ELIGIBILITY & ENTRY
Any nation that is not a resident of the Big Three sporting regions - AO, Rushmore & Esportiva - at the time of this post may sign up to compete in the IAC. You may have been resident there in the past and may have competed in their international tournaments previously. You may plan to move to the sporting regions in the future and participation in this tournament does not preclude that, although it would be considered extremely bad manners to do so at the time of participation. Note, even if you've participated in the IAC in the past, you cannot participate with us if you're currently residing in a Big Three region, especially if you've signed up for their tournament.
NEW NOTE: With the creation of Anaia splitting off from Atlantian Oceania, there has been some discussion on whether or not the new region of Anaia qualifies as a full "sporting region" yet. While I was originally planning to allow Anaia to compete in the IAC, the creation of their new "CAFA" tournament seems to fill their need for a regional tournament. Thus, Anaia residents are barred from entering the IAC.

If you were to switch to another region that isn't M.A., Esportiva, Anaia, or AO, you would be eligible to participate in IAC 13.
You are mistaken on this point, HUE. The only regions that have been barred from entry to the IAC are the Big 3 (now big 4). MA has never been excluded, they just usually don't join, since they have their own championship.ELIGIBILITY & ENTRY

Other than just "try[ing] new things", what is the advantage of the double group stage?

1) Removed guarantees of entering Stage 2, adding a number of early eliminations.
2) Changed the number of teams in the Group Stage from 4-6 per group to a guaranteed 4 per group.
3) Removed the use of IAC ranking coefficients for all tiebreak situations; they will only be used to determine pots in event of ties (and not during elimination situations.)*
4) Fleshed out 4 different numbers we may have in Stage 2, namely 16 teams, 24 teams, 32 teams and 48 teams options.
5) Changed the RP Bonus scale from 0-2 to 0-3. Explaination is that the bid's original intention is for a Unranked RPer to have ranking points similar for a Top-ranked non-RPer at the last cutoff before first eliminations. The original bid will allow up to 17 ranking points by the end of Stage 2, comparable to the 20ish points the top-ranked team has before RP Bonus. As eliminations are brought forward to Stage 1, increasing the max bonus to 3 will allow up to 16.5 ranking points bonus at the end of the stage.
*Essentially, if 3 teams are tied for 8th after the first 3 tiebreakers, and only 1 team can enter Pot 1 while the other 2 needs to enter Pot 2, the IAC ranking coefficients will be used. However, if 3 teams are tied for 32nd after the first 3 tiebreakers, and only 1 team can make it into a 32-team stage 2, the IAC ranking coefficients will not be used, and we will move on to the coin flip (scorinate games between all 3 to decide)
