show that China will not use military might to renegade the deal.


New Finance Minister Promises Reforms

Soong Tse-vung has been appointed the new Minister of Finance by President Zhang Zuolin. Soong belongs to a new generation of Chinese politicians - most of them educated in Japanese universities - that aim to reform the country by replacing the nepotism and corruption of older officials and politicians with reformism and technocracy. The government believes that only through radical reforms can China become once again an economic powerhouse. The reformist program of the government can be summarized as: financial assistance to small businesses, simplification of the tax code, land redistribution and protectionism. It can be described as 'National Liberalism', a combination of orthodox liberal economics with government intervention in the direction of protecting national production.

In a press review, Mr. Soong stated that, "Our economic plan is comprised of six arrows. Arrow number one: the creation of a China Development Bank that shall finance small businesses with low-interest loans. This shall allow money to circulate the market and grant entrepreneurs the opportunity to expand their businesses. Arrow number two: tax reform. The current system of taxation is antiquated, overtly complex and punishing. We need a tax system that is simple and rewarding. Arrow number three: regulatory reform. Just like our tax system, our regulatory framework is antiquated and does not represent the current reality of a modern economy. We need to reform it, to address new challenges and to make China an investment-friendly place. Arrow number four: land reform. The vast majority of the Chinese people do not own the land they till. China must become a nation of private-property owners. Arrow number five: protection of national production. Our industry, being in a nascent state, simply cannot compete with foreign production. As such, it is necessary for China to impose a number of tariffs in order to allow local industry to flourish without external competition. This will be only a temporary situation. Once China has an established and mature industrial production, we shall open up the Chinese economy to international markets. Arrow number six: fiscal responsibility. We aim to avoid populism and waste, instead ensuring that China is a fiscally responsible, low-debt nation. While the government shall not surrender its right to deficit spending or loaning from international markets, we shall do so only when necessary to promote economic growth and always responsibly."

Asked about further details, the Minister stated that in the coming months he shall elaborate further on each proposed reform. "The bills will come to parliament gradually," he said. "We are in no hurry. Reformism is a serious issue and we need proper preparation and the consensus of Chinese society before moving forward."

The News from Mexico (& the Yucatan)

Mexican & Yucatanese Oil

As territorial rights over the oil in the Gulf of Mexico are being disputed between the Yucatan Republic, and the People's Republic of Mexico, talks of establishing a joint company for the extraction of this oil conjunctly as to avoid possible fights over oil rights, the company is to be a mix between state-owned and a workers cooperative, the company also, in theory, would be named the Mexican-Yucatanese Gulf Oil Company.

Industrial Progress

As time goes on, the industrial clock of Mexico has begun to tock & tick in a reasonable time, industries slowly beginning to develop further, industrialization going forwards at a reasonable pace, and also slowly bringing other industries forwards as others rise forwards, Mexican Steel beginning to be produced at good quantities, iron mines being repopulated by miners, and coal mines, the progress of the nation kept going forwards, meanwhile, slowly, agriculture began to advance forwards as the industries could provide more and more farms with more modern equipment, tools in factories also slowly changing to eventually, hopefully in the near future, bring the People's Republic of Mexico to be in par with her contemporaries abroad, of course, there have also been military-industrial developments, slowly, ammunition, guns, rifles, uniforms, and other military necessities have been produced more and more, soon, Mexico may be able to master the mass production of military equipment as the American giant looms in the distance, the Golden Eagle of Mexico shall prevail.

The intellectuals

As education takes leaps forwards in the People's Republic, intellectual pursuits have begun to become more common, a proper scientific laboratory which will be owned by the IPN, while the UNAM has begun construction of a massive library, both facilities are to be located in Mexico City, the UNAM has stated that their library will be built with a modernist style and that the university is going to invite foreign engineers & architects to build the library, meanwhile, the IPN facility of the laboratory is planned to be built in a Brutalist style in stark contrast to the UNAM's focus on modernist infrastructure, thus, this may be an indicator in the tone which the IPN and UNAM will take, especially as both universities are rebuilding the spaces given to their universities, and as they plan to build themselves around the whole People's Republic, La educación es laíca, gratuita, y obligatoria.

