A quick Google tells me the Marvel comics has a few thousand notable characters, so we’re looking at one metahuman per million population, give or take, probably skewed heavily towards the more developed countries.
So... call it maybe 50~100 metahumans throughout the Commonwealth. Alright... I can work with this.

Personality: Originally, Marie was a lot more sane prior to her ascension to power. Sickness is sickness to her and no one deserves to be injured or ill, except those she considers to be impure.
But that is but a cover to the general insanity of Marie. A fanatical believer that Napoleon Bonaparte, the first Emperor of France, can somehow be resurrected as a meta human God to lead the French into a new era of glory. From her darkest pits of zealotry, it spawn a pariah Ideology centered around the divinity of Napoleon Bonaparte, the holiness of Marie, and the obsessive drive to purge French culture of sin and degenerates. And thus, the Napleonic Code was reinvented.
Abilities:Biography: The story of the Marie Villeneuve was as bizarre as her beliefs and views. Born to a Bavarian Doctor and a French Luxembourger nurse, Marie was nevertheless a staunch French nationalist from an early age, trying to disassociate herself from her German heritage. Indeed, the family did start off happy but with the discovery of her meta human powers of healing blood, Marie became a subject of physical and mental abuse from her father’s experiments.
- Healing Blood: While her own saliva is perfectly capable of immense healing, Marie's healing blood could cure all wounds, illnesses, and disease within a matter of seconds to minutes. Restoring lost limbs and entire organs are no issue to her. Like an axolotl, you can remove her brain completely and her healing blood would restore a new one with all her memories intact.
- Superhuman Endurance: A side effect of having healing blood is that it restores energy to the muscles faster than her body can extert. As such, Marie can never feel tired exercising or doing some form of manual labor.
- Peak Human Strength: Although she will never have superhuman strength, Marie was able to was able to workout almost endlessly to build up her strength to ridiculous levels. While she has a body of a supermodel,
Marie has the power of a bodybuilder.
From this blood trade, her father manage to earn favor with the meta humans that plotted to usurp the world powers by using it to present himself as a fellow superhero. While the meta humans were carving up the world, he usurped the French government and used his influence to aquire Belgium, Netherlands and the West Bank of the River Rhine. The Order State of France was born as a result and it became nothing more than a nationwide operation room for Marie's father to conduct his experiments. But whatever ambitions he had died with him when Marie finally snapped and exposed her father as a fraud, becoming the new ruler in his stead.
During those 16 years of imprisonment, Marie began hearing voices of God and Napoleon urging her to break free and liberate France. She even heard the voice of her mother, who disappeared in 2006, telling her to never give up. By plotting from within, Marie gathered her allies and formulate her agenda to save her people from her father.
To the meta humans, she did just that by overthrowing her father and dissolved the Order State. If only they knew what she was planning to do next. The birth of the Holy Frence Empire would see a revival of French militarism and religious fanaticism to the Imperial Cult, centered around Napoleon, and the Healing Church, centered around Marie. While the average non-meta French finally enjoyed some civic liberties, the same could not be said to rest. Millions of Germans, Flemish, Walloons, and Dutch were enslaved and worked to death building the foundations for Napoleon's return. It was clear that Marie was as dangerous as she was insane whose power lies in her healing blood, a resource untouchable elsewhere in the world, and the fervent loyalty inspired in her anti-Nazi French subjects.
Additional information:
Healing Blood can only affect living mammal and reptile tissue. Once the organic material has reach the stage of necrosis, healing blood will no longer have any effect.
There is a popular misconception that Healing Blood grants meta powers but that is a fallacy since it only heals damaged bodies while granting a short term boost of strength and endurance. Of course, that doesn't stop some humans from consuming her blood like alcoholics in a free beer bar.

Personality: Under normal circumstances, Caitlín Mac Mathghamhna would have been involuntarily committed and medicated decades ago. She likely suffers from an extreme form of Dissociative Identity Disorder, a condition which is heavily influenced by her magic powers. The most probable explanation for her current state is that her warped mental perception caused her to manifest her alternate personalities as real people, with the actual personality of Caitlín being completely repressed, as all traces of her haven't been seen since her powers fully developed.
