What if in either of the 3 scenarios said person's life isn't worth saving? As in it would be best for said person to just simply die?

You don't know the nature of the person. They are a stranger to you -- as anyone who needs CPR in the middle of the street or is drowning at a beach is likely to be a stranger.

They could be generous and loving people with large families who would miss them. They could be cruel and spiteful misers from whom puppies cower. You wouldn't know when making your estimation.

Well OK to a point, however, one could still be a stranger and yet be recognizable, in the case of an escaped prisoner or a fugitive for the sake of argument.

They could. But assume, for the sake of this hypothetical, they are just a random Mr. or Miss Jones about whom you know nothing at all.