The 1st Mexican Congress still ongoing

As war seems to approach the People's Republic the 1st Mexican Congress has finally decided that if war does indeed arrive, the option of the Triumvirate of Zapatistas, Magonistas & Communards is to be applied, if war does not come, the Congress will not disband itself and keep going on the debate for how the People's Republic will be governed.

German Invasion Imminent! People’s Army Mobilizing, Fortifying!

After the seizure of German corporate assets, many expected it to not go without consequence; what they didn’t expect was for Germany to prepare for a full on invasion. Alarms went off in Port Au-Prince, and across the People’s Republic, People’s Army divisions that had remained dormant since the end of the civil war reorganized and regrouped. The Ministry of Media and Public Relations has begun a widespread propaganda campaign encouraging civilians to enlist in the People’s Army, with messages saying “Fight Against German Imperialism”, “Defend Your Rights as Workers; the Germans Aim to Strip Them From You”, “Defend the People’s Revolution”, among many others. The campaign has proved rather fruitful, as 25,000 have enlisted across the nation since the beginning of the campaign about 60 hours ago. Coastal fortifications have been resupplied with men and supplies, and have been placed on high alert, with orders to shoot any German attempting to land on the beach. The People’s Army now totals 275,000 men, with more joining by the day to defend their homeland.

President Thomas Lambert Granted Temporary Emergency Wartime Powers!

With the threat posed by the German forces assembling, the National Assembly of People’s Power has voted in favor of giving temporary emergency wartime powers to President Thomas Lambert, which allow him to push executive action to organize the military and mobilize as much of the nation as possible without the NAPP’s consent. Lambert applauded the NAPP for their “immediate and straightforward action to protect our People’s Republic”, and vowed to voluntarily give up these powers once the threat subsides.

Ministry of State Denounces Germany’s “Unabashed Aggression”, Calls on International Community to Respond

With Germany assembling troops near Haiti, the Ministry of State has issued a statement denouncing Germany’s actions. Full statement below:

“We in Haiti are quite shocked by Germany’s immature, unabashed aggression, and blatant imperialism. These imperialists apparently seem to use the recent seizure of assets from bourgeois German corporations, and redistribution of said assets among the working people, as justification for this show of aggression. The business CEO’s have cried foul as we said “no more” to their hoarding of assets from the needy Haitian people. They argue those assets are rightfully theirs, but they lost that right the day they decided to exploit and oppress the Haitian working people. These actions demonstrate how corrupt the German Empire truly is, showing how they are in the pocket of corporations. We call on all nations of the world to protest and respond to these heinous and aggressive acts made by Germany against us for their own nefarious purposes as quickly as possible, lest the Germans feel they can get away with their imperialism. If not now, it won’t ever stop, and soon they will seek, and maybe eventually obtain, world domination.”

No response has yet come, but the Ministry of State has expressed hope that someone will respond.

MOSCOW - The presidential election has now ended and it looks like President Vasily Boldyrev have won. He defeated Irakli Tsereteli by a marginal. People applauded his victory and are now expecting him to do a speech shortly thereafter. While most members of the Russian Social Democratic Workers' Party (RSDRP) were very bitter about this, Irakli accepted his defeat and recognized Vasily as the winner. The speech will be broadcast by the Russian Broadcasting Corporation (RVK).

Germany Responds To Haiti
GERMANY - Germany has lately been hit by the recent nationalization of German assets in Haiti. The assets were nationalized after the old Haitian government was overthrown by socialist rebels, who then renamed the country to the "People's Republic of Haiti". Germany responded by sending a large fleet to Haiti. The response received mixed reactions in the Reichstag. The Russian government remains neutral on the issue, although the Rejuvenation League (LO) demanded that Russia immediately supports Germany in case such war breaks out, while the Russian Social Democratic Workers' Party (RSDRP), the Socialist Revolutionary Party (SRP) and the Communist Party of Russia (KPR) applauded the Haitians for standing up to Germany.