Caitlín genuinely believes she is Mór-Ríoghain, the legendary triple goddess of Irish folklore. As The Morrígan, she is comprised of three personalities. Each of the three heads so to speak has a distinct personality, though they all share a common lust for battle. The persona known as Babd relishes in the fear cause by battle, especially the fear of death. She is the most likely to threaten an enemy directly. The Macha persona's main trait is domination, both of the land and over it. She enforces the trio's control over their dynasty with ruthless aggression. Nemain, the final third of the Morrígna, relishes in the chaos caused by war. She muddles the minds of people for her own amusement, aiming to cause as much havoc as she can.
Combined, The Morrígan tends to be protective of her subjects, though she has a clear preference for the Celtic nations over the other ones who she sometimes sees as merely other people to deal with rather than 'her kind'. Her dedication to the maintaining the status quo can cause her to be cruel in her response to possible insurrection, as sovereignty is chief among her domains.
Abilities:
Magic of the Gods: The Morrígan's control over druidic magic allows her to manipulate reality to her own desire. Her shapechanging ability is her signature trait, as she twists her body into any for she can imagine. She uses this as both a tool to observe her dynasty and to control, meaning many have come to fear the sight of a single raven. Such fear is one of her strongest assets, as she uses her dark magic to warp the minds of men to riddle them with fear or give them unrealistic confidence so they ride out to their deaths. She also has some form of divination, owing to the Morrígan's soothsaying in predicting the deaths of warriors.
One with the Land: One of The Morrígan's domains is over the land, and true to form the flora and fauna respond to her as if she was their mother. With a word, she can double or erase a year's harvest. Natural beauty flourishes away from human interference, as those lands are protected by the Matriarch of Ravens.
Timeless Figure: Likely due to her shapeshifting, the Morrígan appears as young as she did the day she first announced herself to the world. In addition to the twenty years she's been publicly known, she claims to be the mythical figure of old, meaning she would be at least from the time of the Ulster Cycle around or before 1 AD. Whether she truly is the real Morrígan or not is undetermined, as there has been little opportunity to study her closely. She's also proven to be incredibly durable, seemingly all but immune to physical harm during the resistances to her reign.
Divide and Conquer: The Morrígan is a triple deity, comprised of three sisters. Seemingly at will, the three can combine into one form or split apart again without effort. Each of the The Morrígna has all of the capabilities of the combined form, though they are rarely seen far apart from each other. While each individual has its own personality, they never seem to disagree publicly.
Biography: For the first sixteen years of her life, Caitlín Mac Mathghamhna was not someone that would stand out in a crowd. She was an average student, planning to go to university to study Irish Literature in Dublin. The first time she noticed anything strange happening to her was during a holiday trip with her family when they stopped in County Meath. While looking at a pair of hills called the Dá Chích na Morrígna ("two breasts of the Mórrígan") she thought she heard someone whispering to her. Confusing, but otherwise uninteresting. After leaving the site though, the voice began to get gradually louder until one day it introduced itself as Macha, one of the three Morrígna of legend.
Around this time, Caitlín also began to discover some degree of magical ability. It was slight, the only thing she really used it for was to reach object far away and bring them to her. But Macha's voice in her head encouraged her to try greater feats, and eventually Caitlín did so. Suddenly she found herself able to communicate with animals and plants, and that they all regarded her as someone to respect. Soon after, a second voice appeared, calling itself Badb.
Through guidance from the goddess of fear, Caitlín began to make a reputation at school as someone who should not be ignored. She began to subtly influence the minds of her teachers to improve her grades, she charmed people she found attractive and she punished those who had previously scorned her. The girl also noticed that she began to always feel like she wasn't alone, and that everywhere she went there were people following her. Whenever she would look in the mirror, she would briefly see two figures out of the corner of her eye but there was never anyone there when she looked.
Caitlín never made it to university; before she started her first term a third voice arose, referring to itself as Nemain. It spurred her to try even more daring feats with her magic, and by this point Caitlín was all too happy to test her limits. She returned to County Meath, to the two hills where she first encountered Macha. There, she rose from the ground a throne made of rock and dirt. Together. Caitlín and the Morrígna guffawed as she watched it appear. The voices in her head had one more test for her: focus her mind and think about making them appear physically. After tremendous exertion, Caitlín managed to magically spin off portions of herself to form the bodies of Badb, Macha and Nemain. The four women, together in the mortal world for the first time, exchanged one ultimate embrace. The Morrígna returned to Caitlín's body, as the girl took a seat upon the throne overlooking the hills. She cackled to herself, though Caitlín's voice was not heard, only the triple layered voice of The Morrígan.

