[DRAFT] Regulations on Alcohol

Looking for co-authors!

The World Assembly,

Seeing that as there are currently no regulations on alcohol internationally, alcohol can be widely abused,

Wanting to stop alcoholic abuse as it can cause many dillemas,

A. Defines alcohol as a colorless volatile flammable liquid that is produced by natural fermentation of sugars.

B. Defines drunk driving as the operating of a motor vehicle while drunk.

C. Bans the act of drunk driving with any form of transportation, unless on private property, in which case the drunk driver must take full responsibilty that he or she does not damage any public property,

D. Allows member nations to add further restrictions on alcohol.

The definition of "drunk driving" is unnecessary. "Bans the act of driving under the influence of alcohol" would be better language for C, with that in mind.

Seeing as all this does is prohibit drunk driving, I've got to ask: what makes this an issue great enough to merit attention by the World Assembly?