Now as war seems slightly less close to the People's Republic, the People's Republic has taken to keep mobilizing, now, many mountain ranges are being fortified with the expressed purpose to hold back the gringos if it comes to it and the Northern defenses collapse, meanwhile, ports like the port of Veracruz have been outfitted with artillery manned most of the day, other ports also following this pattern of fortification, and slowly anti-air guns are being produced to shoot down American planes that could come, the industry of Mexico receiving a push to go forwards faster while mobilization occurs.

China begins reforming itself, pushes against Ma Clique

The Republic of China has pushed against the Ma Clique. Following the breakdown of a ceasefire, the Japanese ally has made a push against the last warlord state remaining. With the breakdown catching the Ma Clique by surprise, many soldiers fell in the first days, and many more turned after the Chinese convinced them to do so, with many reports showing the Ma Clique's front completely collapse after. The Kumul Khanate has attacked the Ma Clique as well, revealing it was asked by the Chinese to join them as a protectorate, and thought it originally rejected the demand, after the offensive, the Khan assured his people through his first radio speech ever that it was for the best, while telling the Chinese to make the partial annexation official. The Chinese armies stand outside the Ma capital of Lanzhou, and the now tiny army of a few hundred is left headless, as the warlord has closed himself in his palace,w ith soldiers claiming they have heard him doing cocaine and going to bed with his many wives.. It seems the Ma Clique's leader wants to go out as he lived.

China has also embraced reforms in its nation. Looking to make China on par with the other world powers, and potentially its Japanese superiors. Made by new Minister of Finance, known commonly as T.V. Soong. Nicknamed the Six Arrows, the plan proposes numerous reforms aimed mostly at bettering the average Chinese person, such as small loans to businesses and more land to all people, to tariffs on foreign businesses and a reduction in deficit spending. This has been seen as great by many chinese people, but businesses have been severely hurt. With this, the Zaibatsu in Japan have been hurt, and even with promises that the tariffs are temporary, many Pan-Asians in Zhang's government believe this is an attempt by Chinese nationalists to subvert the mutual cooperation between China and Japan. Local companies in China have had a harder time finding places with cheap workforces, however, and are more supportive of the measure as such.

Mexico Invaded!

The Mexican border had grown quiet on February 23rd. The American divisions had stopped training. There was a huge surprise, as many estimated that the Americans would take three or four more weeks to finish preparations. It seemed, with the Austrian soldiers now facing horrid conditions, the Americans worried the battle hardened Mexican soldiers besieging them would be sent to the front, that Mexican patriotism could win them the fight, or that the Austrian soldiers could finally break out and possibly capture a lot of the country, and as such launched a invasion, with 7% of their forces unprepared. Whatever the case, the Americans launched an invasion into Mexico the next day. Browder had declared that the Mexicans who betrayed Totalism would be shown "no mercy", and that "all the truly loyal Mexicans were assembled to fight for their local regions", it being a bald lie due to defector numbers currently being below 10,000. The monarchist units used the chaos to quickly break out, loot several villages, and flee. The units, now somewhat well fead, fought some American troops in Ciudad Victoria, before fleeing again after breaking any fortifications they had and allowing local Magonistas to defeat them in two hours. The monarchists proposed a united front against the America. However, only 30% or so of their forces are actively fighting, with 40% dying by this point and another 30% or so left behind as guerilla's to disrupt American supplies, causing some in the Congress to consider quickly wiping them out to secure a moral victory, even if their guerilla's would likely collapse. Before the invasion, Mexico had begun agricultural developments, and put coastal and air defenses on. Their intellectual pursuits were put on hold, and a plan was implemented to install the Triumvirate as a possibly temporary government. Currently, the Americans advanced into all border states and are near Puerto Peñasco, which if taken would cut of the Baja Californians from the rest of Mexico. The Yucatan also approved to begin an oil sharing venture, only asking the "company" be called a government syndicate. The Mexican troops have taken over 5 thousand casualties and estimates edging to 6.5K(not counting the huge amount of dead Austrians) while American and collaborator casualties are under a thousand.

