I read it less as whataboutism and more as questioning Austreylia's premise that "people will start getting sick and tired of seeing their cities destroyed." Given that riots, "riots," and protests, even large ones, really don't have that much impact on most people in most parts of major cities (you can be a few blocks away from a crowd of thousands and barely know it), I think it's reasonable to highlight that it's quite likely that so long as people are as angry as they are now about police killings and misconduct, they will continue to riot or tolerate rioting, even if it means they start seeing some burned-out buildings on the way to work.
