If your going to have voter ID it should be provided free for all registered voters. It isn't needed though as in person voter fraud is a myth and does not happen outside of a few cases.
What stricter verifications do you want for mail in voting?

You're trying to fix a non-existent problem here. There is no single thread of evidence that any significant amount of voter fraud happens due to lack of them, so why make laws to solve problems that don't exist ?
But if you really want ID for voting, then start by issuing for free, to every citizen, a photo ID card (like we do here in France). Of course, it's corporations. And they'll also support tempering with elections and doing coups in other countries. You already need to provide an address to get a mail in ballot. why is a picture needed?