Haiti calls on world community to respond as country braces for invasion

With the German invasion still prepared to happen, even as the dastardly Americans keep their ships "defending" Haiti, the small country has begun mobilizing to its best. Around 110,000-120,000 Haitians have signed up into the People's Army, and President Lambert was handed powers to mobilize as much as needed without the NAPP's consent. This move was praised by everyone, except the social democrats and liberals. Haiti asked countries to respond-and they did. Cuba was the first one, with Chairmam Modotti saying "It is time we focus not just on the filthy reactionaries within us, but the ones without", and send ships to Haiti. They managed to get up to Port Au Prince, and send ground forces into the city. Now, any attack on the Cuban army would be an act of aggression against Cuba and justification for war with it. Cuba wasn't the only one to respond, but my sister will cover that.

Vasily Boldyrev was elected in Russia to a full term. In a short speech, he had thanked the people for trusting in him after loosing their faith. He has promised social reforms to guarantee both large businesses and people's safety, while granting more rights to all those that lack them. With the invasion of the Ma Clique coming to an end, the reunification of China is on sight. The remaining Ma soldiers guarding Lanzhou have been offered a total amnesty and the right to join the Republican army if they lay down their arms. The citizens of Lanzhou have also been assured that by letting in the Republican soldiers in the city, they will not be hurt. In fact, an order has been issued to confiscate the wealth of the Ma Warlords, once Lanzhou has been captured, and to redistribute it amongst the people of the city. This has been seen as an attempt to win the loyalty of the population of the former Ma Clique.

With the end of the conflict, the government has announced that "the era of wars is over. From now on, the era of peace and prosperity will begin. No longer will the Chinese men shed their blood on horrific battlefields and no longer will wives and mothers have to weep the loss of their loved ones. China has been united."


Political Reforms

President Zhang Zuolin has announced that a Constitutional Assembly shall convene in the following months to enact political reforms now that the Unification Wars are over and peace has returned to China. "Our current Constitution has served us well," the President said, "but we need to update it to reflect the current realities of China. Now that peace has returned to our glorious nation, we need reforms to ensure political stability and social peace."

Government memos have described the reforms that will take place. China shall transition into a Federation comprised of Provinces. Each Province shall be led by a Governor elected directly by popular vote every six years. Each Province shall also elect - every three years - a Provincial Assembly comprised of 300 Assemblymen. Provinces will be able to keep about 40% of the tax revenue they raise. They will also have broad freedom on how to spend locally that money. Provinces shall also be responsible for local infrastructure, schools, police and judicial courts. Analysts believe this is an attempt by President Zhang Zuolin to integrate the local elites - especially those who served in the administrations of the various Warlords that ruled China in the past decades - into his government and to placate localist sentiments.

On the federal level the current National Assembly shall be replaced by a trilateral Congress. The Congress shall comprise of three chambers. The first chamber will be the Senate. Of the 100 Senators, 50 shall be appointed directly by the President. The other 50 Senators will be elected every two years by the army (20 Senators), police (20 Senators) and academia (10 Senators). The second chamber will be the Chamber of Deputies. Each one of the 20 Provinces will be represented by 2 Deputies. The Deputies will be elected every six years with a First-Past-the-Post system, with the two most popular politicians of each province elected. The exception will be the Kumul Autonomous Province, whose 2 Deputies shall be appointed by the Khan of Kumul instead. The third chamber of Congress will be the Chamber of Representatives, comprised of 500 Representatives. Elections for this chamber are to take place every four years. Representatives will be elected on party lists, with proportional representation (example: a party winning 40% of the vote shall elect 200 Representatives).

