Nationalize everything, organize into worker co-ops, and expel the usurers.

If you want to remain socialist, business subsidizations are the way to go. Just give money to businesses. Keep doing it, and your economy will slowly rise.

If you don't want to remain socialist, try going capitalist and focus on business subsidization + economic freedom.

I am having trouble maintaining a good level for the economy. It seems like every time I select a result from the issues, it yields the opposite result. Is that just how all the issues are when played out?

Looking at your economy it's been doing almost nothing but going up over time. Have you checked out your trends tab? Which issues in particular were you having trouble figuring things out with?

Generally, most options that are pro-business help the economy (subsidies, freer market, etc.), while options that are anti-business tend to hurt it.

Keep in mind that pro-environment options can sometimes help businesses as well, although many is the time such is not the case. Generally, fairer wages and the like also reduce "economic freedom" which has the risk of lowering your economy (although not always). Slashing business subsidies is almost definitely a surefire way of hurting the economy as a whole, sad as it may seem.

Incidentally, while your tax rate will definitely go up or down as a percentage of your economy and taxation stat based off of your chosen options, your overall effective stats (like public transport, defense, etc.) will go up significantly with both a high tax rate and a highly efficient economy. I believe you can have a good economy without high economic freedom or business subsidization, but it's a relatively difficult task to do if it's possible.

Personally, much as I do love having a healthy economy stat, I'm sure many (though definitely not all!) would agree there is more to a nation's well-being stat-wise than the economy alone! There's average income (which generally correlates with the economy; don't know the specifics, however), wealth gaps/income equality (which needn't be harsh on the poor to provide a thriving economy... unless you're going for first place, then potentially), how much average disposable income there is, what industries and how many are thriving, how much black market you have, what your employment rate is, how good your tax revenue is, how good your economy is without taxes, and of course the human development index, maybe among a few others I'm forgetting. Economic output is tied to population, and so I wouldn't really measure your economy's success based on that.

In the end, all of these things will change based on the options you pick and what kind of nation you'd like to be. :)
