I think most Black African Americans have cars and can afford to ride busses? The governments of many or all states and counties Provide free Bus Passes for many persons, elderly persons, handicapped persons, and I think and hope for lower income persons of all races and ethnic groups?
It can be for people who are living pay check to paycheck. It isn't just the bus ride that is the issue. Because of the hours of the DMV (where people get ids) it normally means a person must take off from work, pay to get to a location, and many dmvs are not in easy to reach areas, sit for hours, and then go home. No there are not always free bus passes for lower income persons.