While a few have criticized the Congress for having too many chambers, this is seen by analysts as an attempt by Zhang Zuolin to keep the political elites of the country happy by ensuring that many of them will be able to serve in Congress. Others have also noted that since only Zhang Zuolin's National Prosperity Party is allowed to run in the elections, this Congress is just a façade to hide the fact that China is an one-party state.

The reforms will also alter the executive branch of government. The President will now be elected every five years on a joint ticket with a Vice-President. The office of Prime Minister shall be retained, but the Prime Minister shall act simply as the intermediate between the President and the Cabinet and address the Congress on behalf of the President. This reform will officially establish Zhang Zuolin as the single most powerful man of China.

Minister of Finance, T.V. Soong, has announced two bills coming to the National Assembly. The first bill concerns tax reform. "Our bill aims to simplify our tax system," the Minister said, "and to reduce the burden on the taxpayers. Our current tax code is far too complicated and punishing. We will put an end to this." On the national level, the new income tax will be progressive and will be four tiered. Yearly incomes below 19,401¥ (3,000 USD) are exempt from taxation. Incomes from 19,402¥ to 77,604¥ (3,001 to 12,000 USD) will be taxed on a rate of 8%. Incomes from 77,605¥ to 388,020¥ (12,001 to 60,000 USD) will be taxed on a rate of 20%. Incomes above 388,021¥ (60,001 USD) shall be taxed on a rate of 30%. The various business taxes will be merged into a flat 20% corporate tax. Sales taxation will be replaced by a VAT (value-added tax), with 10% rate on basic goods and 18% on luxury goods. Local taxation shall be limited to a new progressive land tax that shall replace the current land, estate and house taxes.

The second bill concerns the creation of a China Development Bank. It shall provide $70bn of lending over a period of six years with a low interest rate of 4%. The main beneficiaries will be small businesses that want to expand and entrepreneurs who will be able to start new businesses. "By providing liquidity to small businesses, we will allow them to expand their operations, hire new employees and make strategic investments. It is of vital importance for a healthy economy to allow businesses to take out loans. The low interest loans and the tax reform will allow the private sector in China to finally breathe and release itself from the shackles of government dominance."


Land Reform

Minister of Agriculture, Zhang Qun, has announced that the government will implement a program of land reform. "Too many peasants," the Minister stated, "do not own the land they till. This, of course, is a problem. We cannot have a numerous underclass of landless peasants if we are to become an industrialized economy. Our aim is with this reform to create a nation of private-property owners who will have a stake in this new China."

The land reform has two broad measures: the first is the sale of public farmland to tenants at low price, with payment spread over ten years. The second measure will be to enact a land-to-the-tiller program, transferring land ownership from landlords to tenant farmers. When ownership will be transferred, landowners will be compensated over a period of ten years, receiving 70% of the purchase price in land bonds to be redeemed in kind, with interest at 4% per annum. "This is a just reform that compensates landowners and at the same time rewards land tenants," the Minister argued. "With their farmlands reduced, the landlords will shift their wealth from agricultural investments to urban and industrial ones. Thus, we are going to be seeing a lot more private investments in the industrial sector of our economy."


Kumul Khanate joins China

The Minister of Foreign Affairs of the Republic of China, Kung Hsiang-hsi, has announced that the Khan of the Kumul Khanate has accepted China's offer. The treaty was officially signed and now Kumul will be the Kumul Autonomous Province with the Khan as its leader. The Kumul Province, as promised, has also been allowed to retain its army. Minister Kung has also announced that China will invest for a start $5bn into a number of infrastructure projects in Kumul. This public investment program is meant to win over the hearts of the people of Kumul and to show that China honors its agreements. China hopes that once the Tibetans see that Chinese promises of autonomy and investments in Kumul have proven true, that they too will be enticed to join the Republic.