Brief history:
Columbia had never planned to be President, she'd made that clear to Juliana Kelvin since the beginning and for that Juliana was secretly grateful. Although they had been close since Juliana could remember, she'd always been troubled by her friend's ruthless streak. 'Whatever the cost' was never really an attitude that entered into the Kelvin lexicon: it could be said that the ever-idealistic Juliana just didn't have it in her to do things that went against her ever-active conscience.
On the night of 31 December 1999, Juliana was given a very important task by Columbia. It was her job to secure the various members of the American cabinet (dead or alive) and ensure that they would not present a threat to the metahumans plans. It was at this point that she truly put her long-held nickname to the test: she showed the world why she was known as 'the dream witch.'
Juliana moved in very high circles within Washington society and so it was no trouble whatsoever to get herself invited to an exclusive ball at the white house hosted by the president and attended by the vast majority of America's political elite. Using her powers on so many people simultaneously was much harder however, and when Columbia hit Juliana with the news that she would have to keep them in such a state forever it almost broke her long-time friend.
There was however nobody more suited than Juliana to hold the reins of power once Columbia went with her lover and son to live in near isolation: Juliana was the metahuman who mixed with politicians and knew the art of ruling, she was the one with the charming and beautiful face and most importantly of all she was dedicated to making life better for the people she would be ruling. The only downside was one that Columbia didn't know...one she was hiding from her: the final order she had been given on 31 December 1999 was slowly but surely killing her.
The changes to the way of life in North America were swift, positive and came with very little opposition from the majority of the normal human population. Crime rates dropped, education and scientific knowledge was improved and many areas of life, including in relation to freedom of speech, drug-taking and freedom to bear arms became far more permissive. The North American economy grew, all children received a good education and unlike in many areas of the world there were none of the clampdowns on dissent and public life that characterised the lives of those unlucky enough to live outside of Juliana's domaine. Not that she was stopping anybody from moving into her lands of course: Juliana Kelvin made it extremely clear that those who wished to move to North America were free to do so. Although she was regularly told in increasingly alarmed tones by her fellow rulers that this open-door policy meant that it was incredibly easy for resistance cells to take hold, by some miracle she never suffered any major violent outbreaks.
The reason for this was most likely that the ordinary humans who lived under her didn't have much of a reason to complain: even following the takeover areas of the country were essentially self-governing...albeit self-governing with the threat of unpleasantness should they slip up hanging over their heads.
The war with the resistance turned out to be the point at which the other rulers stopped trusting Juliana Kelvin. As the united front formed to oppose the might of the world, Juliana was singularly useless. When attacks from north American forces came they were often too little and too late, resulting in a belief that her commitment to the war effort was lacking. In fact she had not been seen in action in person since its beginning.
From the image projected of a smiling and healthy-looking woman nobody could ever have guessed just how much she was struggling inside. The strain of maintaining her dream hold over more than a thousand people 24 hours a day had left her with headaches that sent her fleeing to the relative comfort of her room on regular occasions. While they continually requested help in their war none of the other rulers ever thought to ask several important questions of the woman they saw on their video screens. They didn't ask her how she was, nor why she always seemed so distant. They never even thought to ask her why she now would only communicate digitally or why sometimes the shape of those beautiful red lips didn't match the words that were coming out.
It was at this point when Juliana Kelvin would look into the mirror to see her prematurely wrinkled face and fold her cracked hands across her chest. It was at this point as another headache overcame her and she held her hand down that the truth of the matter settled on her stooped shoulders: Columbia had never meant for her to rule.
On the 27th of July 2009 Juliana Elizabeth Kelvin, 48, head of the Kelvin dynasty that controlled North America died peacefully in her sleep at the age of 41. She was survived by her 3 sons, 21-year old triplets named Josiah, Gabriel and Isaac Kelvin and her estranged husband Marrius. The cause of death remains unknown and the family have stressed their right to privacy at this difficult time.
There didn't seem to be much mourning among the Kelvin brothers at the untimely death of their mother. Indeed life started much as usual for them: Gabriel went for his morning run, Isaac made sure he was looking his best for the statement they would have to give and as he sat up to greet the day Josiah reached for the comforting shape of the whiskey bottle. Whiskey made the voices in his head go away after all. It was almost as if the death of their mother had not come as any surprise to them.
((I'll finish out the history of the rule of the brothers in their application, however I'd like to make sure the prior backstory and ruling style for the house is okay first.
