Section 18: The authority of states to draw the boundaries of political subdivisions, as defined in Section 13(c)(2) of this Act, shall be reaffirmed, but moreover states are hereby authorised to use the criterion of voters in previous elections to draw these boundaries, and furthermore shall have full authority to draw these borders as they wish under local law, overriding any previous law on this issue, excluding the Constitution of the United States.

Senator Sharp was a little surprised (or had been asleep long enough as his Senate seat to warrant a mild voice waking him up, as was often the case at the ripe age of 70) at the objection raised by that there 'Californian feller'. But, Sharp wouldn't mind some sort of bipartisan approach to such a measure, even if it just got the old man a crab shack along the coast of his native Mississippi.