The Americans attack!

The Americans have attacked the People's Republic of Mexico, mobilization is now been put as very urgent, peasants & workers around the country making an effort to go North for the defense of the People's Republic going forwards, the units in the North, though taken by surprise, are ready to fight back, with Magonista cavalry units taking the lead to try and surround the American forces trying to cut off Baja California from the rest of the country, meanwhile, the Communards take the lead in the Northeast and begin counterattacks where possible, and others militias under their control begin to use guerrilla already to make the fight as costly as possible to the USSA, while the Zapatistas take a role to keep the front stable, and to avoid the Americans from advancing further, laying barbed wire, and makeshift traps to slow down the Americans at any opportunity, units also preparing to counterattack.

President Vasily Boldyrev Unveils New Policies
MOSCOW - President Vasily Boldyrev has recently unveiled new policies following the presidential election. He described his policies as being benevolent, genius, interesting and useful.

The following policies are:
1. All women, ethnicities and religious communities are given more civil and political rights. Women can now serve in the military full-time and also hold jobs outside of their homes, while ethnicities and religions are awarded protection from severe discrimination. Voting rights are especially included.
2. The Russian government will be providing families with television, radio, food, clothes and other supplies. This would help enhance living conditions in Russia.
3. The Russian government shall implement a large welfare state in order to financially support poor families. This includes a social safety net and the possibility of "universal healthcare".
4. Taxes shall be placed on the wealthy in order to fund certain Russian institutions and bridge the economic gap. Tax evasion is hereby a crime and punishable by up to 40 years in prison.
5. Freedom of religion shall be implemented in Russia. This would help minimize religious discrimination.
6. The Russian military shall be moderately funded in order to become more efficient. Foreign investment into Russian military projects is highly appreciated.
7. Fair competition shall be mandatory in Russia. Unfair practices will be illegal in the process and big businesses must pay taxes.
8. Labour rights shall be enhanced in Russia. This would include the right to operate labour unions and access to better salaries.
9. National unity is mandatory in Russia. Any breach of said unity will be shunned. On the other hand, Russian independence shall be retained at all cost.
10. Russian businesses shall be protected. This would prevent foreign businesses from acquiring Russian businesses and even gaining influence in Russia. However, foreign businesses are still free to do business with Russians and invest in Russian projects, but they are still subject to taxes like their Russian counterparts.
11. Russia's image shall be restored. This includes denouncing the old Savinkovist regime and establishing better relations with neighbouring countries.
12. Savinkovists shall be stopped. This includes ending the Savinkovist occupation of Mongolia, as well as combating Savinkovist violence in Central Asia, Eastern Europe and North Caucasus.

Russians are skeptical, but Boldyrev says that his policies will benefit everyone. He will also unveil more policies in the coming days. Some people are okay and prays that he stays true to his words.

Russian Parliament Focuses On Haiti
MOSCOW - The Russian Parliament has now a debate on the coming conflict between Germany and Haiti. The debate focuses on whether Russia should be involved in said conflict. So far, the Rejuvenation League (LO) supports Russian intervention on behalf of Germany, while the Socialist Revolutionary Party (SRP) and the Communist Party of Russia (KPR) proposes that Russia should support Haiti. On the other hand, the Greater Russian National Front and the Russian Social Democratic Workers' Party (RSDRP) opposes any sort of intervention in the conflict, while the Russian Unity Party (PRY) wishes to uphold peace between Germany and Haiti. As of this moment, the debate is still ongoing.

USSA Invades Mexico
NORTH AMERICA - The United Socialist States of America (USSA), a large communist state in North America, has invaded the People's Republic of Mexico. Mexicans have already put up a fight against American forces at the Mexican-American border. The Russian government fully condemns the USSA for attacking Mexico and threatens to intervene on latter's behalf, although Russia no longer possesses any access to the Pacific. Russia wishes Mexico well and will continue to condemn any aggression displayd by the USSA. Mexican casualties are currently at over 5000, while the USSA only suffered less than a thousand casualties.

Indian sells nationalized factories, makes economic deal with South Africa

India has sold nationalized factories to a military company named Vickers-Armstrong. The Indian section of the company accepted the sale, and has begun transforming the factories into military ones, likely to maintain the Jayakar doctrine. The comapny states the factories should be ready to produce weapons in eight months at the current rate. This may be helped if more countries helped the industrial sector, but so far, only South Africa has helped the Indians, with the parliament of the African nation approving on its own. Japan had revealed it rejected the deal, and some think India reached out to some other former British territory, likely England, but nothing is confirmed. Some have also linked India with the rise of Arab nationalism near Mecca, though most blame Japanese agitation again, it seems increasingly likely India is attempting to put itself in the developing conflict of interest between the Europeans, Japanese, and Americans.

China defeats Ma Clique, continues reforms with aid of landlords, and will likely start negotiations with Tibet

The Republic of China has now defeated the Ma Clique. The few soldiers left stood down, and Chinese troops entered the governors room. However, his room proceeded to explode. Some of his wives survived, and revealed they killed him after he took them all to bed, but that he detonated a cannon on the bottom floor shortly prior, and that they only survived because of their sheer mass. They, along with some servants and floggers, were taken to the hospital. With this, no warlords remain on claimed Chinese territory, bar arguably the Mongol Authority.

The Chinese continued to reform their nation, though some complications have arisen. The founding of the Development Bank was met with positivity, but caused an unprecedented flooding during the first days as tenant farmers flocked to buy loans due to another reform-land redistribution, nearly half founding several businesses in various sectors to do so that far exceeded carrying capacity. Some landlords have taken to buying private contractors to stop their tenant farmers, and many have proposed a more adept classification of who can receive loans and how much, or to support the tenants through other means and tolerate the landlords who stopped them from getting loans. Some landlords, however, have aided their peasants in buying farmland, and have raised separate mercenary forces against those who repress theirs. They have formed the "Free China Society", which supports the industrialization and private development of Chinese businesses. Les noticed were government reforms, which solidified Zhang Zoulin's power by weakening the Prime Minister while making him more popular due to "reforming" the legislature. On paper, it does sound democratic, but China remains a one party state.

As a last thing, Tibetan Chinese have taken to the streets. Only kept in line thanks to the reformed Dob Dobs, they have taken control of a good chunk of eastern Tibet. As such, the small nation asked China to be a protectorate, and take some of its land as a new province as well.

Mexican Civil War Considered Over!

The monarchist were crushed by the Mexicans and Americans. Many of their troops defected after learning of the decapitations of Zapatistas in earlier phases, which, due to most being young recruits that didn't care about Mexico before going there, they didn't know. Two thirds of the soldiers broke down, killing the monarchist leaders(though not pretenders) and surrendering. Many wished to go home, but some, lead by the extremely short General Engelbert Dolfuss, offered their services to the army, claiming their nation betrayed them by leaving them to die in Mexico, and were enlisted despite objections from some higher ups, if not the government. Because of this, the sabotage units remained somewhat active, and prevented an American victory at Puerto Peñasco, though both sides took ten thousand casualties and the Americans remain a threat. The Americans experienced 3,000 more casualties on other fronts, the Mexicans 4,000.

Minorities and women were granted far reaching rights, a social safety net is being implmeneted, with many parties supporting the idea of universal healthcare that is being though as a possibility, and television, radio alongside food supplies are being provided to Russian families. The costs are thought by some as to much, however, leading the Rejuvenation League, some Kadets, nearly all Nationalists, and a good chunk of NAOUG to oppose the reforms. The fact Russian unity would never be breached has angered many radicals in NAOUG as well. German businesses have been in opposition due to taxes being placed on them on foreign soil and inhibition of foreign trade alongside acquiring Russian ventures. Haiti has also been discussed. Many delegates have shifted to being more pro-German after the communists and Social Revolutionaries proposed supporting Haiti, though they said they propose giving oil, mostly due to the fact some small German ships are starting to sink due to loss of fuel, leading many to flee to neighboring ships and spread the problem. Russia demanded the liberation of Mongolia to the rebels, which was, surprisingly, refused.

Brazil sends troops to Mexico!

Mexico is soon to be reinforced by 160,000 troops from Brazil. The Brazilians have expressed solidarity with Mexico against the USSA. This has lead many to panic, however, that America could invade, and that appeasement of their northern neighbor is a better option. Now, however, the Mexicans outnumber the Americans and collaborators by 80,000 or so, due to the combination of Brazilian and Austrian reinforcements, even if a good chunk of those forces will take much time getting used to the land.

German East Asia Federalizes and makes radio reform

Mücke has declared the federalization of the GEA, creating 10 provinces in the country and one capital district. This has appeased many ex-Australians living there. Mücke also allowed more coarse content on radio, such as saying swear words like ass, hell, or fuck, talking about drugs, and discussing intercourse.

Baja California pushes against USSA, Brazilian volunteers begin arriving!

The USSA's invasion has begun going sour, as the Mexicans have thankfully began repealing their push in Baja California. The Black Army had successfully pushed the USSA's troops, some to within a few miles of the border, before the invaders began fortifying with machine guns and artillery. Trrops that did best generally operated in small groups working together, allowing quicker speed and more uniform order interpretation. The Yucatan's troops have also arrived at eleven and a half thousand. The USSA has, however, steadily pushed into northeastern Mexico, making a sort of bulge, even if their pushes were slowed down by sabotage. The Bulge covers most of Coahuila, Nuevo Leon, and Tamaulipas, in addition to about half of Chihuahua, threatening the last states capital city.

Following the liberal reforms, Abdul Hadi Dawi was elected as prime minister of aghanistan. A poet and liberal, he has indicated he will pursue social reforms and equality, while opening the country up to corporations from the outside world. Somali Empire adopts animal rights laws!

Following the example of German East Asian, the Somali Empire adopted protections for several local animals. The Somali Emperor has condemned the Australians policies, saying environmental destruction to make settlements for a nation of so few people were worthless, especially when killing so many animals. This has caused the issue to spread to German settlers in the nearby Deutsch-Somaliland, who have begun advocating for rights, and as such, reached the colonial office of Chancellor Adenauer.

"Actually, sir, yes. Afghanistan's new Prime Minister was just elected, and I see a economic treasure trove of an opportunity. I recently had an excavation team, assisted by the Afghan Ministry of Mines, survey the country for natural resources. They found deposits of gold, lapis, copper, and in the Helmand province, traces of uranium." This gets Jayakar's attention enough to have him stop reading the bill on the side. "That's a lot of net value worth of resources." "Indeed, but, Afghanistan doesn't have the mining capabilities to mine all these resources. However, we do. I wish to offer a deal to Afghanistan to allow us to mine the resources in their nation and sell 25% of the resources, including 50% of any uranium found, on Indian markets. In exchange, we pay for upkeep costs, Afghanistan gets the other 75% of the resources, and we invest into the mechanization and industrialization of Afghanistan, up to 3 billion rupees in cost. This combined with the possible profit that Afghanistan can make off of Indian Mining operations, and it would be hard to see why they would refuse." "You are authorized to do so, now I have a meeting with Mr. Nehru, who is outside, so..." "Of course Mr. President." Chetty leaves and Nehru enters.

"Mr. President. I'll be brief. I would like to call for the first United Council of Nations meeting in June. It would be best for representatives to meet to finally fully ratify the New Delhi Charter. Additionally, it should be used to get the Afghanis and Pakistanis opinion on the Jayakar Doctrine, as well as finalizing the commitments of the United Council of Nations." "I happen to agree with you on this case. Start preparations for the meeting, and I will attend in person. Dismissed."
